About this file

This document is a Notification of Acceptance of Use of a General Permit issued by the Florida Department of Environmental Protection (FDEP) Northwest District for the Walton County Board of County Commissioners. The permit, numbered 0452113-001-DWC/CG, is for the Kellogg Park Nature Center project located at 855 E Nursery Road in Santa Rosa Beach, Walton County. The permit authorizes the construction of approximately 124 linear feet of 2-inch PVC force main, 42 linear feet of 4-inch PVC gravity sewer, and one Simplex submersible grinder pump station. The wastewater will ultimately flow to Regional Utilities' Point Washington Wastewater Treatment Plant (WWTP). The permit was issued on September 4, 2024, and will expire on September 3, 2029.

The project involves constructing a domestic wastewater collection/transmission system with specific infrastructure requirements. The permittee must adhere to various operational and maintenance guidelines, including minimizing infiltration and inflow, preventing sanitary sewer overflows, and maintaining emergency response plans. The permit requires annual evaluation of the emergency response plan, with a focus on system security, cybersecurity, water quality monitoring, and hurricane preparedness. The owner/operator must keep an approved Operation and Maintenance Manual available for inspection by FDEP personnel and take corrective actions if infiltration, inflow, or leakage becomes excessive.

The owner/operator of a satellite collection system shall take corrective actions for a sanitary sewer overflow in the receiving collection system caused by excessive inflow and infiltration in the satellite collection system. [62-604.500(6)]

5. The approved Operation and Maintenance Manual and emergency response plan pursuant to Rule
