About this file

This document is a Sole Source Justification and Approval Review Document for a maintenance and sustainment contract for the integrated Electronic Security System (ESS) at Joint Task Force Guantanamo (JTF-GTMO) and the Office of Military Commissions (OMC) on Naval Station Guantanamo Bay. The contract will be awarded to Advantor Systems Corporation for a Firm-Fixed Price with reimbursable line items, with a projected award date of July 1, 2023, using FY 2023 Operation and Maintenance Army funds.

The ESS includes comprehensive security infrastructure such as monitoring stations, intrusion detection systems, access control, CCTV with varied camera and lighting options, integrated video monitoring, and system administrative security. The justification emphasizes that Advantor Systems is the sole source due to its proprietary communication protocols, being the original equipment manufacturer, and having unique technical capabilities. The government conducted market research and sources sought notices, which confirmed Advantor Systems as the only viable vendor capable of maintaining the specialized security system at the Guantanamo Bay facilities.

Sole Source Justification and Approval Under FAR 13.501

1. Contracting Activity: 410th Contracting Support Brigade, Regional Contracting Center – Americas (RCC-A) 4130 Stanley Road, Suite 320, Joint Base San Antonio (JBSA), Fort Sam Houston, TX 78234-2726

2. Description of Action: The purpose of this action is to request the approval for a Sole Source Award for sustainment of ESS with Advantor Systems Corporation, Inc., 12612 Challenger Pkwy Suite 300 Orlando, Florida 32826. The Government projects award on or about 1 July 2023 using Fiscal Year (FY) 2023, Operation and Maintenance (O&M), Army funds will be used for this effort. The Government requests a new Firm- Fixed Price (FFP) contract with reimbursable line items for Defense Base Insurance, travel, spare equipment parts for the maintenance and sustainment performed on an Electronic Security Systems (ESS), Intrusion Detection/ Access Control Systems software, with Internet Protocol (IP) - Based Closed Circuit Television (CCTV) point to alarm system, within Sensitive Compartmented Information Facilities (SCIF) and Collateral areas on Naval Station Guantanamo Bay Cuba (NSGB) to include the Joint Task Force Guantanamo Bay (JTF-GTMO) and the Office of Military Commissions

(OMC).

3. Description of Supplies/Services: JTF-GTMO seeks to establish an enduring maintenance and sustainment contract for the integrated security monitoring and reporting system compliant with ICD/705 for operation and management of the separate but common JTF-GTMO and OMC facilities at NSGB. The system provides uniform equipment from the Advantor Suite from the Intrusion Detection (IDS) Access Control Systems (ACS) infrastructure. The overall system is comprised of subsystems (e.g., access control, intrusion detection, video monitoring systems, thermal imaging surveillance systems, network switches, uninterruptible power supplies, network servers); software; and parts/components (e.g., server storage racks and accessories, media converters, control panels, keypads, sensors, door lock mechanisms, brackets, and cables). The scope of the existing Electronic Security System includes the following:

Monitoring Stations Intrusion Detection Systems (IDS) Access Control CCTV (varied type of camera and lighting options) Integrated Video Monitoring System System Administrative Security

Joint Task Force Guantanamo (JTF-GTMO), Intel & Security

Naval Station Guantanamo Bay (NSGB)

4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.

5. Reason for Authority Cited: This requirement must be fulfilled by the original equipment manufacturers’ (OEM) certified personnel.

The equipment and software that make up the ESS infrastructure at the Washington Headquarters Service/Office of Military Commissions (WHS/OMC) and the JTF-GTMO ESS are now operating common hardware and software for their physical security infrastructure (e.g., access control, CCTV, intrusion detection, and integrated video monitoring) with Advantor-brand systems. JTF-GTMO was directed to consolidate outdated CCTV, IDS and ACS subsystems with Advantor Systems brand physical security infrastructure in accordance with Detainee Operations Execute Order (DTG EO 101729Z Feb 20). The EO directs JTF-GTMO to harmonize the perimeter defense and access control system with OMC and the NSGB in support of Antiterrorism (AT) and Force Protection (FP). The EO further directs the coordination of USSOUTHCOM, SECARMY, and applicable Department of Defense (DOD) components to identify areas for potential combining of service and requirements to reduce overall costs to DOD.

Advantor Systems Corporation is both a security technology manufacturer, integrator and maintainer of the Advantor Systems security equipment. Advantor Systems is the sole source of all technical data for these products. Advantor utilizes a proprietary communication protocol between the current monitoring system within OMC and at JTF- GTMO; therefore, specific knowledge of the proprietary information is necessary to maintain the system. Any alternate sourced systems/software maintainers are not authorized to work on the system. The maintainers would not have the support or training required of the OEM, furthermore they will not have access to replacement parts, software updates, cyber security related patches or life-cycle services. Failure to maintain current systems would cause an extensive break in facilities access control and surveillance capabilities voiding facility accreditations, and any Advantor warranties already in place.

On 30 September 2021, USSOUTHCOM entered into a FFP (W912CL-21-C-0021) contract with Advantor Systems to commence upgrading the Intrusion Detection System (IDS) and Access Control System (ACS) and the Visual Surveillance/Assessment

system, with the DA-approved, ICD/705 compliant Integrated Security System (ISS) for the Joint Task Force Guantanamo Bay site. The current completion date is dependent upon the successful completion of the Government Acceptance Test (GAT).

JTF-GTMO’s mission cannot afford any interruption of services due to absence in facility security clearance and in-depth security measures if another contractor is considered. Any break in current operating systems would cause a critical impact on the JTF-GTMO Joint Detention Group (JDG) operational tempo to include creating security risks, bringing physical harm to the guard force and severely impact JTF-GTMO operations.

6. Efforts to Obtain Competition: The proposed contract action is made under the conditions for purchases using Simplified acquisition 13.5. A Sources Sought was posted to GSA E-Buy on 12 July 2021 to identify sources for competition. Advantor Systems Corp was the only company who responded by providing a capability statement. Advantor informed the Contracting Office that there are no authorized resellers for Advantor equipment, and they do not have independent distributors, dealers, authorized re-sellers, or installers who are authorized to independently, sell, install, or maintain Advantor-brand products, nor do they have any teaming agreements that would allow other access to their technology. On 21 July 2021, a Request for Information was posted to NASA SEWP seeking interested vendors and requested capability statements. No responses were received. The results determined the validity of this sole source J&A action, validating that Advantor is the only manufacture who can provide equipment, installation, integration, training, and maintenance directly to the Government.

7. Actions to Increase Competition: As the current system is of a proprietary nature, the Government cannot feasibly seek competition for maintaining this upgraded equipment.

Additionally, the requirement is intended to satisfy continued facility accreditations with this proprietary system.

8. Market Research: Previous market research consisted of communications between the Government and security firms who have experience with other secured facilities within other governmental organizations. The results revealed there are vendors that offer security capabilities (or can partner with outside entities) to fulfil the end-to-end, integrated physical security and partner with resellers. However, Advantor is the only manufacturer of the Advantor technology compatible with the existing Advantor-brand ESS system used by OMC and is also both the integrator of the current Security system at OMC and the sole source of all proprietary technical data associated with system.
