The Q&A document clarifies that the winning vendor must possess all mandatory qualifications and submit the lowest bid. The vendor will be financially responsible for any fees or penalties resulting from failure to meet timeliness requirements for tent set-up and removal. The document also addresses a potential bidder's inquiry about partial service provision, reiterating that the full scope of services and qualifications must be met by the selected vendor.

Question: Could you please let me know the approximate duration for each event?

Answer: Each State fair is approximately 10 days, but the tent will need to be installed, and maintained throughout that timeframe. The vendor is responsible for communicating with the Agents of the Events as defined in the RFQ page 2 .

“The vendor shall provide maintenance for the duration of all events with the following minimum requirements: (1) the vendor shall be on an “on-call” basis when not physically present, and (2) the vendor must be available on a twenty-four-hour basis for emergency duty.

The Vendor will be responsible for any fees or any other penalties accrued or other amounts claimed to be owed due to a failure to comply with timeliness requirements for the tent's set-up and removal. “

Question: Can a bidder supply a portion of the items needed from within the RFQ?

“We are a supplier of commercial grade party and event equipment. I came across your solicitation and wanted to offer our services. While we do not provide set up services we can provide all the equipment that you seem to be looking for! If purchase of the items would be of interest to you I would love to provide a quote. It may end up being more cost effective for you than paying for a vendor and outside labor!”

Answer: As noted directly from the RFQ, the winning vendor must possess all mandatory qualifications and offer the lowest bid.
