About this file

This is a Request for Quotation (RFQ) for a collaborative robotic arm system issued by the FDA's Center for Devices and Radiological Health (CDRH).

The FDA seeks a firm fixed-price purchase order for a complete 6-axis collaborative robotic arm system to support regulatory science tools development for interventional radiological imaging and visualization. The system will be used to precisely control the position and orientation of surgical tools and imaging devices to evaluate head-mounted displays and image registration in medical device applications. Required deliverables include: (1) a 6-axis collaborative robotic arm with 5-10kg payload, 750-950mm reach, multiple tool center point positions, minimum 220-degree joint rotation per axis, less than 0.035mm repeatability, and less than 30kg weight; (2) a controller with 120V 50-60Hz AC power (220V acceptable) and specified I/O ports; (3) a teach pendant with 8-inch or larger touchscreen and wireless or 2-meter cable connectivity; and (4) software with TCP calibration, permanent licensing, and support for third-party integration (LabVIEW, MATLAB, Python, C++, C#, Visual Basic). All equipment must be new, non-refurbished, ISO 9283 certified, include calibration prior to delivery, and provide 12-month warranty with technical support during normal business hours. The RFQ is unrestricted full and open competition under NAICS 333998 with a 700-employee small business size standard. Delivery is required within 60 days of award to the FDA CDRH facility in Silver Spring, Maryland. Questions are due September 10, 2026, by 12:00 PM EDT, and final quotes are due September 11, 2026, by 4:00 PM EDT. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the lowest-priced offeror whose proposal meets all salient characteristics on a pass/fail evaluation. The offer acceptance period is 90 calendar days from the date proposals are due.

P ag e 1 | 22

Notice of Combined Synopsis/Solicitation. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued.

Part-A Fundamental Contract Information

The solicitation number is FDA-RFQ- CDRH-2026-133635 and is issued as a Request for Quotations (RFQ) for a Collaborative Robotic Arm-Brand Name and Equal (BNE). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01.

1. Contract Type - The Government intends to award a Firm Fixed-Price (FFP) Purchase

Order to procure the requested items/system/services.

2. NAICS - This requirement is being solicited as an unrestricted, full and open competition requirement. Prospective offerors are responsible for downloading the corresponding solicitation and any amendments from SAM.gov. The Government reserves the right to award the consequential firm fixed price purchase order without discussion if the Contracting Officer determines that the initial offer provides the Best Value to the Government and discussions are not necessary.

a. The NAICS for this requirement is: 333998- All Other Miscellaneous General Purpose Machinery Manufacturing

b. The SB size standard for the NAICS code is: 700 Employees or fewer. The full table of size standards can be found at:

https://www.sba.gov/document/support-table-size-standards

3. Background – The procurement is to support regulatory science tools development for the Interventional, Radiological Imaging and Visualization regulatory science research program.

Developing measurement methodologies for technical performance is critical for consistent evaluation of head mounted displays and image registration in interventional procedures.

Specifically, the procurement for a robotic arm to precisely control the position and orientation of surgical tools to quantitatively characterize the spatial and temporal stability and accuracy of image registration. In addition, the robotic arm will also allow for controlled movement of an augmented and virtual reality head mounted displays (HMDs) or camera system to evaluate registration performance visualized through the HMD including simulated user movement.

These types of technologies are increasingly being incorporated in medical devices across OPEQ. The range of motion of the robotic arm will allow for developing image registration regulatory science tools for a wider range of device types with more complex motions than are achievable with a linear translation stage. Finally, the robot will allow for greater flexibility in targets and cameras for characterizing registration using HMDs. This will align the Office of Science and Engineering Laboratories (OSEL) instrumentation with FDA recognized standards, such as the Instrumental Commission (IEC), for head mounted displays, which is essential for the OSEL mission of developing regulatory science tools. The collaborative https://www.sba.gov/document/support-table-size-https://www.sba.gov/document/support-table-size-

4. Purpose/Description of Work – The purpose of this Request for Quotation (RFQ) is to procure a 6-axis collaborative robotic arm that will be incorporated into an existing bench setup with control software for controlling a collaborative robotic arm. This collaborative robotic arm is critical for consistent evaluation of head mounted displays. Specifically, the procurement for a robotic arm to precisely control the position and orientation of imaging light measuring devices, such as cameras, to quantitatively characterize the image quality of augmented and virtual reality head mounted displays that are increasingly being incorporated in medical devices across

OSEL.
