About this file
This is a Request for Bid (RFB) issued by the Tennessee State Parks Facilities Management for a storm damaged tree cleanup project at Fall Creek Falls State Park located in Spencer, Tennessee. The project involves removing storm debris across 195 acres impacted by an August 2023 tornado, with work divided into three distinct zones: Zone 1 (73 acres), Zone 2 (96 acres), and Zone 3 (26 acres). The primary objectives are to enhance safety and reduce wildfire risks by cutting down standing or leaning damaged trees, processing tree materials through mastication or removal, and ensuring minimal environmental disruption. The contract period runs from contract signing until June 15, 2026, with work to be performed during normal business hours (Monday through Friday, 8:00 a.m. to 4:30 p.m.).
Contractors must possess specific Tennessee Building Contractor licenses and comply with detailed environmental protection requirements, including preserving certain tree species like shortleaf pine and shagbark hickory. Bidders must submit a Declaration of Intended Use of Subcontractor(s) form and ensure all subcontractors are properly licensed. The project requires careful site management, including equipment washing to prevent invasive species spread, avoiding wet hydric soil areas, and maintaining minimal environmental impact. Contractors must have appropriate insurance, be registered in the Tennessee Edison purchasing system, and submit invoices within 10 days of project completion. The total project area is approximately 195 acres, with specific guidelines for tree removal, stump cutting, and debris management in each zone.
