About this file

This document is a Frequently Asked Questions (FAQs) file for the Hazardous Materials State Inspection (HMSI) and Pipeline Emergency Response (PERG) Grants administered by the Pipeline and Hazardous Material Safety Administration (PHMSA). The FAQs clarify key eligibility and procedural details, specifically noting that only state agencies are eligible to apply for these competitive grants, with PHMSA awarding only one state agency per state. The document addresses four primary questions, including clarification that the HMSI grant is designed for state inspectors to perform hazardous material shipper inspections, not for fire fighters inspecting tier II facilities.

The FAQs provide critical guidance for potential applicants, emphasizing that tribes and tribal consortiums/nonprofits are ineligible to apply. PHMSA will not pre-determine which specific state agency can apply but will limit awards to a single state agency per state. These grants are part of a federal funding mechanism to support state-level hazardous materials transportation safety inspections, with the goal of improving compliance, reducing transportation-related risks, and enhancing overall safety protocols for hazardous material shipping.
