Statement of Work Summary

This Statement of Work (SOW) outlines the installation of four additional Hitachi VRF fan coil units (FCUs) at Joint Base San Antonio, Fort Sam Houston, Texas. The project is located in Building 2261 at 2405 Gun Shed Road, with Leo Garcia serving as the CE Project Manager and Victor Reyna as the alternate contact/evaluator.

The contractor must furnish all labor, materials, supervision, transportation, and equipment to complete installation and commissioning of the fan coil units in Rooms 1704, 1505, 2909, and 3305 (all Elevator Mechanical Rooms and SIPR RM). Key deliverables include: demolition and removal of existing fan coil units; installation of four wall-mounted indoor units with simplified wired zone controllers/thermostats and condensate pumps; installation of refrigerant copper y-joints for balanced refrigerant flow; system integration with existing electrical services and central control panel; pressurization and leak testing; evacuation of newly connected fan coils and refrigerant lines; refrigerant charging; ball valve opening; and factory-authorized start-up with operator instruction and start-up logs. The system must demonstrate simultaneous heating and cooling functionality across individual zones with compressor electrical draws and temperature deltas matching manufacturer specifications, and 100% of system communication addresses must integrate seamlessly with the central controller.

The period of performance is 20 business days, coordinated with the Project Manager. Work in secured areas is scheduled Friday evening through Sunday, while normal areas follow standard business hours. The contractor must provide a minimum one-year warranty on all installation labor and workmanship from the final acceptance date, with standard manufacturer warranties on parts (typically 10 years) and compressor (10 years) as specified by Hitachi. Pre-usage inspection and coordination with the appointed Project Manager is required to ensure proper system operation. All work must comply with OSHA, Air Force Occupational Safety & Health (AFOSH), and Corps of Engineers Safety Manual 385-1-1 standards. Contractor personnel must obtain base identification and vehicle passes as required, comply with all base traffic regulations, and provide after-hours contact information for Emergency Mass Notification System registration. Failure to comply with access and identification requirements may result in withholding of final payment.
