About this file
This is a Statement of Work (SOW) for SETS BAA Call 004 addressing the transition and advancement of innovative real-time HF propagation modeling and ionospheric simulation capabilities.
The SOW outlines five primary tasks under Topic 1: Solar, Solar Wind, and Ionospheric Effects. Task 1 requires development of the Air Force Coverage Analysis (AFCAP) tool to provide real-time Over the Horizon Radar (OTHR) simulation capabilities, development of additional software-based tactical decision aids related to radar propagation through the ionosphere, and support for creating indications and warnings tools based on ionospheric modeling. Task 2 focuses on development and integration of software tools including SORcer Enabled Ionospheric Model - Service for Tactical Regional Environmental Specification (SEIM.STRES), the Optimal Approach System for Ionogram Scaling (OASIS), and Regional Ionospheric Profile Estimator (RIPE) for deployment into Space Systems Command (SSC) enterprise solutions, along with creation of ionospheric models and simulations for radar propagation. Task 3 requires assessment of HF propagation using remote sensing data sources, research and development related to space environment characterization and ionospheric physics, and development of operational decision aids and exploitation tools. Task 4 mandates model and tool verification and validation, including qualitative and quantitative V&V and development of failure simulation techniques. Task 5 addresses integration and transition activities, including interfacing with the Military Applications and Space Environment (MASE) program office and sustaining operational models and prediction tools.
The contract is controlled by U.S. Space Force (USSF) and Air Force Research Laboratory/Rockets, Vehicles, and Combustion Technology (AFRL/RVFC), with the point of contact being Lucas Reigelsperger. The document specifies that travel is cost-no-fee and funded through specific Contract Line Item Numbers (CLINs), requires Government approval at least five business days prior to travel, and is limited to within 50 miles of Kirtland Air Force Base for local travel. Materials, equipment, and other direct costs (ODC) must be reviewed and approved by the Program Manager prior to purchase. All travel and expense reports must be submitted with normal monthly billing and include receipts for costs exceeding $75.

Statement of Work (SOW)
SETS BAA Call 004
Transition and Advancement of Innovative Real-time HF Propagation Modeling and Ionospheric Simulation Capabilities
Scope: This Statement of Work addresses ___________ proposal to the BAA GETS Call 04. The tasks enumerated below specifically outline the work requested for _____________ related to the following topics in their BAA GETS Call 04 proposal Topic 1: Solar, Solar Wind, and Ionospheric Effects
TOPIC 1: Solar, Solar Wind, and Ionospheric Effects Solar and Solar Wind
Task 1: Tactical decision aid development
A. Provide development of Air Force Coverage Analysis (AFCAP) tool, progressing the ability of AFCAP to provide real time Over the Horizon Radar (OTHR) simulation to
SSC
B. Develop other software based tactical decision aids like the Air Force Coverage Analysis (AFCAP) tool to SSC and other AFRL customers related to radar propagation through the ionosphere
C. Support the creation, design and development of tactical decision aids and indications and warnings tools based on ionospheric modeling
Task 2: Model and software enhancement and creation
A. Provide development and integration of software tools Sounder Receiver (SORcer) Enabled Ionospheric Model - Service for Tactical Regional Environmental Specification (SEIM.STRES), the Optimal Approach System for Ionogram Scaling (OASIS), and Regional Ionospheric Profile Estimator (RIPE) for deployment into SSC enterprise solutions
B. Create and develop models and simulations of ionospheric properties and radar propagation through the ionospheric environment for integration into relevant I&W tools
Task 3: Create and further develop enhanced HF propagation analysis and ionospheric modelling tools
Controlled By: USSF, AFRL/RVFC CUI Category: CTI
DISTRIBUTION STATEMENT D
POC: LUCAS REIGELSPERGER,
lucas.reigelsperger@spaceforce.mil
DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S.
DoD contractors only (Controlled Technical Information, 12/4/2025). Other requests for this document shall be referred to AFRL/RVFC.
A. Assess HF propagation from space environment drivers using remote sensing data sources and investigate, evaluate, and join them for more efficient characterization of said drivers. These assessments should aid the development of existing technologies like High Frequency – Propagation Observation Evaluation Toolkit (HF-POET).
B. Support research and development related to space environment characterization and general ionospheric physics.
C. Create and develop operational decision aid, indications, warnings and exploitation tools supporting ionospheric propagation for radio waves, such as from an OTHR.
Task 4: Conduct model and tool verification and validation
A. Enhance, verify, and validate indications and warnings, real-time ionospheric modeling and other developed systems.
B. Conduct qualitative and quantitative V&V of models, tools, decision aids and indications and warnings tools related to the ionospheric and thermospheric environment.
C. Develop techniques to simulate failure of models and tools and develop solutions to error modes for the same.
Task 5: Integration and transition activities
A. Contractor will need to interface with the partner agencies such as the Military Applications and Space Environment (MASE) program office to facilitate the transition of technologies and updating of software as necessary.
B. Develop, improve, sustain, and support residual operations of models, prediction tools, and space environment specifications.
