About this file
This Invitation to Negotiate (ITN) document issued by the Florida Department of Law Enforcement (FDLE) seeks qualified vendors to provide fixed wing and rotary wing aircraft maintenance and support services. FDLE operates a fleet consisting of six fixed wing aircraft (including Cessna models, a Beechcraft 95-B55, and two Raytheon King Air 350s) and four rotary wing Bell B206B/TH-57 helicopters used for investigative and dignitary protection operations. The solicitation requests scheduled and unscheduled maintenance, inspections, repairs, alterations, upgrades, anti-corrosion services, and emergency field recovery capabilities. A non-mandatory pre-reply conference is scheduled for May 19, 2026, with written questions due by June 9, 2026, and replies due July 28, 2026, at 2:30 PM Eastern Time. The evaluation phase is anticipated for August 4-18, 2026, with negotiations scheduled for August 25–September 22, 2026, and an intended award posting date of September 29, 2026. The contract term is five years from execution with optional renewal periods of five one-year terms, contingent upon satisfactory performance and available funding. FDLE reserves the right to award to one or multiple vendors in either or both aircraft categories and to conduct business with other vendors as deemed in the Department's best interest.
Pricing for services shall be submitted on Attachment K (Fixed Wing) and Attachment L (Rotary Wing) using an hourly labor rate structure that includes normal, after-hours, off-site service, and off-site recovery rates, with separate flat-rate pricing for specific inspections and additional pricing for avionics, consumables, handling, crating, and off-site recovery services. A maximum sublet service markup of 10 percent is permitted. The lowest-cost respondent receives maximum price points (20 available), with other respondents scored proportionally; technical and experience replies are scored separately for a total of 200 points per aircraft category. No specific set-asides are identified, though respondents are encouraged to utilize diverse subcontractors. Respondents must demonstrate sufficient facility size, staff certifications (including FAA-certified A&P mechanics and one A&P with Inspection Authorization), and security measures; provide three client references from the past five years; and submit all mandatory administrative documents including certifications of non-offshoring, drug-free workplace status, conflict of interest statements, and vendor certification forms. All work must comply with FAA, manufacturer, and military regulations, with contractors required to maintain current manufacturer publications, perform quality assurance inspections, provide warranty coverage on parts and workmanship, and respond to emergency service requests within 24 hours with recovery capabilities within 72 hours.
