FDA Responses to Questions
Electrical:
1. On sheet E2, says to Furnish and install new panel "DP", we assume this is a typo, and should read "PP". Please confirm.
Government Response:
Refer to drawing E2. Change the name of Panel "DP" to Panel "PP".
2. On sheets E2 and E3, there is a discrepancy on the feeder size from Panel PP to the VFD.
Please clarify the proper conduit/conductor size required.
Government Response:
Refer to drawing E2. Change the feeder from Panel "PP" to the VFD from F250 to F200.
3. On sheets E2 and E3, there is a discrepancy on the feeder size from the VFD to the Pump disconnect. Please clarify the proper conduit/conductor size required.
Government Response:
Refer to drawing E2. Change the feeder from the VFD to the pump disconnect from "V150 H +" to "V100 H+"
4. Please provide the conduit/conductor sizes for the feeder from the existing panel to the new panel "PP"
Government Response:
Refer to drawing E3. Change the feeder from Panel "PP" to the existing step down transformer from "1 F4" to "1 F40".
5. Will the "VFD Cable" be required to extend from the Well disconnect to the pump? The one line only shows it from the VFD to the Disconnect.
Government Response:
Refer to drawing E3 and add the following Note: "VFD cable shall extend from the VFD complete to the pump. Following manufacturer recommendation for terminations around the disconnect."
6. The drawings appear to depict that the separate 1" conduit shown with the (2) #14's in it is for the "INHIBIT" line shown on the one-line. Please advise as to what this “inhibit” line is for.
Government Response:
Correct, this will function as the inhibit contact to disable the VFD.

Plumbing & Water Utility:
1. The Section A-A detail on Page 4 shows a flange and a 10” gate valve with handwheel however the handwheel and gate valve are missing from the “Well Detail” drawing on the same page. Please confirm if the well head should have this gate valve between the pump head and the air release valve prior to the blind flange.
Government Response:
Yes, the well head should have a gate valve between the pump head and the air release valve prior to the blind flange.
2. The existing well has a basket strainer between the flow meter and the 38” spool. The current detail does not reflect a basket strainer upstream of the flowmeter. Does NCTR want to match the existing well head and install a basket strainer on this new well?
Government Response:
Yes, match the existing well head and install a basket strainer.
Architectural:
1. There are pipe stands supporting the well pipe at the other well site on campus.
Underneath the pipe stand the concrete pad is extended to support them. The current concrete plan is for a 10x10 pad, but the existing well shows an appx 10x10 plus an additional 3x8 (appx) add-on that runs underneath the pipe to support the pipe stand.
NCTR stated that they want the new to match the existing. Does NCTR want to mirror this location and add the extra concrete to support a pipe stand?
Government Response:
NCTR would like to mirror this location and add the extra concrete.
2. The existing well head has the concrete pad around three sides of the base. The base is offset from center, however the plans in the new well head show the 10x10 pad slightly offset to the east and not touching the well head base at all. The “Well Detail” on page 4 shows the well base to be built up and sloped with 6” gravel from 267’ to 266’. It was mentioned that NCTR wants to match the other well layout, but this plan is significantly different and the two details on page 4 differ then what was mentioned at the site visit.
Does NCTR want the contractor to put the 10x10 pad adjacent to and touching the pump foundation as it does at the other site or construct it as it is drawn? It would make sense to match the other site and it would also help stabilize the ground and provide a clean and stable work area around the pump head for future maintenance. It will also help cut down on weeds and vegetation growing through the gravel.
Government Response:
Put the 10x10 pad adjacent to and touching the foundation as it does at the other site.
3. The pipe support shown on Page 4, both details, reflect a concrete pipe support and section A-A reflects a concrete pipe support and also a steel pipe support. However, the existing pipe support at the other well is a steel pipe with a threaded rod for vertical adjustment. Does NCTR want to match the existing well head (excluding the ladder), construct a concrete pipe support, or both?
Government Response:
Match the existing well head.
4. Page 4, Well Detail, shows the subgrade base/width of the pump foundation (5’ from the top) to be 10’ wide. The drawing shows the top of the foundation to be 5’ wide. The existing pump base at the other well head is appx 5’ wide at the base and tapers to appx 4’ at the top. A 10’ wide pump base is not logical. This may be misconstrued to be the 10’x10’ pad but it is hard to tell. The well contractor stated that the state requirement for the base of the casing was to be 2’ wider on each side of the pipe. In this case, the pipe is 16”, thus making the total required width of the foundation base to be 5’4”x5’4”.
The well contractor stated that the total width at the top of the foundation block was typically 1’ less, thus making it 4’4”x4’4”. These measurements would match the existing well already on campus. Please confirm NCTR’s intent as to the width of the pump head foundation block at the base and also the tapered width at the top.
Government Response:
The width of the base of the foundation should be 5’4”x5’4” and the width of the top of the foundations 4’4”x4’4”.
5. Will NCTR please add to the drawing packet and provide a detailed look down view drawing to show how they would like to see the pump head foundation block laid out in relation to the 10x10 pad and also the electrical disconnect box with the associated concrete foundation underneath the disconnect. The google earth imagery with detail layover is lacking sufficient information to derive this layout plan.
Government Response:
No.
6. Will NCTR please provide a suitable rebar layout/design for the pump head foundation block?
Government Response:
#5 bars @ 12 O.C.E.W. with 3” minimum cover
7. The Paint Specification, para 2.2 B, Cementitious Materials - refers to painting of concrete. Does NCTR want the concrete splash blocks, pipe supports, slabs, and well head foundation to be painted?
Government Response:
No, do not paint these surfaces.
8. The Paint Specification, para 2.3A Paints, numbers 1-14, refer to a series of coatings.
This specification is very confusing. Does NCTR want these coatings to be performed in the field or is this what NCTR expects how the pipes should be shop coated? Is the contractor to use ALL, SOME, or NONE of these coatings? Will NCTR please provide more specifics as to the intent of this section?
Government Response:
Please see revised specification. Refer to Section 3.1.A “Painting Schedule” for coating specifications.
9. Section 09901, Painting Schedule, para 3.1A – this schedule refers to shop coats and field coats. However, items 9-16 do not appear to apply to this project. Will NCTR please clarify this?
Government Response:
These items do not apply to this project.
10. Does NCTR want the contractor to paint the inside of the existing building using the paint schedule in items 9-16 para 3.1A?
Government Response:
No, do not paint the existing building. Please see revised specification.
11. Section 09901, Painting Schedule, para 3.1A – this schedule refers to shop coats and field coats. Items 1-9 appear to apply to this project and the schedule randomly refers to XX coats of (F), xx coats of (h), xx coats of (l), etc… However, none of these letters are identified anywhere in the schedule. Should this schedule be identifying the types of paint in paragraph 2.3A numbers 1-14? If so, will NCTR direct the A&E to correct this? If not, will NCTR please direct the A&E firm to clarify this paint schedule, remove what does not apply to this project, and be more specific as to what exactly the contractor should be providing?
Government Response:
Please see revised specification.
12. Section 09901, Painting Schedule, para 3.3A – this schedule refers to finish colors. Will NCTR please instruct the A&E to clarify how these colors apply to this project and please expand on the schedule to identify how, where, and during what phases of construction these paints should be applied, what thickness, how many layers, etc.
Government Response:
Color to match existing well.
13. Does NCTR want the entire 50’x40’ area inside the security fence to be scraped to native soil and backfilled with 6” of SB-2 rock? If so, does NCTR want the soil in this area to be treated with Herbicide and possibly a layer of weed fabric to prevent future weed and vegetation growth?
Government Response:
Do not backfill soil with SB-2 or treat the soil with herbicide.
14. Will NCTR issue a two-week proposal date extension following RFI answers being posted?
Government Response:
No.
