Facility Locations and Tank Detail Roster Summary

This is a facility roster document prepared by the City of Waxahachie Utilities Department in Texas, detailing the locations and specifications of tanks, basins, and lift stations requiring comprehensive removal, dewatering, and disposal services for sludge, biosolids, and debris. The document identifies nine operational facilities across the city: Howard Road Water Treatment Plant (two lagoons ranging from 11.25 to 13.25 feet depth), Sokoll Recycle Facility (two basins each 80 feet long by 30 feet wide by 14 feet deep), Howard Road Wastewater Treatment Plant (five aeration basins at 20 feet depth, five clarifiers at 12-15 feet depth, and one on-site lift station at 35 feet wet well depth), and six standalone lift stations including Grove Creek, Jefferson, Megan, Mustang Creek, Saddle Brook, and West Side locations with wet well depths ranging from 20 to 40 feet. The RFP requires a pre-proposal meeting on February 18, 2026, at 1:00 pm via Microsoft Teams, with questions due by February 23, 2026, at 10:00 am, and proposals due February 25, 2026, at 10:00 am. The contract will be awarded on a best-value basis with an initial one-year term and three optional one-year renewal periods, automatically renewing unless either party provides ninety days' written notice of cancellation.

Evaluation criteria are weighted with cost accounting for 40 points, experience and qualifications for 25 points, approach to service provision for 25 points, and equipment quality and availability for 10 points. Contractors must provide pricing using designated pricing tables with line items for sludge and biosolids removal, dewatering services, wet well cleaning, transport and disposal, emergency services, and wet haul operations, along with a fuel surcharge formula tied to the U.S. Department of Energy On-Highway Diesel Fuel Price Index for the Gulf Coast Region. Required insurance includes $1,000,000 commercial general liability per occurrence, $1,000,000 business auto liability per occurrence, and statutory workers' compensation coverage. The RFP contains no specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor identification, with the contract contingent upon available federal, state, or local funding. Responses may be submitted through the OpenGov electronic procurement portal or sealed paper submittal, and the city reserves the right to make single or split awards, reject submissions, or cancel the contract with thirty days' written notice.
