About this file

This document is a market survey questions and responses file for the FAA's Tower Simulation System (TSS) Hardware Enhancement Two procurement. The market survey covers key details about a potential contract to install, configure, and support air traffic controller training simulator hardware across approximately 176 designated Air Traffic Control Tower (ATCT) sites. The FAA intends to deploy simulators in three primary configurations (Small, Medium, and Large TSS), with the majority being Small configurations featuring 3-5 screens.

The document reveals that the FAA is still determining several critical procurement specifications, including the final number of systems, hardware and software requirements, operating system support, and compliance standards. Key procurement elements include procuring hardware, providing integrated logistics support, maintaining a test bed, offering help desk and maintenance support, deploying 30-40 field service representatives, and providing configuration management. The market survey indicates the FAA will conduct a separate procurement for simulation software, and responses were due by June 18, 2025, with questions accepted until May 28, 2025. The procurement aims to fulfill requirements from the FAA Reauthorization Act of 2024 to make simulator systems more accessible to air traffic controllers nationwide.

TSS E2 – ATCT Simulation Operation

Market Survey Questions

Question #1: Does the Government have rights to an existing Configuration Management database?

Response: The Operations vendor is expected to maintain their own configuration management database. The Government expects to be able to view the data in the vendor’s configuration management database.

Question #2: Can the Government identify the number of fielded configurations?

Response: The FAA intends to deploy simulators in three primary configurations (Small TSS, Medium TSS, and Large TSS) based on operational needs and available space.

Configurations are likely to vary but the majority of systems will be a Small configuration with 3-5 screens.

Question #3: Can the Government confirm this requirement is to establish 176 new TSS systems?

Response: The Government is still determining the final number of systems to be procured under this contract.

Question #4: Can the Government confirm that software rights belong to the Government and that this contract will have the ability to modify TSS Software to meet cybersecurity requirements as identified in FAA question #3 and to meet the stated scope of “Install, configure, test, and verify the operational performance of the ATCT simulation system”?

Response: The current contract for the TSS Software includes clauses 3.5-13 Rights in Data – General and 3.5-14 Representation of Limited Rights Data and Restricted Computer Software. However, at this time, the vendor for this contract will not be required to modify the TSS software.

Question #5: Will the FAA require TAA/BAA compliance with the hardware profile? MSI (Micro-Star Int’l Co LTD) has confirmed that the MSI Infinite RS 14NUI9-814US Gaming Desktop Computer and MSI Vector 16 HX A14VGG laptop are not TAA/BAA compliant.

Response: The FAA will determine the need for TAA/BAA compliance prior to the issuance of a solicitation. The HW listed in attachment A is representative.

Question #6: What is the Government’s timeline for this procurement?

Response: The FAA is still working through its timelines for issuing a solicitation and making an award.

Question #7: Will the Government accept equivalent products to the items identified in Attachment A?

Response: The HW listed in attachment A is representative. The FAA is still determining the specifications.

Question #8: What is the current Operating System that the hardware needs to support?

Response: The FAA is still determining the specifications.

Question #9: What are the current software specifications that the hardware needs to support?

Response: The FAA is still determining the final requirements.

Question #10: Does the Government intend to change or upgrade the software to newer technology for TSS Hardware Enhancement Two?

Response: The Government intends to conduct a separate procurement for the delivery of simulation software and related services.

Question #11: Does the Government have rights to existing training materials for the existing software?

Response: See the response to question 10. The training materials for the existing software will not be relevant. The Government will provide training materials for the E2 software to the Operations vendor once it has been produced.

Question #12: Will the Government consider the current incumbent to have an OCI given they have an existing Software Sole Source contract that influenced hardware requirements, are currently executing the TSS Hardware refresh contract that changed previous hardware requirements, and has influence to future requirements not known to industry?

Response: The FAA shall comply with AMS Policy 3.1.7, Organizational Conflicts of Interest, and will follow AMS Guidance T3.1.7, Organizational Conflicts of Interest to identify and mitigate or eliminate OCI.
