About this file

This document is a set of Additional Market Survey Questions for the FAA Tower Simulation System (TSS) E2 Hardware project. The document outlines key operational requirements for an ATCT Simulation Operation Contractor, including operating a 24/7 help desk with fully staffed service from 7:00 am to 7:00 pm Monday through Friday, and on-call support during other hours. The contractor will be responsible for installing simulation software on hardware, providing help desk support, maintaining simulator hardware and operating systems, setting up a test bay for continuous troubleshooting, and supporting sites after deployment.

The responses indicate that the project will include installations both within the continental US and OCONUS, serving FAA controllers. However, several critical project details remain undetermined, including the total number of sites, implementation timeline, project start date, and whether a pilot phase will be conducted. The FAA is still in the process of finalizing requirements, leaving some uncertainty about the exact scope and implementation of the project. The contractor will need to be prepared for a complex, geographically distributed deployment of air traffic controller training simulation systems across multiple locations.

TSS E2 – ATCT Simulation Operation

Additional Market Survey Questions

1. Will this be during regular business hours?

Response: The FAA currently expects the ATCT Simulation Operation Contractor to operate a help desk 24 hours a day, 7 days a week. From 7:00 am to 7:00 pm Monday through Friday, the Contractor will have to operate the TSS Help Desk service in a fully staffed mode on a 12-hour per day schedule. For days and times outside the above specified timeframes, the Contractor will operate the TSS Help Desk in a non-staffed on-call/standby basis using an automated telephone transfer process or by email using the Contractor established and maintained TSS web portal. These requirements are subject to change.

2. How many concurrent locations will be able to be completed in the same week?

Response: The number of concurrent locations will be a function of the total number of sites, the implementation timeline, and the Contractor’s implementation approach. The FAA is still determining the total number of sites and the implementation timeline.

3. Are any of these installs OCONUS?

Response: Yes, the FAA intends to install simulators to serve FAA controllers outside the continental US.

4. Will we be in charge of applying/maintaining the software for each system?

Response: The ATCT Simulation Operation Contractor will be responsible for installing simulation software on the hardware, help desk support, and maintenance of simulator hardware and their operating systems. These requirements are subject to change.

5. Will we need to set up a test bay where we are continuously troubleshooting/testing these systems?

Response: Yes.

6. Not only will we need to deploy/configure these systems, but we also need to provide a help desk support that is readily available to assist the sites even after the deployment is completed?

Response: Yes.

7. How long is the timeline for this project?

Response: The FAA is still determining its requirements.

8. When would be the goal start date for this project?

9. Will there be a pilot before going live for this project?
