About this file

This is a Statement of Work (SOW) for comprehensive water treatment services at Federal Correctional Complex (FCC) Yazoo City, Mississippi, under Notice ID 09242026-10, covering the fiscal year 2027 period (October 1, 2026 – September 30, 2027).

The contractor shall provide a complete, turn-key water treatment management program for the facility's industrial heating and cooling systems, including the Low Security Chiller Plant, Medium Security Chiller Plant, USP Powerhouse, and all associated hot water and chilled water distribution loops. Required services include supplying and maintaining chemical inhibitors (polymer blends, nitrites, or molybdates) for scale and corrosion control on copper, mild steel, and galvanized components; implementing an alternating dual-biocide program (oxidizing and non-oxidizing) in open cooling towers to prevent algae, slime, and Legionella bacteria; supplying oxygen scavengers and alkalinity builders for boiler water treatment; and providing all labor, testing equipment, laboratory analysis, technical support, and monitoring services. All chemicals must be delivered in factory-sealed containers only; remanufactured, recycled, or gray-market chemicals are prohibited. The contract is structured on four (4) Service (SV) units per fiscal year, with one unit executed quarterly. Each quarterly service requires on-site water sampling and testing for pH levels, conductivity, Total Dissolved Solids (TDS), cycles of concentration, inhibitor chemical residuals, and total aerobic bacteria count. The contractor must submit formal typed field service reports before leaving the facility and provide updated Safety Data Sheets for all chemicals prior to the performance start date. Emergency technical telephone support must be provided within two (2) hours of notice, with on-site emergency troubleshooting within twenty-four (24) hours if requested. Standard service visits are restricted to 7:30 AM – 3:30 PM, Monday through Friday, excluding federal holidays. All service technicians must pass National Crime Information Center (NCIC) background screening conducted by the Bureau of Prisons prior to entry and must adhere to strict institutional tool-control logs, with inventory conducted at the main control center upon arrival and departure.

STATEMENT OF WORK (SOW)

Requirement: Comprehensive Water Treatment Services Location: Federal Correctional Complex (FCC) Yazoo City, Mississippi Notice ID: 09242026-10 Fiscal Year: 2027 (Period of Performance: October 1, 2026 – September 30, 2027)

1. Scope of Work

The Contractor shall furnish all necessary labor, chemical treatment formulations, testing equipment, laboratory analysis, technical support, and monitoring services required to maintain optimal water quality and prevent corrosion, scale, and biological fouling in the industrial heating and cooling systems at FCC Yazoo City.

2. Service Locations

All operations, chemical applications, and testing loops are restricted to the following closed and open-loop infrastructure within the facility complex:

• Low Security Chiller Plant (Cooling towers, chillers, and associated loops)

• Medium Security Chiller Plant (Cooling towers, chillers, and associated loops)

• USP Powerhouse (Boiler configurations and hot water systems)

• Associated Loops: All connected Hot Water and Chilled Water distribution loops servicing the complex.

3. Specific Performance & Technical Requirements

The Contractor must implement a complete, turn-key water treatment management program that achieves the following baseline technical standards:

• Scale and Corrosion Control: Supply and maintain appropriate chemical inhibitors (e.g., polymer blends, nitrites, or molybdates) to protect copper, mild steel, and galvanized components within the systems.

• Biological Fouling Prevention: Implement an alternating dual-biocide program (oxidizing and non-oxidizing) within the open cooling towers to eliminate algae, slime, and mitigate the risk of Legionella bacteria proliferation.

• Boiler Water Treatment: Supply oxygen scavengers and alkalinity builders to the USP Powerhouse boilers to eliminate pitting, dissolved oxygen corrosion, and boiler tube scaling.

• Chemical Delivery: All chemicals must be delivered in factory-sealed containers.

No remanufactured, recycled, or "gray-market" chemicals are permitted.

4. Service Frequency & Contract Unit Tracking

• Contract Units: Contract tracking is strictly based on four (4) Service (SV) units per fiscal year.

• Service Frequency: One (1) Service (SV) unit shall be executed and billed on a strict quarterly basis (every three months).

• On-Site Testing Requirements: During each quarterly service unit, the technician must pull water samples from every designated plant location to test and document:

o pH levels and conductivity o Total Dissolved Solids (TDS) and cycles of concentration o Inhibitor chemical residuals o Total aerobic bacteria count (dip slides)

• Emergency Service: The Contractor must provide technical telephone support within two (2) hours of notice from the facility manager and arrive on-site for emergency troubleshooting or system upsets within twenty-four (24) hours if requested by the Contracting Officer. Emergency support is considered ancillary to the quarterly service unit.

5. Deliverables & Reporting

• Service Reports: At the conclusion of each executed service unit (SV), the technician must submit a formal, typed field service report to the facility manager before leaving the institution. The report must contain all raw testing metrics, tracking graphs, chemical inventory levels, and specific operational recommendations.

• Safety Data Sheets (SDS): The Contractor must provide updated SDS sheets for all chemical formulations stored or utilized on-site to the safety manager prior to the performance start date.

6. Institutional Security & Performance Constraints

• NCIC Clearance: All service technicians must pass a National Crime Information Center (NCIC) background screening conducted by the Bureau of Prisons prior to entry.

• Tool Control: Technicians must adhere to strict institutional tool-control logs. A tool inventory will be conducted at the main control center upon arrival and departure.

No tools or chemicals may be left unattended inside the facility at any time.

• Hours of Performance: Standard service visits must be executed between the hours of 7:30 AM and 3:30 PM, Monday through Friday, excluding federal holidays.
