This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. L.2 FAR 52.216-1 Type of Contract (APR 1984)
The anticipated contract(s) resulting from the RFP will be a multiple award Indefinite-Delivery-
Indefinite-Quantity (IDIQ) type contract with fixed price (FP) and time and materials (T&M) or labor hour (LH) type task orders.
L.3 Reserves
The Government anticipates reserving one or more contracts to small business concerns in accordance with FAR 19.503 Reserves.
L.4 FAR 1452.215-71 Use and Disclosure of Proposal Information – Department of the
Interior (APR 1984)
a. Definitions. For the purposes of this provision and the Freedom of Information Act (5
U.S.C. 552), the following terms shall have the meaning set forth below:
1. “Trade Secret” means an unpatented, secret, commercially valuable plan, appliance, formula, or process, which is used for making, preparing, compounding, treating or processing articles or materials which are trade commodities.

2. “Confidential commercial or financial information” means any business information
(other than trade secrets) which is exempt from the mandatory disclosure requirement of the Freedom of Information Act, 5 U.S.C. 552. Exemptions from mandatory disclosure which may be applicable to business information contained in proposals include exemption (4), which covers “commercial and financial information obtained from a person and privileged or confidential,” and exemption (9), which covers
“geological and geophysical information, including maps, concerning wells.”
b. If the offeror, or its subcontractor(s), believes that the proposal contains trade secrets or confidential commercial or financial information exempt from disclosure under the
Freedom of Information Act, (5 U.S.C. 552), the cover page of each copy of the proposal shall be marked with the following legend:
“The information specifically identified on pages ______ of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract.”
c. The offeror shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:
“This page contains trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of
Information Act and which is subject to the legend contained on the cover page of this proposal.”
d. Information in a proposal identified by an offeror as trade secret information or confidential commercial and financial information shall be used by the Government only for the purpose of evaluating the proposal, except that (i) if a contract is awarded to the offeror as a result of or in connection with submission of the proposal, the Government shall have the right to use the information as provided in the contract, and (ii) if the same information is obtained from another source without restriction it may be used without restriction.
e. If a request under the Freedom of Information Act seeks access to information in a proposal identified as trade secret information or confidential commercial and financial information, full consideration will be given to the offeror's view that the information constitutes trade secrets or confidential commercial or financial information. The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively
L-3 unfeasible to do so. If it is determined that information claimed by the offeror to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the offeror will be notified of this determination prior to disclosure of the information.
f. The Government assumes no liability for the disclosure or use of information contained in a proposal if not marked in accordance with paragraphs (b) and (c) of this provision. If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and (c) of this provision, the offeror concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government. However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.
L.5 FAR 52.252-5 Authorized Deviations in Provisions (NOV 2020)
a. The use in this solicitation of any Federal Acquisition Regulation (48 CFR Chapter 1) provision with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the provision.
b. The use in this solicitation of any Department of the Interior Acquisition Regulation (48
CFR Chapter 14) provision with an authorized deviation is indicated by the addition of
"(DEVIATION)" after the name of the regulation.
L.6 DIAR 1452.233-2 Service of Protest Department of the Interior (JUL 1996)
(Deviation)
a. Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government
Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from:

b. The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.
c. A copy of the protest served on the Contracting Officer shall be simultaneously furnished by the protester to the Department of the Interior Assistant Solicitor, Acquisitions and
Intellectual Property, 1849 C Street, NW., Room 6511, Washington, DC 20240.
L.7 Independent Review of Protests to the Agency
Interested parties may request an independent review at a level above the Contracting Officer of https://www.acquisition.gov/far/part-33#FAR_33_101 mailto:Tonya_Lovelace@ibc.doi.gov
L-4 protests filed directly to the agency. This review is available as an alternative to consideration of the protest by the Contracting Officer. Requests for independent review shall be submitted to the
Chief of the acquisition office issuing the RFP, who will designate the official(s) to conduct the independent review.
L.8 Inquiries
Offerors are instructed to contact only the RFP issuing office shown on page 1 (Block 7 of the
SF33) and at fchs2-services@ios.doi.gov for information about any aspect of this RFP.
Prospective offerors are cautioned against contacting government technical personnel in regard to this RFP prior to award of this procurement. If such a contact occurs and is found to be prejudicial to competing offerors, the offer making such a contact may be excluded from award consideration.
Accordingly, all communications prior to award must be directed to the Contracting Officer named on page 1 (Block 10 of the SF33) and fchs2-services@ios.doi.gov. Where possible, inquires must be submitted in writing via e-mail. Questions should be worded so as to avoid disclosing bid strategies or proprietary solutions. Questions and answers to questions will be provided to all offerors being solicited.
L.9 Incurring Costs
Offerors will not be reimbursed for any costs incurred in developing the proposal submissions in response to this RFP. NOTE: This RFP is being issued subject to the availability of funds.
L.10 Involvement of Current and Former Government Employees
Awards to current Government employees, or firms owned or controlled by them, their spouse or minor children are restricted by FAR 3.601 to exceptional cases approved by the Head of the
Contracting Activity. Restrictions regarding current employees apply to regular employees and special Government employees (such as WAE), as those terms are defined in 43 CFR Section
20.735-1.
a. To avoid an appearance of impropriety, preferential treatment, or unfair competitive advantage, the Government has established additional disclosure and review requirements for awards to or involving former Government regular employees.
b. The prospective contractor must provide a disclosure statement in its proposal identifying any current Government employees or former Government employees who will be involved in the proposal and/or resultant contract and the nature of their involvement or financial interests, if:
1. The offeror is a current Government employee, such employee’s spouse or minor child, or a former Government employee;
2. The offeror is a business concern substantially owned or controlled by one or more current Government employee or such employee’s spouse or minor child, or a former Government employee; or
3. The offeror has employed in the preparation of this proposal or plans to employ on any contract resulting from this RFP a current Government employee or former Government employee.

c. Disclosure requirements regarding former employees are limited to former regular employees of the Government whose employment terminated within two years prior to submission of this proposal. Involvement of such employees, either in preparing the proposal or under any resultant contract, is not necessarily precluded, but each case must be reviewed against standards of conduct and procurement integrity restrictions on former employees.
L.11 Subcontracting Plan Requirements
The requirements of clause FAR 52.219-9 and FAR 52.219-9 Alternate II and this provision do not apply when 1) the offeror is a small business; 2) the work is to be performed entirely outside of any state, territory or possession of the United States, the District of Columbia and the
Commonwealth of Puerto Rico or other US territories; or 3) the contract, including all future modifications, will not exceed $750,000. The requirement may also be waived if the Contracting
Officer determines that the resultant contract does not offer subcontracting opportunities.
Contract and subcontracting plans submitted under this RFP must comply with the format described in this Section L and Section J Attachment 4 Subcontracting Plan Template. The
Contracting Officer must make an affirmative determination regarding the acceptability of the subcontracting plan as one of the elements in determining eligibility for award.
L.12 Freedom of Information Act and Congressional Request
Offerors are apprised that information furnished under this RFP may not be subject to disclosure under the Freedom of Information Act (FOIA), under Section 821 of P.L. No. 104-201 (1997).
Offerors should nevertheless be aware that proposals may be accessed through Congressional request and are advised to mark all items that are confidential to the business or contain trade secrets, proprietary or personal information must be clearly marked. Marking of items will not necessarily preclude mandatory disclosure.
L.13 Pre-proposal Conference
The Government will announce and hold a virtual pre-proposal conference approximately three
(3) business days after the RFP is released. The pre-proposal date, time, and other details will be included in the “official” RFP, which will be released on SAM.gov. The Government will notify offerors in the event of any time or date changes via an amendment to the RFP posted to
SAM.gov.
Attendance is not a prerequisite for submission to this RFP. However, the Government highly encourages offerors to attend. The purpose of this pre-proposal conference is to provide potential offerors the opportunity to understand the DOI approach to IT Service Delivery and to answer questions based on the information provided. At the Government’s discretion, the Government will respond to RFP questions either verbally at the conference or in writing following the conference.

L.14 Pre-Proposal Conference Questions and Answers
The Government will not accept any questions submitted by any other means, such as voice mail or facsimile other than via email fchs2-services@ios.doi.gov.
a. The Government will not attribute questions to the authors.
b. Offerors may ask questions at the pre-proposal conference, however, must also provide those questions in writing (via email) to the government to ensure the issue/concern is fully captured and equally shared with all offerors.
c. Submittal questions must be in accordance with the instructions as stated in Section L.17, Formal Communication – Request for Clarification(s) or Questions Related to this RFP.
d. This RFP may be amended as a result of the Government’s response, and any amendments will govern over the posted questions/responses.
L.15 General Instructions
a. Your proposal shall become the property of the Government and will not be returned. If your proposal contains information that you do not wish disclosed to the public or used by the Government for any purpose other than evaluation of your proposal, such restrictions shall be clearly indicated on each sheet containing such information.
b. Prior to submission of proposals, offerors are expected to reach an understanding of the requirements of this RFP. If such a review establishes the need for correction or clarification, such information should immediately be brought to the attention of the
Contracting Officer so that the matter can be resolved and, if necessary, official dissemination of such information can be made to all offerors.
c. The Government reserves the right to request such additional information as may be necessary to determine the offeror’s qualifications for award of a contract or to clarify any aspects of the technical and/or business proposals. Such information shall be furnished promptly upon the Government’s request.
d. Offerors shall not be reimbursed the costs of developing a proposal for this RFP.
Unsuccessful proposals will be retained in the contract file.
In order to participate under this acquisition, all interested parties must submit a technical and price submission in accordance with the terms and conditions stated herein. The technical volume must be a separate volume from the pricing portion and must be submitted as specified.
All submissions are to be electronic only – no hard copies will be accepted or evaluated.
Proposals, signed by an official authorized to bind the offeror, shall set forth full, accurate, and complete information as required by this RFP. The penalty for making false statements is
L-7 prescribed in 18 USC 1001. Failure to furnish full and complete information requested may cause a proposal to be determined unacceptable and removed from consideration. In responding to this RFP, offerors must prepare and submit the indicated numbers of copies, as stated herein, and required information which constitutes the offeror's complete proposal submission.
The failure to submit any of the information requested in this RFP may lead to the rejection of your proposal without further consideration.
L.16 Assumptions, Conditions, or Exceptions to the RFP
Proposals must submit, under a separate tab in the volume in which the assumption, conditions, and/or exception applies, all (if any) assumptions, conditions, or exceptions with any of the contractual, technical, and/or cost/price terms and conditions of this RFP. These assumption, conditions or exceptions do not count toward the page limit of the technical proposal. If not noted in this section of your submission, it will be assumed that the offeror proposes no assumptions for award and agrees to comply with all of the terms and conditions as set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, or exceptions buried within the offeror’s submission.
L.17 Formal Communication
This section describes the Formal Communication “Request for Clarification(s) or Question(s)
Relate to this Request for Proposal”. The opportunity to submit all requests for RFP clarification begins on the day the RFP is issued and ends no later than 2:00 PM Eastern Time, on the day of
TBD. All requests for clarification must be in writing (via email) to FCHS2 Contracting
Officer(s) at fchs2-services@ios.doi.gov.
The Government will acknowledge via return email receipt of questions.
a. Should any request for clarification be received after the date stated and time stated above, the Government reserves the right not to provide an answer. If, however, in the
Government’s opinion, the request for clarification cites an issue of significant importance, the Government may provide written responses to all offerors. Please note, questions and comments will not be protected, by the Government, as proprietary.
b. Offerors may determine or believe that the RFP requirements or instructions contain errors, omissions, or are otherwise unsound. In such cases, offerors shall immediately notify the Contracting Officer via email address above of such errors, omissions, or other issues. Offerors shall provide details and supporting rationale.
L.18 Solicitation Overview
This solicitation will be conducted in multiple phases. The following is a high-level overview of the solicitation process:
1) Offerors will submit their Phase I response. Phase I submissions will be evaluated in accordance with the procedures found this RFP.
2) The Government will issue advisory notifications to all offerors which will indicate the

Government’s recommendation to proceed or not to proceed with a Phase II submission.
3) Offerors will notify the Government of their intention to proceed to Phase II.
4) Offerors that elect to proceed to Phase II will submit their Phase II response. Phase II submissions will be evaluated in accordance with the procedures found in this RFP.
L.19 Proposal Format and Submission Instructions
Phase I – Advisory Down-Select:
a. Phase I submissions must be received on or before 2:00 PM Eastern Time, Date:
TBD.
b. Offerors must submit the following:
1. 10-minute (maximum time limit) video submission shall provide introductions and address the four (4) qualification questions listed in Table 1 – Phase I
2. The electronic video file shall be MP4 or similar Windows Operating System compatible format.
3. The file naming convention of the video submission shall be as follows:
i. File name begins with the abbreviation or acronym of the offeror’s name followed by “Volume 0 – Phase I”
ii. Example: “ABC Volume 0 – Phase I
c. All Phase I submissions must be submitted electronically via email to fchs2-services@ios.doi.gov
Phase II – Full Proposal Submission:
Technical and price proposals must be received on or before 2:00 PM Eastern Time, Date:
TBD.
a. Proposals must be submitted electronically via email to fchs2-services@ios.doi.gov.
b. The maximum email size is 50MB including a small portion for the email metadata so the total attachment(s) size must be smaller and otherwise, separated into multiple emails.
c. The Government will acknowledge via return email receipt all received proposals.
d. Please note it is the offeror’s responsibility to ensure/verify that the Government receives their submission on or before the time specified. If the proposal is not received by
Government on or before the date and time specified, the offeror’s submission may be considered late.
Technical Proposal Format:
a. The file format(s) may be common Word, Excel, or PDF file types.
b. The maximum number of pages for each submittal is identified in the chart below.
c. The page size should be formatted to 8 ½ x 11 and can be portrait or landscape.
d. Technical proposals description shall be no smaller than 11 point, single spaced.
e. Tables, charts, diagrams, etc. do not require any specific font or size but should be legible.
f. The typeface of general text should be Calibri, Times New Roman, or similar for ease of reading.
g. Page limitations exclude the cover page, table of contents and listing(s) of tables, drawings, references, exhibits, and the sub-contracting portion. See Section J mailto:fchs2-services@ios.doi.gov

Attachment 4 for the Subcontracting Plan Template
h. Document links are okay but if included within limited page sections, they are included in the page summation of report.
i. The Government shall treat page limitations as maximums. If exceeded, the Contracting
Officer will remove the excess pages prior to evaluation. The technical team will not read or evaluate removed pages.
j. Each volume may contain a glossary of abbreviations and acronyms used that will not count towards the page limitations.
k. The file naming convention of the proposal submissions shall be as follows:
1. File name begins with the abbreviation or acronym of the offeror’s name followed by “Volume I – Name of Proposal”
2. Example: “ABC Volume I – Technical Proposal”
l. All submittals should be attachments to an email and sent to fchs2-services@ios.doi.gov email box.
Each volume shall be written on a stand-alone basis so that its contents may be evaluated independently. Information required for proposal evaluation that is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume across factors is not permitted.
L.20 Volume I - Technical Proposal
The technical portion must provide enough information and details to afford the Government the opportunity to conduct a meaningful evaluation of the proposed solution based on the factors listed below. Evaluation factors for Phase II are listed in descending order of importance and all non-price factors are more important collectively than price.

The Volume I - Technical Proposal shall respond to the following factors:
• Factor 1 - Cloud Experience: Describe your cloud experience that demonstrates your most qualified capacity provisioning and supporting cloud tenant(s), including but not limited to use of automation, dashboard tools, performance standards, data protection thresholds, incident response techniques, change management coordination, triggers/reports for customer inclusion, and monitoring real-time usage accounting.

How do you know customer expectations, measure their satisfaction, and meet their service level agreements through your combined business processes, customer forums, and providing qualified personnel? For example, how do you ensure pre-solicitation demonstrations, offers, invoices, and after award service deliverables are on target and timely? Include your organizational approach for employee preparedness, qualifications, certifications, recruitment, and retention standards to ensure they have capacity to adjust to customer’s evolving needs.

Provide three (3) references of same and/or similar efforts performed by your organization and any/all subcontractors and/or teaming partners, for the last three years.
Subcontractors and/or teaming partners are also limited to three (3) references for each proposed entity.
Include a description of the project, project title, contract number, contract amount, client identification including agency or company name, contracting and technical reviewing official, address, and telephone number. See Section J, Attachments for the “Past
Performance Reference Information Form”.

(5) COR’s name, address, email address, and phone number
(6) Contracting Officer’s name, address, email address, and phone number

(9) Key personnel (please highlight those individuals who worked on the relevant project(s) and are also being proposed for this effort.)
Past Performance submittals shall be sent directly from the author to fchs2-services@ios.doi.gov email box.
The government will accept up to three (3) past performance submittals per offeror and three (3) per subcontractor and/or teaming partner. Instruct submitters to begin the electronic filename with the offeror/vendor acronym and/or abbreviation. If you believe the Government may find derogatory information as a result of checking your past performance record, please provide an explanation and any remedial action taken by your organization to address the problem.
o In the case where offerors do not have any relevant past performance and/or experience related to the scope of work defined in Section C, they shall provide an explanation in Volume I.
o The Government may also consider information obtained through other sources.

Price Proposal documents should be separate files from other proposal volumes. Submittals should be sent to fchs2-services@ios.doi.gov email box.
Offeror shall provide a cover letter and introductory narrative that includes the authorized offeror personnel – provide the name, title, email, and telephone number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually. In addition, identify those individuals authorized to negotiate with the
Government.
Provide company street address, CAGE Code, Unique Entity ID (UEI), Tax ID Number (TIN), size of business (large or small).
Standard Form (SF) 33: The offeror shall complete blocks 13, 15, 16, and 18 of page one of the
SF33, and sign block 17 to show that the offeror has read and agrees to comply with all the conditions and instructions provided in the RFP. Include signed acknowledgement copies of all
RFP amendments (SF 30) (if any).
Representations and Certifications: The offeror shall provide all representations and certifications executed as required by Section K including Section 889 Representation.
The pricing proposal should utilize the formats identified in Section B, except where alternative pricing approaches are permitted. Prime and subcontractor price proposals shall include loaded and unloaded labor rates per labor category, indirect costs (G&A, overhead and fee), and any escalation factors. Certified cost or pricing data are not required for this procurement; however, the Contracting Officer may request additional and/or similar cost and pricing information in order to determine offeror’s proposed price to be fair and reasonable.
The offeror agrees to hold the price in its proposal firm for one-hundred-twenty (120) calendar days from the date specified for receipt of proposals or as requested in any subsequent amendment.
L.23 Volumes IV – VIII Day One Use Cases
The offeror shall submit a response to the Day One Use Cases listed in Table 3 – Day One Use
Cases.
Offerors shall submit a technical and price quote for each Day One Use Case. Offerors that do not submit a technical and price quote for each Day One Use Case WILL not be considered for an IDIQ contract.
The Day One Use Cases inherits objectives in both (1) Section C Statement of Work and (2)
Section J Attachment 1 - Security Objectives. The Day One Use Cases evaluation criteria are different and separate from the IDIQ criteria and are contained within each Day One Use Case.
