About this file

This is a Market Survey issued by the Federal Aviation Administration (FAA) Airport Technology Research & Development (ATRD) Pavement Research Program to identify capable and qualified contractors. The FAA seeks technical, engineering, scientific, software, construction, and program management support for pavement research operations. The anticipated contract is an Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle encompassing labor-hour, Time and Material, and fixed-price task orders, with a minimum five-year period of performance at FAA facilities in Atlantic City, New Jersey; Williston, Florida; and selected U.S. airport field sites. The NAICS code is 541330 (Engineering Services) with a $25.5 million size standard. Major service areas include technical support, pavement design and evaluation research and development, materials research and development, pavement evaluation services, software engineering support, pavement management research support, surveying and mapping, and design/build construction services.

Interested vendors must submit a Capabilities Statement limited to 10 pages (excluding cover page) in PDF format by 5:00 p.m. EST on February 10, 2026, to Nicole.Saiauskie@faa.gov with subject line "Market Survey Response – FAA Pavement Research & Design/Build Support." The statement must address company information, relevant technical experience in airport pavement engineering and specialized construction, specialized expertise in non-destructive testing, machine learning and artificial intelligence applications, structural modeling and finite element analysis, laboratory materials testing, software engineering experience with FAA coding standards, construction and quality assurance capabilities, past performance on similar contracts within the last three years with 3-5 references, and business size classification including applicable small business certifications. The FAA will not conduct pre-proposal conferences or site visits, will not pay for submittal costs, and will not accept unsolicited proposals. All referenced attachments in the Draft Statement of Work are available upon request.
