| 88 | The table on pages 99-100 list the page limits for the various sections. Factor 1, Subfactor 2 has a page limit of 25 pages. Two parts of this section (Risk Matrix and Narrative and Communication Approach) list their own page counts (3 pages and 2 pages, respectively); are these pages part of the 25 pages of Subfactor 2 or are they counted outside the limit? | CONTRACT | |
| 89 | Section1: Paragraph: A.1.2 Pg.3 | This section states “…If a task order is extended, as a result of a direct action or inaction by the Government, which delays the Contractor from completing the task order within the Period of Performance identified, the Contractor may use the Labor Rates associated with the applicable contract year for the extension…” |

| 91 | Section1: Paragraph: A.1.2 – Overview of Pricing Schedules Pg.3 | The RFP states “The agreed upon negotiated Labor Rates shall be fixed for the duration of this contract (See Attachment 2: IDIQ pricing Sheet for a full list of Labor Categories)” Question: Should the reference actually be to RFP Attachment 5 instead of Attachment 2? | CONTRACT | |
| 92 | Section1: Paragraph: B.1, B.2, B.3, B.4 and B.5 Pg.6 – 8 | The tables provided in Part B identify a number of Service Contract Act (SCA) labor categories and mapped those labor categories to specific wage determination labor categories. It is the Contractor’s responsibility to ensure that their employees work within the confines of the SCA labor categories for which they are assigned. The Department of Labor (DOL) does conduct regular audits, many times involving employee interviews pertaining to the work they perform, to ensure that they have been properly classified. Given that the DOL holds the Contractor responsible for the proper classification of their employees, will the Government allow the Contractor to remap the FDA’s labor categories to different labor categories if a discrepancy is identified between the FDA’s labor category description and the SCA labor category description? | CONTRACT | |
| 93 | Section 1: Paragraph: B.6 – Other Direct Costs Pg.8 | In the B.6 Other Direct Costs table, should offerors express the Material Handling Fee in terms of dollars or as a percentage of the unit cost? | CONTRACT | |

| 95 | Section 3 CDER SOW: Paragraph: I.1.2 Pg.13 | Under 6.g the Automated Production Log System (APL) section, the SOW states that “CDER is considering an “equal to” solutions as part of this procurement. Understanding that this system is currently proprietary, would the Government please clarify whether this statement is an indication that the Government may purchase the system and provide it to the successful offeror? | CONTRACT | |
| 96 | Section 3 : Paragraph: I.1.2.6 Pg.13 | It is stated that both the APL and QCA applications are owned by Zimmerman and Associates (ZAI). |
- If we choose to implement our own applications, will APL and QCA be available during the transition period?
- Do we have any options for a longer transition given security certification requirements and training needs?
- Are there any requirements for extracting historical information from either of these tools? If so, please provide the specific information that is to be migrated and the process to do so. Will ZAI be contracted to support this transition?
| CONTRACT | ||
| 97 | Section 3 CDER SOW: Paragraph: I.2.2.9(d) Pg.18 | Section I.2.2.9.d states that “… the Authorization to Operate (ATO) in the FDA’s network must be completed by the end of the transition period.” |
Does a solution leveraging previously approved MS Office 2010 tools (MS Access, Excel, etc.) require a separate ATO?
How long does the ATO process take?
If this normally exceeds the transition period, can the ATO process for the QCA “equal to” tool be expedited so that the transition period requirement be met? And how much time can be allocated to the transition?
| CONTRACT | |||
| 98 | Section 3: Paragraph: I.2.2.9(d) Pg.18 | Will historical QCA data be provided post award so it can be imported into the QCA “equal to” system? | CONTRACT |
| 99 | Section 3: Paragraph: I.2.2.9(d) Pg.18 | Section I.2.2.9.d states “The QCA tool operates in FDA’s technical environment. The Contractor may use an “equal to” tool for tracking, logging and reporting productivity, performance, and quality.” (emphasis added) |
Is the existing QCA tool available for use on the new contract or must an “equal to” tool be created?
| CONTRACT | ||
| 100 | Section 3: Paragraph: I.2.2.9(d) Pg.18 | |
| Section 1: Paragraph: Para. 1 Pg.50 | Section 3, I.2.2(9)(d) states “In addition the Authorization to Operate (ATO) in FDA’s network must be completed by the end of the transition period.” |
Further, D.1.7 states “If the contractor equipment and software is not on the MAT List it must be approved via the formal technical approval process prior to connection to FDA’s network.”
Would the Government please indicate how long the ATO and MAT approval process typically takes and what the expectation is for having a QCA and/or APL alternative system in place if the time exceeds the 2-month transition period referenced in Section 3, I.2.6?
| CONTRACT | ||
| 101 | Section 3: Paragraph: I.2.3 Pg.20 | The SOW states that “The finalized version [of the transition-in plan] shall incorporate changes based on discussions during the Kick-Off meeting and shall include: |
A description of activities that shadow the calendar of transition out events (please see CDER Appendix No. 3 for more detail on the transition-out calendar);”
Would the Government please clarify that the dates offerors are to shadow are for comparable dates in July and August as the calendars in the Appendix reflects January and February dates?
| CONTRACT | ||
| 102 | Section 1. : Paragraph: F.2 (b) Pg.20 | |
| Section 3: Paragraph: CDER SOW 1.2.3 Pg.20 | F.2 (b) Instructions, bullet two states, “The Offeror’s draft Transition Approach for the Task Order that details the steps that will be taken to ensure a smooth transition of all SOW tasks while minimizing the impact of the transition on the day to day operations. The Offeror shall specifically address how it will achieve staffing within 60 days. The Offeror shall specifically address how it will achieve full staff support levels within 60 days. “ |
I.2.3 reads in part, “…The contractor shall develop and propose a draft Transition-In Plan as part of their proposal that identifies the action plans, personnel, procedures, deliverables, work products, and timelines to ensure a smooth transition from contract start date to full operations status at the end of the two-month period…”
Would the Government please clarify the requirement for the proposal submission with regard to a Transition Approach per the instructions in F.2(b), or a Transition In Plan as described in the CDER SOW?
If a full transition –in plan as described in the CDER SOW is required with the submittal, due to page constraints – 25 pages for all of Sub Factor 2, would the Government please exclude the Transition-In Plan from the page count for Subfactor 2?
| CONTRACT | ||
| 103 | Section 3: Paragraph: I.2.3 Pg.21 | The final two points on Deliverable Due Date for “Organizational chart updates to organizational chart” are both “At the end of the first month of the transition-in period” |
Please clarify. Should the third bullet read “At the end of the second month of the transition-in period”?
| CONTRACT | ||
| 104 | Section 3: Paragraph: I.2.3 Pg.21 | The last row of the table, third column “Deliverable Due Date” specifies “Last Week of the Transition-In period for the delivery of the signed equipment inventory list. However, the paragraph titled Equipment Inventory, immediately preceding Table 2, states “No later than 5 (five) days following the end of the transition-in period” for the conduct of a joint inventory and the Contractor acknowledgement of “receipt for all accountable equipment provided by the Government.” |
Please clarify which delivery due date is correct and if the acknowledgement of receipt is the signed inventory list.
| CONTRACT | ||
| 105 | Section 3: Paragraph: I.2.4.2.d Pg.24 | In section I.2.4.2.d there is a requirement to download historical data on a quarterly basis. The section also states that “The Contractor shall receive … written approval to delete the historical data from the Contractors APL tool.” |
Is the Contractor required to delete historical data? If so what is the retention period and will the Contractor be given access to the historical data on the designated data repository or encrypted hard drive for analysis and trending?
| CONTRACT | ||
| 106 | Section 1: Paragraph: C.2.11.(c) Pg.24 | This section states “The Contractor shall allow as many personnel as practicable to remain on the job to help the successor maintain the continuity and consistency of the services required by this contract. The Contractor also shall disclose necessary personnel records and allow the successor to conduct on-site interviews with these employees. If selected employees are agreeable to the change, the Contractor shall release them at a mutually agreeable date and negotiate transfer of their earned fringe benefits to the successor.” |
FAR Clause 52.222-41 Service Contract Act and 52.222-17 Nondisplacement of Qualified Workers protect all employees covered by the Service Contract Act and require that they be given first right of refusal if positions are available on the follow-on contract, certain exceptions do apply. It appears that the above clause allows successor contractors to approach exempt employees assigned to the contract.
Is it the Government’s intention that this section applies to SCA employees only? And necessary personnel records include contract dates of hire for all SCA employees?
If this section is intended to include exempt personnel, then disclosure of personnel records should not be required.
Recommend that the language in this section be amended to apply to SCA employees only.
| CONTRACT | ||
| 107 | Section 1: Paragraph: C.21.11.(d) Pg.24 | This section states “The Contractor shall be reimbursed for all reasonable phase-in, phase-out costs (i.e., costs incurred within the agreed period after contract expiration that result from phase-in, phase-out operations) and a fee (profit) not to exceed a pro rata portion of the fee (profit) under this contract.” |
Since this is firm fixed price task order and not a cost plus type, please clarify what pro rata portion of the fee the government is referencing.
| CONTRACT | ||
| 108 | Section 1: Paragraph: C.4.2.2 Pg.26-27 | This section reads: C.4.2.2 IDIQ CONTRACTING OFFICER’s REPRESENTATIVE (COR) |
(a) For the IDIQ Contract:
To be identified at award of contract.
The narrative in Section 4.2.2 and in 4.2.3 following this heading and italicized text above describes the role of the Task Order COR(s) and Technical Leads.
Where is the role of the referenced IDIQ COR described?
| CONTRACT | ||
| 109 | Section 3: Paragraph: I.1.2.3.d Pg.7 | I.1.2.3.d states “Desk Copies are working copies only, therefore not inventoried or retained. … The document control room does not maintain desk copies.” |
Section I.2.4.5.a states “If an extra submission is marked “Desk Copy”, the document room Contractor shall be responsible for logging in the desk copy and delivering to the appropriate RPM.”
Please clarify, are Desk Copies tracked and maintained by the document room? Where are desk copies logged currently?
| CONTRACT | ||
| 110 | Section 1: Paragraph: C.4.7.4 Pg.30 | This section states “The management and technical proposal must identify the Contractor’s proposed approach to the specific task. The Contractor’s proposal must address the number(s) of personnel performing each task; number of hours each individual will work with an explanation of why each is necessary to perform the task order; the rationale for the personnel, skill levels, and number of hours proposed; and an overall discussion of the Contractor’s proposed technical solution. Any government property, material, or data required for performance must be identified in the response to the RFTOP. The Contractor shall further identify and provide the rationale for the NAICS code assigned for subcontracted work.” |
Should the Contractor provide a list of ODCs required to support the Task Order?
We are also unclear about the requirement to provide rationale for assigning a NAICS code to subcontracted work Will the government please clarify how this is applicable since this is an 8a procurement and there is no requirement for a small business subcontracting plan where NAICS codes would be important? Recommend amending the solicitation to remove this NAICS code requirement.

| 111 | Section 3: Paragraph: I.2.4 Pg.30 | The SOW states: “In addition, the Contractor shall update data to represent changes on a weekly basis if necessary. Examples of changes are relocations, reassignments, personnel changes and additional staff.” |
The Office-to-Office inventory is done on a monthly basis but the SOW requires updates on a weekly basis if necessary. Please clarify.
| CONTRACT | ||
| 112 | Section 3: Paragraph: I.3.1 Pg.36 | The dates of the period of performance in this table for the CDER Task Order do not agree with the dates in Table A.2.1 Ordering Period in the main RFP. |
Which are the correct dates for the contract periods?
| CONTRACT | ||
| 113 | Section 3: Paragraph: I.3.5 Pg.38 | The invoice section of the SOW requires the “Name of employee that performed the activity, identify whether the employee is a subcontractor or prime, identify number of hours spent on the activity per employee listed, hourly rate if the Labor Hour CLIN and/or fixed monthly price if a FFP CLIN.” |
Would the Government please explain why this information is necessary on a FFP contract?
Please clarify that this information is only applicable to a time & material type task order.
| CONTRACT | ||
| 114 | Section 3: Paragraph: I.3.5 Pg.38 | The invoice section of the SOW requires an “Updated task mapping matrix (if applicable)” |
Would the Government please clarify what a task mapping matrix is as it applies to this SOW as it is not referenced elsewhere?
| CONTRACT | |||
| 115 | Section 1: Paragraph: C.4.21 Pg.40 | Will the FDA transfer incumbent employee badges and computer access to the successful offeror in lieu of initiating new paperwork and clearance approval? | CONTRACT |
| 116 | Section 1: Paragraph: C.4.23 Pg.43 | This section states “All Contractor and subcontractor employees who have access to Government information and/or sensitive materials must sign a Confidentiality Agreement. It is the responsibility of the Contractor to assure the Agreements have been signed before access is permitted. Copies of signed agreements should be provided to the Contracting Officer.” |
Does FDA have a Confidentiality Agreement that they will provide to the successful Offeror or should the Offeror use their own?
If an employee refuses to sign this Agreement, will they be precluded from working on this contract despite the fact that SCA employees have first right of refusal?
| CONTRACT | ||
| 117 | Section 1: Paragraph: C.4.24 Pg.44 | This section states “All Contractor and subcontractor employees are required to sign the Contractor’s Commitment to Protect Non-Public Information (NPI) Agreement (Form FDA 3398: RFP Attachment No. 4)…” |
Is there a need for employees to sign both a Confidentiality Agreement and an NPI Agreement? Also, if an employee refuses to sign an NPI Agreement, are they precluded from working on this contract?
| CONTRACT | ||
| 118 | Section 1: Paragraph: C.4.25.8 Pg.46 | This section states “An FDA representative (typically, the COR) will conduct an orientation briefing for the Contractor and subcontractor employees…” |
Will the Government conduct these orientations for every new employee as they join the project, or just during the start-up of the contract and annually thereafter?
| CONTRACT | ||
| 119 | Section 1: Paragraph: D.1.9.3 Pg.51 | This section states “Non-disclosure Agreements will be required from the contractor, any proposed persons working on this effort, and between the contractor and any other contractors, where information may need to be shared in order to perform the services under this requirement.” |
Paragraph C.4.23 requires employees to sign Confidentiality Agreements; Paragraph C.4.24 requires employees to sign NPI Agreements, and now this paragraph requires employees sign Non-Disclosure Agreements. Does FDA want all three of these documents to be signed by every employee working on this contract?
If a Non-Disclosure Agreement is required, will the Government provide one to the Contractor that will be used by every employee?
| If an employee refuses to sign this Non-Disclosure Agreement, will they be precluded from working on this contract? | CONTRACT | ||
| 120 | Section 1: Paragraph: D.1.11 Pg.52 | Section D.1.11 states “…Initiatives include on-site records support activities, on-site facility management, and on-site scanning.” |
Section E.6 states “IDIQ Task Order 1 – Contractor Site: This pricing worksheet shall be used for the Offeror’s labor pricing pertaining to work performed at the Offeror’s facilities for all tasks described in the IDIQ SOW.”
Please clarify whether this procurement is for both on-site and off-site work. The FDA issued a Sources Sought Notice for Off-site RIM Support Services in August 2013. Has the FDA changed its mind to procure Off-Site RIM Support Services under a separate contract?
| CONTRACT | ||
| 121 | Section 1: Paragraph: D.1.15 Pg.53 | D.1.15 states “The contractor shall develop Quality Control Plans for individual task orders. The contractor may also be tasked to provide guidance on proper quality assurance methods related to document control, records or information activities.” |
D.1.16 states “Task Order Management Plan (TOMP) … to include QAP as required in individual task orders,” but makes no mention of the Quality Control Plan.
Would the government please clarify if reference to QAP was intended to be a reference to the Quality Control Plan or to a Quality Assurance Plan? Further is the Quality Control Plan intended to be a separate deliverable or a component of the TOMP?
| CONTRACT | ||
| 122 | Section 1: Paragraph: D.1.17 Pg.54 | Section D.1.17 (b) states that the transition-out activities will include “Personnel off-board tracking (Labor force scale-down)” However, the transition-out activities listed in Section 3: CDER Document Control Center Task Order Statement of Work (SOW) indicates that the incumbent contractor will remain in control of performance through the end of the transition period. |
Would the Government please confirm that this section should reflect the requirements as listed in the CDER SOW? We recommend that the Government remove the language in Section D.1.17 b “Personnel off-board tracking (Labor force scale-down)”
| CONTRACT | ||
| 123 | Section 1: Paragraph: D.1.19.1 Pg.58 | This section states “In order to implement operational efficiencies the contractor records manager and staff may be tasked to conduct baseline and follow-on records analysis…” |
In reviewing the labor categories listed in Section D.1.21, there isn’t one named Records Manager.
Please clarify whether there should be a Records Manager labor category or not.
| CONTRACT | ||
| 124 | Section 1: Paragraph: D.1.18.7 Pg.58 | Section D.1.18.7 states that “The Contractor shall provide emergency support during system outages, which includes adhering to a Disaster Recovery Plan or Continuity of Operations Plan (COOP), and creating backup files.” |
Given that this is a records management contract and there is an IT contractor that controls the systems, would the Government confirm that this requirement only applies to those automated systems over which the contractor has control?
| CONTRACT | ||
| 125 | Section 1: Paragraph: D.1.21 Pg.61 | The RFP states “…With the approval of the COR, one (1) year of directly related experience may be substituted for one (1) year of education. A baccalaureate degree is considered as four (4) years of education. Four (4) years of directly-related and progressively-responsible experience may be substituted for a baccalaureate degree. |
Given that we can’t obtain COR approval at the time of proposal submission, can we assume that the substitution of education for experience will be approved for all Labor Categories and subsequent approval will be required for future Task Orders?
| CONTRACT | ||
| 126 | Section 1: Paragraph: D.1.21.2 Pg.61 | This section states “The Project Manager must have a Bachelor’s degree in a business administration, public administration, or a field closely related to records management…” |
Given the nature of the work and information contained in each application from a manufacturer, would an engineering degree be acceptable in addition to the three specific degrees stated?
| CONTRACT | ||
| 127 | Section 1: Paragraph: D.1.21 Pg.61 | The RFP states “…With the approval of the COR, one (1) year of directly related experience may be substituted for one (1) year of education. |
Would the Government confirm that Offerors may also substitute one (1) year of education for one year of required experience?
| CONTRACT | ||
| 128 | Section 1: Paragraph: D.1.21.8 Pg.63 | The position description for an Electronic Document Technician position does not directly map to any DOL SCA directory of occupations position description for Computer Operators. The SOW requires that the individual have demonstrated communication and customer service skills and further states that they have two years of direct experience with management and processing of both electronic and paper files. |
Due to the requirement that this individual have management, communication, and customer service skills, we recommend that this be classified as an exempt position.
| CONTRACT | ||
| 129 | Section 1: Paragraph: D.1.21 Pg.61-63 | The current description for the Senior Electronic Document Technician states that this person is “responsible for the management and oversight of the Electronic Document Room (EDR) operation.” Given the management and oversight responsibilities required, none of the computer operator wage determination job descriptions allow for supervisory responsibilities. |
Hence, we recommend that this position should be an exempt position.
| CONTRACT | |
| 130 | Section 1 |
B.1-5 Pg 6-8 Section 1 D.1.21.7 Pg 62 The SR. Electronic Document Room Technician IDIQ Labor Category mapped to the Service Contract Act Category of Computer Operator 2 in the tables in B.1 through B.5.
The service contract act defines a Computer Operator 2 as follows: (taken from the DOL website)
“14042 COMPUTER OPERATOR II 9The Computer Operator II processes scheduled routines that present few difficult operating problems (e.g., infrequent or easily resolved error conditions). In response to computer output instructions or error conditions, this worker applies standard operating or corrective procedure, refers problems that do not respond to preplanned procedure, and may serve as an assistant operator, working under general supervision.”
Section D.1.21.7 states “The Senior Electronic Document Technician will be responsible for the management and oversight of the Electronic Document Room (EDR) operation… The Senior Electronic Document Technician must have demonstrated leadership, supervisory, training, communication, and records management skills. In addition, the Senior Electronic Document Technician must be detail-oriented and have the skills to maintain databases, electronic files, documentation, and computer tapes.”
The requirement stated in D.1.21.7 appears to be inconsistent with the SCA labor classification of Computer Operator II. Please modify the table so that the Electronic Document Room Technician maps to a Computer Operator 5, and an Electronic Document Room Technician maps to a Computer Operator 2.
| CONTRACT | ||
| 131 | Section 1: Paragraph: Part D 9 Pg.85 | Section 1, Part D 9 requires a matrix that lists the number of hours per year by employee by labor category. |
Please confirm that this matrix is to be used only for T & M type contracts because a Fixed Price TO is negotiated prior to award, and the contractor is responsible for managing to the price at its own risk. In contrast, T&M requires this level of reporting because the Government is responsible for managing their risk.

| 132 | Section 1: Paragraph: E.1.f(3) Pg.96 | The RFP states “Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.” |
What constitutes acceptable evidence of time of receipt for the required electronic submission?

| 133 | Section 1: Paragraph: E.2 Pg.99 | E.2 GENERAL INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL AND BUSINESS PROPOSAL states in part, “…technical and past performance volumes shall be in PDF format. The signature of an official authorized to bind the Offeror shall be on each volume. ..” |
Would the Government please clarify where the signature should be located for each volume? A cover letter? Another location in each volume?
| CONTRACT | ||
| 134 | Section 1: Paragraph: E.3 Pg.99 | The RFP states “The Technical Proposal shall be divided into two sections. The first section should be the Offeror’s response to the Task Order and the second should consist of the Offeror’s response to the IDIQ.” |
The table in Section E.3 on page 99 which provides the number of pages for each section of the Technical Volume details the IDIQ response and then the Task Order response which is reversed from the instructions provided above. Do you want us to respond to the Task Order or the IDIQ first followed by the IDIQ or Task Order response, respectively?
| CONTRACT | ||||
| 135 | Section 1: Paragraph: E.2, E.3 Pg.99 | The RFP states “The Offerors proposals shall consist of a technical volume, business/pricing volume, and past performance volume.” The table in Section E.3 on page 99 has different Volume titles. Shall we comply with the naming convention of Volume I: Technical; Volume II: Business/Pricing; and Volume III: Past Performance or should we use the following naming convention: Volume I: Technical Understanding; Volume II: Business/Cost Proposal; and Volume III: Past Performance? | CONTRACT | |
| 136 | Section 1: Paragraph: E.3 Pg.99 | SECTION 2: SUBFACTOR 2 – TASK ORDER TECHNICAL APPROACH AND UNDERSTANDING page count is listed as 25 pages. Within this same section, Risk Matrix and Narrative page count is listed as 3 pages and Communication Approach page count is listed as 2 pages. Are the three and two pages respectively, within the 25 page count, or excluded from the 25 page count for SECTION 2: SUBFACTOR 2 – TASK ORDER TECHNICAL APPROACH AND UNDERSTANDING? | CONTRACT | |
| 137 | Section 1: Paragraph: E.3 Volume I: Technical Proposal Instructions Pg.99 | “The size and font of headers and footnotes are not dictated.”Are you referring to the headers & footers of the document OR the headers of each section & subsection? If the latter, can text headers be a different color for readability and greater clarity? | CONTRACT | |
| 138 | Section 1: Paragraph: E.3 Pg.99 | The table in this section provides the maximum number of pages for each of the sections in Volume I: Technical Understanding. The Section of the table for Factor 3 Management Approach provides specific allocations of 5 pages for Management Approach Narrative, 3 pages for Workforce Management Approach, and 3 pages for Subcontractor Management Approach. Providing limited flexibility for page count re-allocations within the overall maximum number of pages for a Factor would enable offerors to present the highest value information to the evaluators. Is it permissible to reallocate pages within Factor 3, provided that we remain within the total page count maximum for the Factor? For example, if we only used 2 pages for Subcontractor Management Approach, may we shift the unused page to another subsection under Factor 3 such as the Management Narrative? | CONTRACT | |
| 139 | Section 1: Paragraph: E.3 Pg.99-100 | |||
| Paragraph: F.2 Pg.109-111 | The instructions in E.3 and F.2 do not address an Executive Summary for the Technical Proposal that provides evaluators a succinct high level context for the entire volume. Would the Government please confirm that offerors may include a brief Executive Summary of the Technical Proposal that precedes the 1-2 page introduction included in the page count for Factor 1, SF 1? Further, would the Government please identify how the Executive Summary, excluded from the page count, would be evaluated? | CONTRACT | ||
| 140 | : Paragraph: Attachment No 5: IDIQ/CDER Task Order Pricing Sheet Pg. | Would the Government consider adding a Deputy Program Manager to Table 5 and Attachment No. 5? The Deputy PM’s proposed job responsibilities are described below. The Deputy PM would serve as the alternate/backup to the PM, also responsible for supporting the PM the full range of IDIQ management functions including schedule and contract deliverables, QC, Security, Maintaining SOPs, Budget and Cost planning, etc. In short, this Deputy PM or Alternate PM would be vested with the same authority as the PM, acting as the PM in the PM’s absence, and supporting the PM with the PM’s role across potentially dozens of simultaneous task orders. | CONTRACT | |
| 141 | Section 1: Paragraph: E.3 Pg.100 | The only place that addresses including pricing for the CDER Task Order, Attachment No. 2) is the table contained on page 100. No instructions are provided in any other section of E or F. Please provide additional details about the CDER Task Order Pricing Tables, Attachment No. 2). | CONTRACT | |
| 142 | Section 1: Paragraph: E.4.1 Pg.101-102 | E.4.1 requires an electronic version of the proposal emailed to the Contracting Officer; there is also a requirement for 6 CDs of each volume. Would the Government please confirm the requirement to provide electronic versions of the proposal in two media? (i.e., email AND CD?). | CONTRACT | |
| 143 | Section 1: Paragraph: E.3 Pg.101 | The RFP indicates that the Proposal shall have a Cover Page and Table of Contents. Should all three (3) Volumes contain a Cover Page and Table of Contents? | CONTRACT | |
| 144 | Section 1: Paragraph: E.4.1 Pg.102 | The instructions state, “An electronic version of your company’s proposal shall be emailed...” Would the Government please clarify any constraints on file size for the email submittal? | CONTRACT | |
| 145 | Section 1: Paragraph: E.4.2 Pg.102 | The RFP states “…Information required for proposal evaluation that is not found in its designated volume and under the appropriate evaluation factor will be assumed to have been omitted from the proposal.” Given page constraints, will the Government allow Offerors to reference sections within the same Volume to address specific areas of the proposal so as not to have to repeat text? | CONTRACT | |
| 146 | Section 1: Paragraph: E.6 Pg.103 | The RFP states “…The Offeror shall clearly note all available discounts including but not limited to volume and corporate discounts.” Could the Government clarify how you are evaluating price? On the price offered? Or on the discount offer? | CONTRACT | |
| 147 | Section 2: RFP Attachment No. 5: Years 1 – 5 Worksheet | |||
| Section 1: Paragraph: E.6 Pg.103 | The column in the worksheet entitled “Annual Level of Effort” represents a person hours per year as both 1880 hours (Program Manager) and 1920 (for all other Labor Categories). The Notes section of the worksheet also states “The Contractor must also specify the annual hours for a full-time equivalent (FTE), e.g. 1920, 1880 hours.” |
Section E.6 states “Labor Rates: The pricing workbook (Attachment 5) displays an estimated quantity of labor hours for he required labor categories. This is for evaluation purposes only. …The quantities of labor hours for each labor category shown in Attachment 5 shall be used by the Offeror for computing total labor costs for this solicitation….
The labor hours provided are a derivation of both 1880 person hours per year and 1920 person hours per year resulting in the whole number full time equivalent numbers provided in the pricing worksheet. Why are we being asked to specify the annual hours for a full time equivalent when the Government has already established the annual hours and we are not allowed to deviate from these numbers?
Also, why is the Program Manager presented as 1880 person hours per year and all other labor categories are presented as 1920 person hours per year? Please clarify.
