Questions RE: FDA-RFP-18-1190619 – VAPE Inspection Services

RFP Reference Discussion / Question 1 RFP C.5, Labor Category

Descriptions, Page 11

Discussion: Based on FDA’s response to a question submitted earlier, we understand that a Vape shop inspector can be full time for FDA and part-time for a state and local entity.

Question: If a full-time inspector were to lose his/her part-time state/local employment would the inspector then lose his/her FDA commission?

Response: Yes, as provided in the RFP, in order to be commissionable the inspector must be a health, food, or drug officer/employee of any State, Territory, or political subdivision thereof.

3 C.5, Page 12, Labor Category Descriptions

Question: If a commissioned inspector were to retire from their state/local position, would they be eligible to retain their commission and continue inspecting based on the fact that they are retained on the state rolls as an annuitant?

Response: As provided in the RFP:

“In order to be commissionable, the inspector must be a health, food, or drug officer/employee of any State, Territory, or political subdivision thereof.” The determination if an individual meets these requirements must be made by the contractor prior to submission and will be reviewed on a case-by-case basis during the commissioning review.

4 General Question: Will a SF 1449 be provided?

Response: A SF 1449 will be provided to the awardee of this IDIQ- however this form is available for viewing at:
