SECURITY FENCE INSTALLATION
NOVEMBER 2022
DALLAS, TEXAS
INTRODUCTION
The following specifications and advisements constitute the working portion of the contract between the Contractor and the Federal Aviation Administration, an Agency of the Federal Government. The Contracting Officer (CO) assigned to this contract shall be the only individual with authority to speak for and contractually bind the FAA. All communications, authorizations, approvals, changes, modifications, etc. involving this contract shall be with and through the CO.
Any action not approved by the CO shall not bind the FAA.
Contracting Officers Representative (COR). - The Contracting Officer (CO) may assign a COR to oversee the work on the project and act as a technical point of contact. A letter dating the COR's responsibilities and authority will be issued when a COR is assigned.
Project Location - Project location is at the Very High Frequency Omni Directional Range (VOR) site, located at the FAA parcel located approximately 522 feet West from Goodnight Lane on Joe Field Road, Dallas, TX. Latitude: 32° 53’ 25.14” N Longitude: -96° 54’ 14.29” E Elevation:
0 Feet NGVD
Site Visit - Arrangements for a site visit can be made by contacting Mr. Michael Harmon, SSC Manager, at the FAA Dallas Love Field SSC, 8100 Aviation Place, Dallas, TX 75235 at PH: 817- 858-7410.
Site Inspection - It is recommended that the Contractor perform a field inspection prior to bid submission in order to inform himself of the specific working conditions applicable at the site and to ascertain the correct types/amounts of work to be performed. If the bidder chooses not to visit the site, he will nevertheless be charged with knowledge of conditions that a reasonable inspection would have disclosed. A site visit date will be set up by the Contracting Officer and the SSC Facility Manager. Prospective bidders shall contact the CO for the date and time. The facility must remain operational during the actual performance of the work.
Site Security and Protection: - The Contractor shall assume full responsibility for the protection and safekeeping of all materials, equipment, and other goods on site, and shall store such and equipment in safe manner. The Contractor and his Sub-Contractors shall maintain the job site in a neat and orderly condition. This includes the daily removal of rubbish, waste, tools, equipment and materials not required for the work in progress. The Contractor shall protect the site and outer marker building from damage during the performance of the work and shall be responsible to restore any damage to the satisfaction of the COR at no additional expense to the FAA.
Locating Existing Utilities - The Contractor must call Texas811 and utilize 3rd party GPR (Ground Penetrating Radar) to locate all underground utilities before any excavation occurs.
Contractor must submit a formal excavation plan laying out means and methods and proper communication with FAA COR before excavation occurs. All digging and must be done with extreme care and caution. Contractor must utilize either hand digging out hydro-excavation within 5 feet of any located utility. Backfill must be to 95% proctor.
Texas811 and GPR should be done approximately one week before ground is broken on the site.
1.0 SCOPE OF WORK
1.1 Scope
1.1.1 - Description of Work: Install a perimeter fence (3,071 LF) per plan. Install (1) - 24 foot wide double leaf gate, (1) – 12 foot wide double leaf gate and (1) – 5’ Walk Gate as noted on the plans. Install fence grounding per the plan for the entire portion of the new fence and test grounding upon project completion. Remove all brush within clear zone that will interfere with proper construction of the fence. Install geotextile fabric and gravel near fence line where adjacent property fence line is to sterilize the ground against plant growth. Back fill any post holes remaining after removal fences. Clean up the site including removing all construction related debris. Repair the grading at the site as directed by the COR.
1.1.2 - Manufacturer: The fence materials shall be from a supplier/manufacturer who shall have marketed fence products in the United States for a minimum of five years. The fence system shall also be recognized for the intended use by the applicable building code(s).
1.1.3 – Contractor Qualifications: The installation Contractor shall be qualified for installation of the fence products by the fence system manufacturer and shall provide satisfactory evidence of his fence installation qualifications. This shall include a list of past similar projects, including references, performed by the fence installation Contractor in the three most recent years.

1.1.5 - Scope of Work: The work generally consists of installing a perimeter fence with a new 7 foot high chain link fence topped with 1 foot intruder guard. All work shall be done in accordance with the specifications and referenced drawings. The work at this location includes, but is not limited to:
1. Determine the limits of the work by finding property corners.
2. Remove two temporary chain link fences totaling 304’.
3. Cut overgrown grass surrounding entire plot line and remove all brush within clear zone that will interfere with proper construction of the fence. Install geotextile fabric and with a layer of compacted road base and 1 inch to 1-1/4 inch gravel on top near fence line where adjacent property fence line is to sterilize the ground against plant growth.
4. Install approximately 3,071 feet of perimeter fence with 7’ high chain link fence, with 1’ intruder guard and three (3) strands of barbed wire. The fence fabric shall not be more than 2 inches off the ground underneath.
5. Install one 24’ double leaf gate at the entrance to the access road, and one 12’ double leaf gate along the southernmost fence line as indicated in the plans. The gates shall also have the 1’ intruder guard. Prescribed ground clearances must be met. Install one Best padlock on each gate after security fencing has been installed.
6. Install one 5’ walk gate that will provide emergency access to the fire hydrant near the existing VOR chain link fence. Install one 10” x 14” FOR FIRE OR EMERGENCY USE ONLY sign on walk gate. Sign should be made of 40 mil aluminum with rounded corners and pre-punched holes for easy installation.
7. Near walk gate, install one Knox Box manufactured by The Knox Company or equal quality. Install one Best padlock on walk gate and place key in Knox Box for emergency access. Contractor is responsible for coordinating with the local Fire Department regarding Knox Box keying and location. Knox Box to be installed per local fire Department requirements and directions.
8. Install four 12” x 18” NO PARKING TOW AWAY ZONE signs. Signs should be spaced
300’ apart. Signs should be made of 63 mil thick aluminum with rounded corners, retroreflective, and pre-punched holes for easy installation.
9. Restore site grading to prior grades if disturbed during the construction work.
10. Install a ¾” x 10’ copperclad ground rod for each gatepost and bond it to the gate post via 4/0 AWG bare copper cable. The 4/0 AWG cable shall be connected to the gate post and the ground rod via exothermic welding. The weld to the post shall be no more than 12” above finished grade. In addition a 4/0 AWG cable shall be connected from ground rod to ground rod via exothermic welding. The 4/0 AWG cable connecting the ground rods shall be buried a minimum of 18” below grade. Install a 1”x1/8” flexible tinned copper strap or an insulated 4/0 AWG flexible (welding) copper cable from any gate to the adjacent post.
The strap shall be exothermically welded to the post but may be mechanically connected to the gate. A horizontal bare 6 AWG stranded tinned copper conductor shall be threaded continuously through the gate fabric and mechanically bonded to the vertical gate posts.
11. Bond the barbed wires to the fence posts at intervals of approximately 100 feet using a 6 AWG stranded tinned copper conductor and UL96 listed mechanical bonding connectors.
Attach the metallic fence fabric to the fence posts with wire ties of the same material.
12. Install a ¾” x 10’ copperclad ground rod and connect it to the fence post via 4/0 AWG copper cable that is exothermically welded to the post and the ground rod no greater than 100’.
13. Clean up and restore the site.
The Contractor shall provide all plant, materials, labor, equipment, supplies, and transportation to perform all the facets of this operation and related work necessary for the proper completion of the work as required by, and in strict compliance with, these contract documents. All work shall be performed to the complete satisfaction of the Contracting Officer (or the designated
COR).
The CVE VOR is an operational CRITICAL facility. Any and all work performed in this project must be executed in a manner that prevents disruption to any air traffic operation.
CONTRACTOR SHALL NOT DE-ENERGIZE ANY EQUIPMENT.
Contractor will coordinate any planned equipment shutdowns with FAA Environmental Services Unit.
The FAA reserves the right to stop the work, without any prior warning, any time if the FAA deems an emergency condition exists.
1.1.6 - Government Furnished Materials: U.S. property signs are required at all FAA owned facilities. They are GSA procured non-reflective signs that are 11-7/16 inches by 13-1/2 inches and include a red, white, and blue shield on a cream background. The sign reads:
“U.S. Property – No Trespassing.” Post these signs so that they are visible from the exterior side of fences at the main gate and as directed by the SSC Manager/Site Technician.
2.0 GENERAL
2.1 - Supervision: The Contractor shall maintain, at the site, a competent superintendent at all times and during all phases of the work covered under this Contract for which Contractor or Sub-Contractor personnel are at the site. Such person shall serve as the contact between the FAA and the Contractor for all field communications and shall have authority/responsibility for the Contractor’s decisions and for enacting Government directions regarding the field activities.
2.2 - Samples, Certificates, and Shop Drawings: Samples, certificates, and shop drawings shall be submitted as required in subsequent specification sections. All materials installed in the work shall match the approved submittals. No substitutions will be allowed without written approval by the Contracting Officer.
2.3 - Special Warranty for Fence Materials: Manufacturer's standard form in which manufacturer agrees to repair or replace components of fence installation that, fail by materials or workmanship within specified warranty period.
1. Warranty does not include deterioration or failure of fence due to vandalism or abuse.
3. Warranty Period: 2 Year Commercial Warrantee.
2.4 - Construction Limits and Access:
2.4.1 - Contractors’ Use of Premises: Contractor shall work in conjunction with the operations of the facility within the construction staging area limits for the execution of the work. The Contractor and Sub-Contractors shall maintain the job site in a neat and orderly condition.
2.4.2 - Construction Limits: The Contractor shall confine operations, activities, storage of materials and employee parking within the designated areas as designated by the COR.
Additional space the Contractor deems necessary shall be obtained off site, at no additional cost to the Government.
2.4.3 - Construction Access: Access to the sites will be as discussed and agreed to during the Pre-Construction meeting, previous to the start of construction.
2.5 - Damage to Site: Damage to existing buildings, grounds, drainage, concrete paving or utilities, caused by the Contractor’s activities, or that of his employees or Sub-Contractors shall be repaired to their pre-construction condition. The Contractor shall pay all costs of repairs.
After notice to proceed and prior to the commencement of construction, the Contractor and COR shall conduct joint inspections of the existing areas affected by the construction. Existing damage or defects shall be noted and will be used as the basis for determination of damages caused by the Contractor’s operations. The Contractor shall clean work and non-work areas of any material.
2.6 - Work Hours: All work hours, shifts, and overtime work shall be coordinated with the CO/COR. Before commencing construction furnish to the CO/COR a statement of hours per day and days per week to normally be worked and approximate number of persons on the job for a normal work shift. Notify the COR 48 hours in advance of any changes in work hours, shift changes, or anticipated overtime work.
Holiday Work Hours. The Contractor shall observe all federal holidays and weekends. No work shall be planned for these days unless approved in writing by the Contracting Officer.
NO-WORK Moratoriums. The Contractor shall not plan any work during the following periods:
Thanksgiving: 11-19-2022 (12:00AM) through 11-28-2022 (8:00AM).
Christmas: 12-17-2022 (12:00AM) through 01-03-2023 (6:00AM).
2.7 - Security Requirements:
2.7.1 - Site Access and Security: Access to the site shall be determined by the COR through coordination with Dallas Love Field SSC personnel and will be given to the Contractor at the Pre-Construction Meeting. The Contractor shall maintain the security integrity of the OM building at all times.
2.7.2 - Personnel List: Contractor shall provide the COR with a list of Contractor's personnel who will require access to the site. The list shall be kept current during the length of the project.
2.7.3 - Security Investigation and Identification: Contractor's personnel may be subject to security investigation by FAA and the City of Dallas Airport Authority.
2.8 - Weather Delay: The Contractor shall obtain the approval of the COR each day prior to beginning the next day’s work activity. The COR may suspend all work activity in the event that outdoor weather conditions pose a threat of damage to the site, the equipment or the building.
2.9 - Construction Safety: The Contractor is responsible for providing a safe work environment for all construction and inspection personal working on site. The Contractor shall follow all national, state, and local safety procedures mandated by OSHA, law, and local ordinance.
2.10 - Site Cleanup: The Contractor, during the construction process and upon completion of all work, shall properly dispose of all trash resulting from his work and any removal of the excess materials. Final approval of site cleanup will be determined after inspection by the COR. A magnet is required for nail/screw removal from facility construction area.
2.11 - Performance Time: Contractor performance time is for this facility is 30 calendar days.
2.12 - Inspection of Site by Contractor: Contractor must have carefully examined the premises to determine the extent of work and the conditions under which it must be done during an initial pre-bid site survey.
3.0 JOB CONDITIONS
3.1 - Site Inspection: It is recommended that the Contractor perform a field inspection of the site prior to bid submission in order to inform himself of the specific working conditions applicable at the site and to ascertain the correct types/amounts of work to be performed. If the bidder chooses not to visit the site, he will nevertheless be charged with knowledge of conditions which a reasonable inspection would have disclosed. Advance notice for inspections is required.
Requests for inspections shall be made to Matthew Hutkowski at 214-353-1532. All site visits shall be coordinated 48 hours in advance. There shall be no adjustment to the contract price after the bid opening for items, or regarding matters, which could be readily discerned during such a site visit.
3.2 - Work Schedule: At least ten days prior to the planned start of work, the Contractor shall submit a detailed work schedule in writing to the CO for approval and coordination.
3.3 - Contractor Access: The Contractor will not need keys to the facilities. The Contractor shall be allowed on site only during approved work hours. The Contractor shall not start any work or move any equipment, supplies, or materials onto the site until the COR has been notified and is on site.
3.3.1 - Delivery/Storage/Handling: The Contractor shall coordinate material delivery with the COR. Materials shall be delivered in their original, unopened containers, clearly labeled with the manufacturer's name, brand name, and such identifying numbers as appropriate. Materials shall be stored within temperature ranges and under the conditions recommended by the manufacturer. Materials subject to moisture damage shall be stored off the ground and covered. Material damaged in handling, storage, construction traffic, etc..., will be rejected.
3.4 - Protection of Existing Property: Work and storage space is limited at the site. The Contractor shall confine the movement and storage of vehicles, equipment, and materials to such routes, times, and locations, as may be designated by the COR. The Contractor shall take all precautions necessary to protect the existing facilities, equipment, buildings, vegetation, underground utilities and installation materials, etc..., during the contract. Any areas/material damaged by the Contractor, his employees, or any Sub-Contractors shall be repaired/replaced by the Contractor at no additional cost to the Government. Repairs shall be approved by the COR and shall match the original. The Contractor shall provide all temporary covers, enclosures, etc..., required to protect the existing facilities.
3.5 - Power: Power required for the construction work will be made available to the Contractor at no cost. The Contractor, at his expense, shall provide all temporary connections, fittings, etc..., from the source of supply to the point of use. Arrangements for use of these facilities shall be coordinated with the COR.
3.6 - Construction Permits: The Contractor shall acquire all required permits, fees, and certificates before starting work.
3.7 - Manufacturer’s Instructions. - Products shall be handled, installed, connected, cleaned and conditioned in strict accordance with such instructions and in conformity with specified requirements. If job conditions or specified requirements conflict with manufacturer's instructions, the Contractor shall consult with the COR for further instructions. All work shall be performed in accordance with manufacturer's instructions. No preparatory step or installation procedure shall be omitted unless specifically modified or exempted by contract documents.
3.8 - Sanitary Facilities: Sanitary facilities are not available at this FAA site. The Contractor shall provide a portable toilet at the site for their convenience.
4.0 CHAIN LINK FENCE AND GATE
4.1 - General
4.1.1 - Work Included: The Contractor shall furnish all labor, materials, equipment, and incidentals necessary to install chain link fencing and the fence gate.
4.1.2 - Quality Assurance:
1. Installer Qualifications: Refer to Section 2.0, General.
2. Single-Source Responsibility: Obtain chain link fences and gates, including accessories, fittings, and fastenings, from a single source.
4.1.3 - Submittals: Submittals shall include:
1. Manufactures details for fence components used.
2. Any applicable MSDS sheets for components used.
4.1.4 - Standards and References: The current version of the following standards form a part of this specification and are not Government provided.

4.1.5 - Job Conditions: Field Measurements shall be accomplished to verify layout information for fences and gates shown on the Drawings. Report any differences to the Contracting Officer (CO) prior to any fabrication or installation.
4.2 – Products:
4.2.1 Materials:
A. Chain Link Fabric shall be No. 9 gage wire woven in 2-inch mesh zinc-coated (galvanized) with top and bottom selvage to have a twisted and barbed finish. Fabric shall be seven (7) feet in height and conform to ASTM A 392 A392-96(2003), Class 2.
B. Barbed Wire shall be two 12 gage twisted aluminized steel line wires with No. 14 gage aluminum 4 point barbs spaced not more than 4 inches apart. Conform to ASTM A 585 REPLACED BY A121-99, Type I.
C. Barbed Wire Supporting Arm shall be 12 gage pressed steel increasing the height of the fence to 8 feet overall. The arms shall extend 45 degrees from the horizontal.
Arms shall be capable of withstanding without failure 250 pounds downward pull at the outermost end of the arm. Fasten wires to the arm slots by heavy pins.
D. Fence posts: Fence post material must meet the reference federal specification.
Posts cannot be spaced more than 10 feet apart and must be embedded in concrete footing to a depth of no less than 3 feet to prevent shifting or sagging. Line Posts shall be 2.375 inch O.D. schedule 40 galvanized-steel pipe weighing not less than
3.65 pounds per lineal foot.
E. Terminal Posts shall be 4.00 inch O.D. schedule 40 galvanized-steel pipe weighing not less than 9.11 pounds per linear foot. Use at end, corner, pull and at places where grade changes.
F. Gate Posts: Gate posts shall be in accordance with dimensions indicated on the drawings.
G. Tension Wire: Tension wire shall be galvanized, No. 9-gage, coiled spring wire, provided within the bottom 4 inches of the fabric. Zinc coating shall weigh no less than 1.6 ounces per square foot. Attach to fence fabric with 9– gage rings on 14-inch centers. Crimp rings tight to prevent noise. No loose or rattling equipment will be allowed.
H. Top Rail: Rails shall be a minimum of 1.660 inches O.D. pipe.
I. Braces: Braces shall be a minimum of 1.625 Inches O.D. pipe.
J. Wire Ties: Wire ties for tying fabric to line posts and top rail shall be 9 gage zinc-coated (galvanized) steel wire ties spaced at 14 inches on center.
K. Post Tops: Posts tops shall be pressed steel or malleable iron (designed as a weather-tight closure cap for tubular posts).
L. Stretcher Bars (for end, corner, pull or gate posts only): Stretcher bars shall be one piece lengths equal to full height of fabric with a minimum cross section of 1/4 X 3/4 inch. Provide one stretcher bar for each gate, end post, and two for each corner and pull post.
M. Stretcher Bar Bands shall be heavy pressed steel, spaced not over 14 inches on center to secure stretcher bars to end, corner, pull and gate posts. Bands shall be within four (4) inches of the top and bottom of fence fabric.
N. Reinforcement: Taut reinforcing wires shall be 9-gauge installed and interwoven with or affixed with 9-gauge fabric ties spaced uniformly between the top and bottom of the fence fabric.
O. Concrete: Concrete shall conform to ASTM C 94/ASTM C94/C94M-00E2. Mix shall be designed to obtain concrete with a minimum 28 day compressive strength of 3,000 psi.
4.2.2 - Gates: Gate materials will be as specified for fence materials except as noted in project plans.
A. Gates must maintain the structural integrity of the fence and must not become a weak link in the overall security design. The maximum acceptable gap under a gate from firm ground is 4 inches. Hardware used on gates will have the securing bolts placed on the inside and secured or modified to prevent unauthorized removal.
4.2.3 - Fabrications:
B. All structural and roll formed shapes shall conform to provisions of ASTM A 123A123/123M-02 for galvanized coating.
C. All tubular members shall comply with provisions of ASTM A 53A53/A53M-02, Schedule 40, for weight and coating.
4.3 - Execution
4.3.1 - Preparation: Complete final grading prior to starting fence installation(s), when required.
4.3.2 - Installation:
A. The fence shall be installed by skilled and experienced fence erectors in accordance with the drawings and the manufacturer's installation instructions on lines and grades shown on the drawings.
B. The excavation(s) shall not begin prior to completion of final grading. Drill holes for post footings in firm, undisturbed or compacted soil. Holes shall have a diameter equal to 4 times the diameter of the post except where otherwise indicated on the drawings. Excavate hole depths approximately 3 inches deeper than post bottom with bottom of line posts set not less than 36 inches in concrete base. Place concrete around posts in a continuous pour, tamp for consolidation. Check each post for vertical and top alignment. Maximum spacing between line posts is 10 feet. Set keepers, stops, sleeves and other accessories into concrete as required. All posts shall be able to pass a pull test when a force of 48 pounds is applied perpendicular to the fence at the top of the post. The post should not deflect more than 1 inch at the location where the force is applied. Post tops shall be riveted or shall be spot-welded.
No loose or rattling fittings will be allowed.
C. Install brace assemblies so posts are plumb when diagonal rod is under proper tension. Extend braces from each terminal post to the first adjacent line post. Fasten braces securely to posts by heavy pressed steel connections and then truss braces from line post back to terminal post with 3/8-inch round truss rod complete with tightening unit.
D. Install tension wires before stretching fabric and tie to each post with ties or clips.
E. Pull fabric taut and tie to the posts, rails, and tension wires. Install fabric on exterior side of the line post, and anchor to framework so that fabric remains taut after pulling force is released. Pull fabric taut so that the maximum deflection of fabric is 2 inches when a thirty-pound pull is exerted perpendicular to the center of the panel.
F. Lace stretcher bars through fabric and secure to posts with metal bands spaced not over 14 inches on center. Tighten stretcher bar bands, wire ties, and any other fasteners securely. Fabric should not be free to move along the framework.
G. Install three (3) strands of barbed wire parallel on each extension arm; on the exterior side of fence, unless otherwise shown. Barbed wire support arms shall have a tight press-fit or shall be spot-welded to preclude surreptitious removal. No loose or rattling fittings will be allowed. Pull wire taut to ninety pounds of tension.
H. Install gates plumb and level with full opening without interference. Install ground-set items in concrete for anchorage, as defined in the TO. Adjust hardware for smooth operation.
I. Install nuts for tension bands and carriage bolts on the side of the fence opposite the fabric side. Peen bolts or score threads to prevent removal of nuts for added security.
J. Tie wires shall be U-shaped to the pipe diameters to which attached. Ends of tie wires shall be twisted on the secure side of the fabric not less than two full turns and bent so as not to present a hazard. All ties shall be 9-gage and spaced no more than 14 inches on center.
K. The standard height of a security fence shall be eight (8) feet. This includes a fabric height of seven (7) feet plus a top guard providing an extension of one (1) foot vertically, as described above. The fence fabric must be within two (2) inches of firm packed ground and will be anchored in such a manner as to preclude the fence fabric being lifted more than four (4) inches from the ground.
4.3.3 Field Quality Control:
The gate and fence components must be installed and function in a manner acceptable to the COR before final acceptance will be made by the Government.
5.0 FENCE GROUNDING – FAA STD-019f
A. Fence Post Grounding: Provide a ground rod adjacent to the fence post. Locate ground rods at horizontal linear spacing intervals no greater than 100 feet along the perimeter fence line. Provide a 4/0 AWG bare stranded copper conductor, exothermically welded to each ground and rod and fence post. Connections shall be made at the maximum spacing of 100 feet, with a minimum of two connections.
B. Ground Rod Installation: Ground rod material and installation parameters shall be in accordance with the following below:
a. Material and Size. Ground rods shall be copper or copper clad steel, a minimum of 10 ft. long and 3/4 in. diameter. Rod cladding shall not be less than 1/100 in. thick.
b. Spacing. Ground rods shall be as widely spaced as possible, and in no case spaced less than one rod length. Nominal spacing between ground rods is between two and three times the rod length.
c. Depth of Rods. Install top of ground rods at least 1 ft. below grade level, or 1 ft.
below frost depth if required to suit climatic conditions.
d. Location. Rods shall be located 2 to 6 feet beyond the foundation or exterior footing of the structure, except at locations where abutting sidewalks, equipment, or other obstructions warrant locating rods farther away from the foundation. On buildings with overhangs or sidewalks in close proximity, then the ground rods are permitted to be placed at locations further out.
e. Orientation. Ground rods shall be driven at 90 degree (vertical) orientation to finish grade. If ground rods cannot be driven vertically to their full length, then the installation of grounding dissipation plates needs to be considered.
C. Fence Gate: Provide a 1-in. by 1/8-in. flexible tinned copper bond strap or an insulated
4/0 AWG flexible welding type copper conductor connected between the gate and adjacent fence post. Exothermic welding is recommended for these connections. Install the bonding strap between the gate and post so it will not limit full motion of a swing or slide gate.
D. Fence Gate Post: Provide a ground rod adjacent to each gate post. Install a 4/0 AWG bare stranded copper conductor, exothermically welded to the ground rod and gate post.
Locate the post connection at not greater than 1-ft above grade. Interconnect ground rods located between the gate opening with an exothermically welded 4/0 AWG bare copper conductor buried below frost depth, but not less than 18-in. below ground.
E. Fence Gate Fabric: Provide a horizontal 6 AWG bare stranded tinned copper conductor threaded continuously through the gate fabric and mechanically bonded to the gate vertical support rails.
F. Fence Security – Barbed Razor Wire: Bond security wires to the fence post using 6 AWG bare stranded tinned copper conductor and UL96 Listed bonding connectors.
G. Fence Wire Fabric – Chain Link: Attach metallic fence fabric to fence posts with wire ties of the same material.
H. Proximity to a Facility EES: Portions of the fence that are located within 22 feet of a facility EES shall be bonded to that EES with 4/0 AWG bare copper conductor exothermically welded to a fence post ground rod. Connections shall be made at a maximum spacing of 100 feet, with a minimum of two connections.
6.0 REMOVE TREES/BRUSH
Contact the SSC Manager for site access. Call Texas811 before any tree/brush removal work is done. Locate existing utilities as needed. The FAA SSC staff will locate their underground lines at the site upon the Contractors request; give 3 days’ notice to the COR.
Remove existing brush in the area indicated in the plans. Tree removal, if any will include the removal of the root balls. Remove all trees debris from the site. Grinding of tree materials is an acceptable method to reduce the volume of debris.
A suggested method for tree stump removal may include the following:
For quicker removal, secure a heavy chain around the stump, attach the other end to a truck hitch and forcefully jerk the stump out of the ground.
Larger equipment can be used to remove trees but care should be taken to not interrupt vital FAA communication services provided by this facility.
Bring in soil to fill the root ball hole as needed. The soils hall is free of organic material and rock greater than 2 inches in its largest dimension. Compact imported backfill soil to 80%. Install geotextile fabric and with a layer of compacted road base and 1 inch to 1-1/4 inch gravel on top near fence line where adjacent property fence line is to sterilize the ground against plant growth as indicated in plans. Grade the site to match the existing grades.
