451-99 – NEW SERVICES - Contractors may offer new or improved services at any time when the potential to provide a more economical or efficient means for Federal agencies to accomplish their mission for transportation, delivery or relocation solutions.

This may include a new task or procedure not currently available under any GSA Schedule.

These services may include environmentally sustainable options designed through

Environmental Protection Agency(EPA) SmartWay Program that reduce the impact of freight transport on the environment in the areas of fuel consumption, greenhouse gas, and emissions of air toxics.

NOTE: The Offeror must make a compelling case to demonstrate that the service offered to the Government is so unique that it is not currently offered under other existing services under the Special Item Number (SIN) Statements of Work on Schedule. A thorough review of all SINS should be undertaken before making the decision to apply under SIN 451-99. If an offeror’s service can be found to fit under a SIN already on schedule, the Offeror should apply to the existing SIN.

For 451-99, the Offeror must provide the Statement of Work which illustrates in detail what type of unique transportation, delivery or relocation service they offer commercially and why it is a service that would be of benefit to the Government. In addition to addressing all four factors of the technical proposal, a market analysis should be part of the proposal for

451-99, and should demonstrate that there is an actual demand for this type of service within the federal market place.
