About this file

This document contains questions and answers regarding a solicitation for the MJOLNIR Closed One-Step Call issued under the Directed Energy Technology Experimentation Research (DETER) Advanced Research Announcement (FA9451-21-S-0001 Call 0006). The Air Force Research Laboratory is seeking to procure a near-production representative counter-unmanned aerial system prototype to perform at levels equal to or greater than their existing Tactical High-Power Microwave Operational Responder system. The estimated funding is intended to cover the full two-year technical effort. Key dates include proposals due by 12:00 p.m. on September 13, 2021, and critical design review scheduled for nine months after contract award. The Forward Area Air Defense Command and Control software suite will be provided by the government for use during performance.

FA9451-21-S-0001 Call 0006

17 August 2021

Question: 1

Call Page Number: 3 of 21 Section: III.C.

The estimated funding listed in the table covers two years of effort. Will additional funding be made available to cover field testing, the final verification and validation testing, and the configuration audits scheduled in Statement of Work (SOW) paragraph 9.0?

Government Response: The estimated funding profile presented on page 3 of the solicitation is intended to be sufficient to cover the full technical effort. Research, Development, Test and Evaluation (RDT&E) funds have a two year obligation period and remain available for disbursement for five years.

Question: 2

Call Page Number: Att 1, 7 of 12 and Att 3, 11 of 25 Section: SOW 9.0 and CDRL A010

Please resolve the following discrepancy for the expected completion of the Critical Design Review: SOW states “DOA+10 months;” CDRL A010 states Design Review Information Package=“9 months after the contract award date.”

Government Response: Critical Design Review (CDR) is expected 9 months after contract award as indicated in CDRL A010. Attachment 1, Statement of Work (SOW), Paragraph 9 is amended to align with the CDRL A010, CDR event as follows:

Critical Design Review: DOA + 09 10 Months

Question: 3

Call Page Number: Att 3, 2 of 25 Section: CDRL A001

CDRL Item A001, Integrated Program Management Data and Analysis, has the following statement in the Remarks section: “Contractor shall not perform Cost Variance tasks (2.5.3.2) if total program overrun is determined to be less than $200,000.00.” We recommend substituting this statement to clarify the requirement:

“The Contractor shall perform Cost Variance tasks (2.5.3.2) if total program level cost variance projected to completion exceeds $200,000.00. ”

Government Response: The Government agrees with the proposed clarifying language. CDRL A001, Block 16 Remarks for Block 14 second paragraph is amended as follows:

Contractor shall perform all cost analysis to the Level 3 of the CWBS Contractor shall not perform Cost Variance tasks (2.5.3.2) if total program overrun is determined to be less than $200,000.00.

The Contractor shall perform Cost Variance tasks (2.5.3.2) if total program level cost variance projected to completion exceeds $200,000.00.

Contractor shall not submit reports to the OUSD based website referenced in the DID (1.5) This deliverable concludes with the delivery of the system, estimated at 21mo after contract award as outlined in Section 3.5 of the SOW.

Question: 4

Call Page Number: 6 of 21 and Att 1, 2 of 12 Section: IV.E. and SOW 3.1.7

IV.E. states “GFP is not anticipated. Any requests for GFP items required to perform the proposed effort must be separately identified in the Offeror’s proposal. The terms and conditions regarding the GFP, if any, will be negotiated and otherwise established in accordance with all applicable statutes, rules, regulations, and DoD/Air Force mandatory policies.” However, SOW 3.1.7 Integration states “The contractor shall integrate EO/IR and radar sensor systems and supporting software with the prototype to control the weapon. This includes using the Forward Area Air Defense Command and Control (FAAD C2) battle management architecture government-owned software suite. This includes providing health and status information back to the FAAD architecture for weapon availability (CDRL A010, A011).”

Will the government provide the FAAD C2 software to the contractor, and will there be a cost assessed to the contractor for its use during the performance of the contract?

Government Response: Forward Area Air Defense Command and Control (FAAD C2) battle management architecture is a government-owned software suite that will be provided to the contractor for use during performance. AFRL anticipates a government laptop with the FAAD C2 software will be made available to support the field test sequences. The FAAD interface control documents will be provided as Government Furnished Information.

This laptop will not be provided as government furnished property. No cost to the contractor is associated with its use.

Question: 5

Call Page Number: 17 of 21 Section: VII.G.8.

Resumes are required for key personnel, consultants or subcontractors. Are we correct to assume that resumes are required only for consultants and subcontractor personnel if they are key personnel?

Government Response: That is correct, resumes are only required for those identified as key personnel (prime, consultant or subcontractor).
