Automatic Watering System for Large Animal Housing Area Sources Sought Notice

FDA-SSN-123260

MARKET RESEARCH PURPOSES ONLY

NOT A REQUEST FOR PROPOSAL OR SOLICITATION

The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) is issuing this source sought announcement on behalf of the National Center for Toxicological Research (NCTR) in order to determine if there are existing small business sources capable of providing Automatic Watering System for Large Animal Housing Area and four (4) option year of extended warranty services.

Background:

The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), Office of Scientific Coordination (OSC), Veterinary Services requires automatic watering systems into large animal housing facilities for research purposes. This area was recently renovated and all previously install components of an automated animal watering system were removed as part of the renovation.

Minimum Technical Requirements:

A. Automatic Watering System:

1. The overall system shall consist of (1) a control station to operate the system (2) stainless steel piping (compliant with Water NSF ANSI 61 standards) from the water source to pressure reducing stations (if required) outside each housing room, (3) stainless steel piping into the rooms to each housing station, (4) recoil hose to connect the water system to each cage, (5) the ability to periodically flush the system and drain the flushed water, and (6) capability to sanitize the system.

2. The system shall connect to the primary water supply by the installing contractor. Exact connection point will be provided by the government maintenance contractor at the time of installation.

3. There shall be isolation valve in the line within occupied space (not above the ceiling) in the government water supply within 10 feet of the automatic watering system.

4. Control system shall provide real time monitoring and control of the automatic water system to Building 62.

o This shall either be a standalone system, or o If a cloud system, it shall be FedRamp authorized or on the approved Product List for NCTR/FDA. To obtain FedRamp authorization visit https://www.fedramp.gov/.

5. The computerized control system shall provide an automated system that monitors and controls water pressure (including pressure reducing stations, if required), monitors water flow through the system, controls room and rack flushing, and sends automated alarms when the system is out of specifications.

6. Shall include an automated flush system installed in cage wash area (clean side – room 140), capable of flushing the water lines on the cage racks. An automated flush system installed in cage wash area (clean side – room 140) capable of flushing the recoil hoses.

A combined system that flushes both is preferred.

7. Shall include A chlorine injection system compatible with the flush systems for flushing the racks/recoil hoses.

8. The water delivered to the animals shall NOT be chlorinated.

9. Shall include a reverse osmosis system sized large enough to supply the needs for all areas.

10. Shall include any automated control panels necessary to support these functions.

11. Shall include interconnect stations for the housing rooms (141, 143, 149, 150, 151, 152) each equipped with detachable recoil hoses with stainless steel quick disconnect couplings. Stainless steel piping (compliant with Water NSF ANSI 61 standards) shall be free of irregular surfaces or glue at the joints which serve as nidus for biofilm creation.

Piping shall be mounted using standoff brackets and mounting hardware to allow for sanitation of the walls and ceiling behind the pipes. *See drawings A1.01 and A4.02.

12. Within each room there shall be 16 interconnect stations (8 per long side of the room).

Piping shall include clean joint (without glue or irregular surfaces) stainless steel (compliant with Water NSF ANSI 61 standards) complete with standoff brackets and mounting hardware.

13. Shall include 96 detachable supply hoses (16 per housing room) plus any required for the flushing stations.

14. Shall include Stainless steel flush valves (compliant with Water NSF ANSI 61 standards) at terminal ends of distribution system with an extension of the stainless-steel piping to a drain within the animal room.

15. If pressure reducing stations are required, shall include an automated controller panel with power supply to monitor pressure reducing stations for high and low pressure, system leak, and control automated flush valves.

16. Lixit pressure of 12-15 psi is required for the anticipated species.

17. Shall include a portable sanitation system compatible with the injection ports.

18. Shall include wall-mounted sanitation system compatible with flushing the rack mounted components during cage sanitation. (Can be contained in a portable system that can flush racks and ports room level.)

19. Water and energy conservation are a plus.

20. Shall include supply material, fabrication, and installation of an automatic watering system to supply water to large animals housed in Building 62.

21. Shall include a warranty: minimum 1 year including parts and labor.

22. Shall include installation and training.

B. Four (4) option years of Preventative Maintenance and Repair Services shall include:

1. The Automatic Watering System.

2. At least one (1) preventative maintenance visit per year.

3. Emergency repair of the system that requires a technician to perform the repair onsite shall be completed within 72 hours.

4. Emergency repair that can be handled by phone/email response time shall be 24 hours.

5. Performance by formally trained and certified technicians/engineers for all maintenance and repair activities performed, following Original Equipment Manufacturer (OEM) specifications, manuals, and service bulletins, using new OEM replacement parts, components, subassemblies, etc.

6. Preventive maintenance and repair service inclusive of shipping, labor, travel, replacement parts, subassemblies, components, or modules necessary for repairs, etc.

7. Unlimited technical support (phone and email) technical support Mondays – Fridays (excluding Federal Holidays) between the hours of 7:00 AM - 5:00 PM Central Time and shall begin working on a solution to the problem within 8 business hours of contact for assistance. (e.g., telephone-based, email-based, website-based, etc.).

8. Access to OEM technical developments, repair procedure bulletins, and unlimited software, firmware, and application updates.

Service Records and Reports:

The Contractor shall, commensurate with the completion of each service call (inclusive of warranty service), provide the end-user of the equipment with a copy of a field service report/ticket identifying the equipment name, manufacturer, model number, and serial number of the equipment being serviced/repaired and detailing the reason for the service call, a detailed description of the work performed, the test instruments or other equipment used to affect the repair or otherwise perform the service, the name(s) and contact information of the technician who performed the repair/service, and for information purposes, the on-site hours expended, and parts/components replaced. In addition, the Contractor shall provide a written report to the FDA COR and Contract Specialist, summarizing all maintenance and repair activities (including warranty work) each time service and/or repair is performed.

Anticipated Delivery:

FOB Point Destination. Shipping, handling, in-side delivery, installation and on-site training shall be not later than 120 calendar days after receipt of contract.

*A site visit/walk through will be offered to prospective offerors during the actual solicitation process.

Responses to this source sought shall unequivocally demonstrate the respondent is regularly engaged in the sale of same or substantially similar product/service. Though the target audience is small business vendors or small businesses capable of supplying a U.S. product/service of a small business vendor or producer, all interested parties may respond. At a minimum, responses shall include the following:

1. Business name and bio, SAM UEI number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address.

Provide this same information again if responding to provide a service offered by another firm.

2. The offeror shall furnish capability statements with sufficient technical information necessary for the Government to conclusively determine experience and qualifications of the firm for the minimum technical/performance requirements identified above, to include descriptive material, literature, brochures, and other information.

3. Past Performance information within the last three years for the manufacture and/or sale in which the offeror has provided same or substantially similar instrument solutions and used for same or near-same applications as set forth herein. For each past performance reference include the date of service, description of service provided and the manufacturer name and model of the equipment serviced, dollar value, client name, client address, client contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, client point of contact email address, and name of company (to include the firm’s SAM Unique Entity Identifier (UEI) number and size status) if not the respondent.

4. If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and

SINs that are applicable to this potential requirement are also requested.

5. If applicable, identification of Best in Class (BIC) contract information or other Government Wide or HHS Wide Contracts that the equipment/service is available on.

6. If a large business, provide if subcontracting opportunities exist for small business concerns.

7. Standard commercial warranty.

8. Provide place of product manufacture or service performance and any other applicable information to enable review and analysis pertaining to the Buy American statute and requirements relating to Made in America in the event a nonavailability waiver request through the MIAO Digital Waiver Portal is needed.

9. Though this is not a request for quote, informational pricing is being requested.

The Government is not responsible for locating or securing any information, not identified in the response.

Notice of Intent:

Responses to this source sought announcement will assist the Government in determining whether any future requirement similar to this one should be set aside for small business, made available to full and open competition or procure through sole-source acquisition procedures.
