About this file
This FAQ document addresses questions about two grant programs: the Hazardous Materials State Inspection (HMSI) Grant and the Pipeline Emergency Response (PERG) Grant, with HMSI being the primary focus of the related grant opportunity for FY 2025 (Solicitation #693JK325NF0001). The FAQ clarifies that only state agencies are eligible applicants, with one agency allowed per state, and tribes/tribal consortiums are not eligible. The HMSI grant specifically supports state inspectors performing hazardous material shipper inspections, not firefighters inspecting tier II facilities. Both grants are awarded through competitive processes.
The HMSI grant, administered by the Department of Transportation Pipeline and Hazardous Material Safety Administration under CFDA 20.707, provides financial assistance to states for conducting hazardous material shipper inspections. The funding covers personnel, travel, equipment, supplies, and training for HAZMAT inspectors, with the goal of improving transport safety and reducing fatalities and injuries. The program aims to expand PHMSA's and states' capabilities to ensure industry compliance with hazardous materials regulations.
