About this file

This is an Intake Meeting Form for a construction contract involving the Walton County Board of Commissioners for the Kellogg Park Nature Center project (ITB 25-07). The proposed project involves constructing a 1,631 square foot two-story community building with a porch and spiral staircase to an observation level, along with site and parking lot improvements at a 10.39-acre parcel located at the northwest corner of Nellie Drive and East Nursery Road. The project will include removing existing ribbon curbing, portions of concrete sidewalk, and grassy parking areas, and replacing them with a paved parking area. The contract has a substantial completion timeline of 300 days and a final completion timeline of 330 days, with work expected to begin 7 days after the Notice to Proceed.

The estimated contract value is $1,155,952, with a payment structure based on a lump sum per month. The project does not involve grant funds or federal funding, and thus the Davis-Bacon Act does not apply. The site is located in a FEMA Special Flood Hazard Area Zone AE with a Base Flood Elevation of 7.0, requiring specific construction considerations. Local vendor preference is applicable, and the project has been approved by the Board of County Commissioners at their August 27, 2024 meeting. Necessary permits have been obtained, including a FDEP General Permit and NWFWMD Environmental Resource Permit, with permit costs to be borne by the contractor.
