About this file
This Statement of Work (SOW) details lead cleaning and janitorial services for the FBI Quantico Complex, covering three baffled ranges, three indoor ranges, eight outdoor ranges, and three tactical training venues. The contract requires a specialized cleaning contractor to perform lead-contaminated surface cleaning across approximately 130 buildings on the 547-acre facility, with strict adherence to Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) regulations.
Key requirements include daily and periodic cleaning of restrooms, gun cleaning rooms, range floors, briefing areas, and control rooms using specific lead cleaning techniques such as two-bucket and three-bucket mopping methods, HEPA vacuuming, and wet wiping. The contractor must provide trained personnel with appropriate personal protective equipment, conduct blood lead level testing, provide lead safety training, and follow precise waste disposal protocols. The contract has a twelve-month base period with four potential one-year option periods, with work performed between 6:00 a.m. to 6:00 p.m. Monday through Friday, and potential work outside these hours in extenuating circumstances.

1.0 Introduction
This request for proposal (RFP) describes the cleaning of firing ranges and associated areas at the FBI Quantico Complex. Specifically, this Scope of Work (SOW) includes cleaning frequencies, cleaning scopes, cleaning methods, by location and surface type. Workers will have contact with lead-contaminated surfaces and depending on specific cleaning activities, may be exposed to airborne lead concentrations above the lead Permissible Exposure Limit (PEL).
Therefore, the contractor must have a written respiratory protection program for respirator use and must have and use a written lead compliance plan meeting requirements of 29 Code of
Federal Regulations. This contract requires a company that is currently certified and trained to perform firing range cleaning activities that may result in worker lead exposure above the
Permissible Exposure Limit established by the Occupational Safety and Health Administration
(OSHA). A Lead Management Plan and Safety Plan that ensure compliance with OSHA must be included in the proposal. The Contractor shall provide all labor, equipment (unless specified in section 8) and supplies, as specified, to perform the services described herein. The Contractor shall provide employees that can successfully obtain a FBI Limited Access Request (LAR).
Qualified personnel shall perform lead cleaning and janitorial services as described in this
Statement of Work (SOW).
1.1 Description of Services
This Request for Proposal (RFP) describes the work to be performed, the deliverables to be provided by the Contractor, and the performance measures to be used for acceptance of the work in support of the FBI Quantico Complex. The government will not pay for the contractor’s travel to conduct services at the place of performance listed below.

The FBI Quantico Complex Finance and Facilities Division (FFD) implements the FBI’s Lead
Cleaning Services to ensure the FBI Quantico Complex’s occupational safety, health, and environmental (OSH&E) programs and related instruction are developed, implemented, maintained, and evaluated in accordance with executive orders and applicable Occupational

SOLICITATION # Version 1.0 Page 32 frequencies and methods specified in the Cleaning Schedule Table 1 in Section 2. In the
Contractor’s Final Site Safety and Work Practices Plan the Contractor shall provide range cleaning procedures to remove, reduce, and/or eliminate high levels of surface lead contamination and surface accumulation of lead, gun powder, dirt, dust, pollen, and other miscellaneous debris on the range surfaces.
The Contractor shall utilize one or a combination of the following approved methods as the primary means for providing lead cleaning:
Proper mopping techniques are essential to ensure that lead dusts and debris are not redeposited on floors. Below are directions for the two-bucket method and the more effective three-bucket mopping method. One of these mopping methods must be used when performing lead cleaning at the Quantico Complex.
• Two Bucket Method (cleaning bucket, waste bucket)
1. Prepare cleaning solution and soak mop head in the clean solution.
2. Wring excess clean solution into waste bucket so that mop head is wet but not dripping.
3. Mop by allowing moist mop head to contact floor surface working in a “S” pattern with a bit of overlap on each pass working from room innermost corner to room exit.
4. Wring the mop head as much as possible into the waste bucket after about 10 feet by 10 feet area is mopped. Repeat process starting with putting mop head into clean solution.
• Three Bucket Method (cleaning bucket, rinse bucket, waste bucket)
1. Prepare cleaning solution bucket and soak mop head in the clean solution. Prepare rinse bucket with water only.
5. Dip mop head in the Rinse bucket then wring excess into waste bucket. Repeat process starting with dipping mop into clean solution.
• HEPA vacuuming o Contractor-owned shop vacuums fitted with HEPA filters can be used for lead operational areas such as classrooms, hallways, gun cleaning rooms, and other locations where lead dust may be present but concentrations are generally anticipated to be low.
• Class II Division 2 HEPA-filtered vacuums o The contractor shall use the FBI owned Class II Division 2 HEPA-filtered vacuum when cleaning areas defined as lead-restricted, as referenced in the FBI Quantico Complex Lead Control Program for
SOLICITATION # Version 1.0 Page 33

FBI, prior to and immediately following Contractor’s cleaning to assess the effectiveness, frequency, and scope of lead cleaning operations. Program for Maintenance Activities.

• Blood lead level testing is provided to lead cleaning workers upon hire (baseline) and every 6 months thereafter as an assurance that protective measures are effective.
• Lead cleaning workers are provided initial and annual lead training by a Virginia accredited lead training provider as an assurance that workers are receiving all required information regarding their health and safety.
SOLICITATION # Version 1.0 Page 35
• The contractor shall hire an industrial hygiene consultant to perform annual task-based exposure monitoring on employees performing cleaning activities anticipated to approach occupational exposure limits.
