About this file

This is a bid price sheet attachment for Invitation to Bid (ITB-2612) issued by the Florida Department of Law Enforcement (FDLE) for Forensic Biology and STR DNA Testing Services. The solicitation requests comprehensive forensic laboratory services encompassing 36 distinct service line items across multiple testing categories: forensic biology screening, STR DNA testing, Y-STR DNA testing, mitochondrial DNA testing, and expert witness services. Services include examination and collection of biological evidence from items ranging from small swabs to large items such as clothing and bedding, sexual assault kit processing with differential extraction capabilities, DNA extraction and quantitation, amplification using Globalfiler and Yfiler Plus kits, and expert testimony services including pre-trial consultations and sworn depositions. The contract structure includes an initial three-year term with three optional one-year renewal periods. Written questions were due January 7, 2026 at 12:00 p.m. ET, with bids due January 20, 2026 at 2:00 p.m. ET, and a public bid opening scheduled for January 22, 2026 at 2:00 p.m. ET via conference call.

All pricing must be submitted on the FDLE-provided Attachment B Price Sheet with vendor-generated price sheets explicitly prohibited. Prices shall be fully burdened and inclusive of all incidentals and associated costs required to comply with solicitation requirements, with bidders strictly held to submitted prices. Any optional renewal periods are subject to a maximum price increase of three percent annually. Award will be made to the responsive and responsible bidder submitting the lowest Grand Total price while meeting all technical and qualification requirements. The solicitation specifies that no remuneration is available beyond the bid price, and financial penalties of 5-15% apply for evidence returns exceeding the 60-calendar-day requirement. Vendor qualifications include mandatory ANAB accreditation in the Biology Discipline, employment of at least five qualified forensic DNA analysts, completion of a minimum of 800 forensic cases annually with 200 sexual assault cases involving differential extraction, and successful passage of two external FBI QAS audits within the preceding four years.
