The City operates three water and wastewater treatment plants—Howard Road Water Treatment Plant, Howard Road Wastewater Treatment Plant, and Robert W. Sokoll Water Treatment Plant—along with multiple lift stations throughout Ellis County. Services required include routine lagoon and basin cleaning, clarifier sludge removal, aeration basin cleaning, wet well and lift station cleaning, mobile dewatering operations, transport to TCEQ-approved disposal facilities, and 24/7/365 emergency response with a maximum four-hour mobilization time. A non-mandatory pre-proposal meeting is scheduled for February 18, 2026, at 1:00 pm via Microsoft Teams. The question submission deadline is February 23, 2026, at 10:00 am, with proposal responses due by February 25, 2026, at 10:00 am via electronic submission through the OpenGov procurement portal or sealed paper submittal to the City Secretary. The contract will be awarded on a best-value basis for an initial one-year term with three optional one-year renewal periods, automatically renewing unless either party provides written cancellation notice at least ninety days prior to term expiration.
Pricing will be evaluated using detailed line-item pricing tables covering sludge and biosolids removal, dewatering services, wet well and lift station cleaning, transport and disposal, emergency services, logistics, and wet haul transfers. Contractors must submit a fuel surcharge formula tied to the U.S. Department of Energy On-Highway Diesel Fuel Price Index for the Gulf Coast Region, with documentation requirements for each invoiced surcharge. The evaluation criteria are weighted at 40 percent for cost, 25 percent for experience and qualifications, 25 percent for approach to provide services, and 10 percent for quality and availability of equipment. No specific set-aside designations or incumbent vendor information is identified. Required insurance includes $1,000,000 commercial general liability per occurrence, $1,000,000 business auto liability per occurrence, and statutory workers' compensation limits. The contract is contingent upon the availability of federal, state, or local funds, and the City reserves the right to make single or split awards, reject any submissions, or terminate the contract at its discretion with thirty days' written notice. Responses must include company qualifications, regulatory compliance documentation, equipment descriptions, references from similar projects within the past five years, conflict of interest questionnaires, and current W-9 forms.

1. Introduction
1.1. Summary
The City of Waxahachie, Texas seeks qualified contractors to provide comprehensive services for the removal, dewatering, transport, and disposal of sludge, biosolids, grit, and debris generated across its water and wastewater infrastructure. Services include routine operations, scheduled lagoon and basin cleaning, emergency response, and inter-facility sludge transfer.
Contractors must demonstrate proven municipal experience, mobile dewatering capability, and compliance with all TCEQ, EPA, ANSI, and OSHA requirements. High-quality service, timely execution, and proactive coordination with City staff are mandatory.
1.2. Background
The City of Waxahachie operates three water and wastewater treatment plants and a network of lift stations that serve a growing population and expanding commercial base. As part of its commitment to environmental stewardship, regulatory compliance, and operational reliability, the City is seeking a qualified vendor to manage the removal, dewatering, transport, and disposal of sludge, biosolids, grit, and debris across its treatment infrastructure.
This project encompasses a wide range of services—from routine lagoon cleaning and solids removal to emergency vac-truck response and inter-facility sludge transfer. The scope includes work at the Howard Road Water Treatment Plant, Howard Road Wastewater Treatment Plant, Robert W. Sokoll Water Treatment Plant, and multiple lift stations throughout the City.
Materials must be disposed of at a TCEQ-approved facility, and all work must be performed in accordance with applicable environmental and safety regulations.
The City is looking for a vendor who can deliver more than just equipment and labor. Success on this contract means proactive coordination, minimal disruption to plant operations, accurate documentation, and scalable solutions that adapt to seasonal demands and emergency conditions. A vendor who brings mobile dewatering capabilities, responsive service, and a clear understanding of municipal infrastructure will be well-positioned to support Waxahachie’s long-term water quality and system resilience goals.
