Question Answer
Who is the incumbent contractor? The incumbent is MCH Corporation.
Can you provide the existing contract number? The current contract number is FA9401-14-C-0003.
What is the period of performance and dollar value of the current contract?
The period of performance for the current contract is 1 Jan 2014 - 30 Jun 2018. The dollar amount for the current contract is approximately $4M.
Are there any changes in the level of support or service between the existing contract and the re-compete? If so, what are the changes?
Offerors should only consider the Government's requirements as reflected in the Performance Work Statement (PWS) dated 20 Mar 18 when developing their proposal.
Does the subject solicitation require an existing Secret Security Clearance? No. Please refer to section 1.2.3 in FAR 52.212-1 and addendum (Attachment 4).
Would you sponsor the Facilities Clearance for the winning Offeror or do you require that winning Offeror possess facilities clearance at the time of award?
Offerors are not required to have facility clearance at time of contract award. The Government will sponsor the winning offeror for facility clearance after award.
Will the Government consider changing this to full and open to increase competition of qualified vendors?
No. The 8(a) set aside was determined by market research.
Is the Government requesting past performance information from Offerors? May Offerors with relevant federal contracts but without completed PPIRS/ CPARS reviews present verifiable past performance references in their responses as part of Factor 2 evaluation?
The Government is not requesting past performance information from offerors.
Offerors may not submit past performance references for evaluation under Factor 2.
May Offerors submit responses via email?
Emailed proposals will not be accepted. Please refer to section 3.2 of the FAR 52.212-1 addendum (Attachment 4) for proposal mailing instructions.
Is the Government seeking one resume per Key Personnel position or should Offerors present resumes for all key personnel that comprise their staffing approach?
Section 5.3 FAR 52.212-1 addendum states that a nameless resume is required for each key personnel position. Offerors must submit documentation to substantiate and validate the qualifications of the key personnel identified and outlined in Table 5.3.
Attachment 4 (Section L), Section 5.4 instructs Offerors to "include a narrative description of the technical approach or methods the offeror will employ to accomplish contractual tasks and projects, and describe the staffing required for proper accomplishment of each contractual task by skill type, skill level, number of personnel to ensure full continuity of mission support and contract performance 30 days after contract award." However, evaluation criteria in Attachment 5 (Section M), Section 3.2.2 does not reference a technical narrative. Will the substance of the technical narrative be evaluated/ scored?
The narrative description of the technical approach is one part of the overall program management approach. The Government will assess the quality and extent of the offeror’s entire program management approach as it relates to the PWS sections 3.1.1, 3.1.2, 3.1.4, and 3.1.6.
Please provide workload estimates for the Archivist position.
There is estimated to be enough work for 1 FTE Archivist for each year of the contract. An FTE is defined as 40-hour work week.

May Offerors please use 10 point font in tables and exhibits? Yes.
If Offerors are registered on SAM.GOV, are any additional reps and certs required with proposal submission?
Please review the solicitation provisions in the SF 1449 for any representations that are not included in the online SAM Representations and Certifications. Any Representation that is not already on the SAM website needs to be submitted with the offeror's proposal.
May Offerors present an annual financial statement for Calendar Year 2016 as it's latest available financial statement?
Yes, if that is the most recent financial statement that is available.
With the change in scope from the incumbent contract, is the new staffing level to commence on June 1, 2018 as part of the transition period? Or should the new staffing level commence on July 1, 2018 after the transition period?
The incumbent contractor will continue performance through the end of the transition period. The staffing levels during the transition period is left to the winning offeror's discretion.
On page 22 of the RFP, FAR 52.222-17, Nondisplacement of Qualified Workers, is cited. Because length of time on the job/seniority affects both pay rate and amount of vacation time, can you please provide the number of incumbent workers currently in each labor category who have first right of refusal for these jobs, along with the seniority level of each? e.g., “Of the Library Technicians, Quantity X have 2 years on the job, Quantity Y have 5 years on the job, Quantity Z have 10 years on the job…”
This information will not be provided because it is proprietary to the incumbent. It is the offeror's responsibility to identify the labor categories and skill mix they determine appropriate to meet the contract requirements.
FAR 52.237-01 SITE VISIT is mentioned on page 35. Does your command plan to hold a site visit prior to the proposal deadline?
No site visits are currently planned.
What types of materials constitute the group “Other” for which there were 441,826 non-book items circulated?
These items are digital materials such as technical reports, documents, articles, e-books, and some audio-visual materials.
PWS Para. 3.3.4 refers to a “government librarian” and para. 3.3.7.1 refers to a “Government Technical Librarian”. Are these the same individual/labor category?
This is one person and it is a filled by a federal government employee. This is not a contractor position.
Do any personnel on this contract need to travel for any reason e.g., off-site required annual training, attendance at library related conferences, etc.? If yes, what type of travel is expected and at what frequency, based on historic average data from the last three years?
Contractor travel is not required for this contract.
Is it correct to assume that overtime is not required for the performance of this contract and therefore is not authorized under this contract?
Overtime is not required or authorized under this contract.
