Sheet1
| Question # | Created Date | User Created | Question Subject | Question | Answer |
4/10/17 | Meghan O'Brien/M.E. O'Brien & Sons, Inc. | Delivery charges | Under 6.4 Delivery specifications it states that "Bidders may not charge ADDITIONAL freight, delivery or fuel surcharges. Does that mean we cannot add freight charges in addition to the freight charges already included on our quote. In other words, we can add shipping charges on our quotes, but cannot come back afterward and charge "additional" freight charges. | All orders are Free On Board (FOB) Destination - Bidders may not charge freight, delivery, or fuel surcharges. See Question 9 (amended 4/12)
4/11/17 | Greg Nicoll/Harrell's, L.L.C. | Procurement Calendar | There are three dates that are the same: Q&A Questions Deadline, Q&A Answers and Bid Amendment Deadline. Is there an error? If after a question is answered an amendment is required then the dates will not allow that. | Dates in the procurement schedule will be amended to extend the Q&A period. If after review of the new dates you would like to clarify please enter a new question.
4/11/17 | Greg Nicoll/Harrell's, L.L.C. | Section 4.6 References | Can the Letters of Reference be different than those references listed on the Business Reference Form? | Letters of Reference can be different than those listed on the Business Reference Form. This is at the discretion of the Bidder if letters of reference are the same or different.
4/11/17 | Greg Nicoll/Harrell's, L.L.C. | Section 4.6.1 Emergency Response | What could the State's needs be for FAC104 products in an emergency? | This would be unique to the buyer/situation in the event the buyer has emergency purchasing needs.
4/11/17 | Greg Nicoll/Harrell's, L.L.C. | Section 4.9 Experience, certifications, licenses | Reference is made to Section 4 and 5 but that is Bidder Qualifications and Geographic Services & Delivery. Is there another section that should be referenced? | This should reference sections 6 and 7 and will be amended.
4/11/17 | Greg Nicoll/Harrell's, L.L.C. | Section 6 Specifications | Reference is made to Section 5 but that's not the same as referenced. Isa there another section? | This should reference section 7 and will be amended.
4/11/17 | Greg Nicoll/Harrell's, L.L.C. | Section 6.2 Return goods policy | Can a copy of our Returns Goods Policy be submitted as part of our bid response? | A copy of your Returned Goods Policy can be submitted in your Bid Response.
4/11/17 | Greg Nicoll/Harrell's, L.L.C. | Section 6.4 Delivery specifications | Many of the items on this contract are heavy and require pallets. Shipping is assessed to the vendor by a common carrier and needs to be paid by the State. FOB definition can have conflicting definitions but typically means that the buyer takes delivery of goods being shipped to it by a supplier once the goods ARRIVE at the buyer's receiving dock. Freight as a term of a purchase can be prepaid by the seller and included in the purchase price. Freight on these products can be hundred$. Your explanation to the other bidder did not address the actual question. NOTHING will be added after the purchase is approved! | This section will be amended to reflect that the Eligible Entity takes delivery of the goods once it arrives at the delivery location specified by the Eligible Entity. Contractors own the products while they are in transit and ownership passes once arriving to the Eligible Entity. Freight charges must be included upfront in order cost.
4/11/17 | Greg Nicoll/Harrell's, L.L.C. | Section 6.5 Training and compliance assistance | Is there a reason reference is made to integrated pest management services? | This is specifically suggested for educational programs that include the dangers of pesticides which are related to integrated pest management.
4/11/17 | Greg Nicoll/Harrell's, L.L.C. | UNSPSC Codes | The UNSPSC Codes listed in the RFR are different than those for the same UNSPSC Codes listed through a COMMBUYS search As an example 10-15-00 is listed in the bid as Turf and landscape products while COMMBUYS has Seeds and bulbs and seedlings and cuttings for that code. Are there other UNSPSC Codes that should be considered to be sure there are no problems with a response? | Each line item description represents a category on the Bid. Bidders should select the line item(s) that correspond with the category(s) they are Bidding. More than one UNSPSC cannot be assigned to each line item. Categories are clearly outlined and defined in the RFR . If this does not answer your question please rephrase and enter a new question.
4/13/17 | Shane Leverenz/Gopher Sport | Bid Question | Is this bid a catalog discount/markup? No particular products are being requested correct? | See Section 11 of the RFR Compensation Structure/Pricing. This is a discount off of MSRP/List Price. Please see the Price Sheet file with the Bid. Vendors must provide product information and pricing as specified in the Price Sheet for the products that they are bidding in each category.
4/13/17 | Meghan O'Brien/M.E. O'Brien & Sons, Inc. | Delivery charges | The answers for question 2 and question 9 are conflicting. Our interpretation then is that we can quote the Entity the material costs and shipping charges. We cannot then charge any additional shipping charges after they have accepted our quotation. Is this correct? | That is correct. Please see the amended RFR.
4/17/17 | Michael Pajolek/Winfield United | Agency Pricing on Chemicals | When pricing Agency priced chemicals can the price be stated as Agency price in effect at the time or does the price need to be a specific number? The agency prices are dictated by the suppliers i.e. Bayer, BASF, Syngenta and can be changed at times during the year. Is there an allowance for price changes? Thanks, Mike P. | Pricing must be provided as requested in the Price Sheet document in the Bid for the category(s) your company is bidding, which includes providing a specific number. There is an allowance for price changes - please see Section 11 of the RFR Compensation Structure/Pricing which provides details for price information including changes.
4/17/17 | Michael Pajolek/Winfield United | Bid Submittal | Can the required responses from the bid submittal checklist be sent in when completed to avoid trying to enter all of the documents at once ? Thanks | All required documents must be included when submitting your Quote. The checklist is included with these documents as it serves as confirmation that you have included all required documents with the correct file name and file type. See Appendix 3 for instructions on submitting Quotes via COMMBUYS.
4/18/17 | Edward Kassor/Cavicchio Greenhouses Inc | The UNSPSC codes | The UNSPSC codes listed in the RFR do not match up exactly to the list of UNSPSC codes that are listed in the UNSPSC Profile set up Menu, will this be reconciled or which is correct? | These codes do match what is available in the Profile set up Menu. Please call the COMMBUYS Help Desk for assistance.
4/18/17 | Edward Kassor/Cavicchio Greenhouses Inc | Delivered pricing | I am trying to reconcile the request by the contract for a website or online order list that will be able to clearly show delivered pricing on one unit, 10 units, or a pallet of units...in some areas of the price file pertinent to areas of the contract thousands differing codes are potentially possible for similar items, Since few of the items we sell are set up with delivered pricing the portal you require would need to be custom created for the purpose of the contract. The weight of some of these items is very high and transport costs are significant. To include that in the delivered price at the line level may be quite confusing to the Purchaser. | The delivery cost is not to be incorporated into the line item cost for each product. If a delivery cost is to be included in an order the delivery cost must be included upfront to the purchasing entity as a separate line. Please see the Price Sheet for the required pricing information that is being requested to be filled out for each product based on the category(s) being bid. The RFR will be amended to clearly reflect that the delivery cost is not to be incorporated into the pricing information on the Price Sheet.
