Question 51: [Revisited from Q + A Part II of II] Amendment_1_Section_B-M_Sentinel_Base_IDIQ, H.2.1 Section 508 (page 16-17) “The Offeror shall submit a written Accessibility Conformance Report (ACR) for this DME Technical Scenario…” The ACR shall be based on the Voluntary Product Accessibility Template Version 2.1 (VPAT link:
http://www.itic.org/policy/accessibility/vpat) (MS Word) provided by the Industry Technology Industry Council (ITIC). We are unable to find a reference for the DME Technical scenario in the solicitation documents. Can the Government elaborate on what is meant by the “DME Technical Scenario”?
The VPAT, as stated in the VPAT2.2 template is “used to document a PRODUCT’S conformance with accessibility standards and guidelines.”
Please confirm that an ACR is ONLY required if products are being offered as part of this solicitation and if a plan is required, please confirm it will not be part of the page count for Volume I.
Response:
The offeror must only meet the ACR 508 compliance if that is part of their proposal submission.
Question 1:
The RFP nor the answers to the questions addresses the ability to substitute years of experience for degrees in meeting the Labor Category requirements. Can the Government confirm that the offerors may substitute years experience and vice versa as follows:
High School Diploma + 4 years additional experience
Equals Bachelor’s Degree
Associate’s Degree + 2 years additional experience Equals Bachelor’s Degree Bachelor’s Degree + 2 years additional experience Equals Master’s Degree Master’s Degree + 2 years additional experience Equals Doctoral Degree http://www.itic.org/policy/accessibility/vpat
A Doctoral Degree may be substituted for 2 years of required relevant experience with a Master’s Degree or 4 years relevant experience with a Bachelor’s Degree.
A Master’s Degree may be substituted for 2 years of required relevant experience with a Bachelor’s Degree or 4 years relevant experience with an Associate’s Degree.
A Bachelor’s Degree may be substituted for 2 years of required relevant experience with an Associate’s Degree or 4 years relevant experience with a High School Diploma.
An Associate’s Degree may be substituted for 2 years of required relevant experience with a High School Diploma.
No substitutions for years of experience for degrees in meeting the Labor Category requirements
Question 2: [Follow-up question from Q + A Part II of II; #53]
In the Q_and_A_Sentinel_2019_2.doc document, Question #53 states that "Attachment 2 is only related to TO#1." However, document Attachment_7_Revised_TO_2.doc, Section 5. states, "For each of its proposed data resources, the offeror shall provide a detailed written narrative description and a Data Characteristics Table (See Attachment 2 – Data Characteristics Table)."
Please confirm that Attachment 2 is only required to be submitted as part of Volume III and that Attachment 2 is not required as part of Volume I nor with Volume VI.
Data Characteristics Table is associated with task order 1 only.
Question 3:
Are Cost-Plus-Fixed-Fee proposals allowed or are they only FFP, T&M, or Labor Hours?
Only FFP, T&M, or Labor Hours proposals.
Question 4:
There are several clauses in the sample contract that don’t apply to our organization (i.e. Waiver of Cost of Money). Can we include a list of exceptions in our proposal?
Yes
Question 5: [Follow-up question from Q + A Part II of II; #70]:
Attachment 9 Revised Sentinel Pricing Matrix (TO#2 Labor-ODC) Is it required to reflect any supporting subcontractor pricing (specifically labor hours) within the
ODC?
Response provided to #70:
Yes, please list the supporting estimated subcontracting labor hours within the ODC category to provide more granular information regarding the costs of the subcontractors.
ODCs are generally reserved for other direct cost, and the Attachment 9 unit in ODC section is not HR. In order to provide the granular information in response to Question 70, is it acceptable for Offerors to insert new column title "Company" to designate which proposed LCATS/Quantity/HR Unit is associated with subcontractor labor vs. prime labor?
Adding an additional row to capture the cost is acceptable versus adding a column is not acceptable
