Laser Advancements for Next-generation Compact Environments (LANCE) Broad Agency Announcement (BAA)
FA9451-17-S-0008
Questions and Answers 24 January 2017
Q: Is there an opportunity to mount the high energy laser (HEL) output directly to the beam control subsystem (BCS) to mitigate rigid body motion between the two separately isolated subsystems?
A: Offerors are free to propose this solution and include concept of implementation based on the BCS information available in the LANCE Bidder’s Library.
Q: Does the HEL output beam jitter performance objective include any HEL output beam jitter error rejection from a fast steering mirror (FSM) inside the BCS?
A: No
Q: Can that FSM error rejection curve be provided?
A: No
Q: Is the HEL output beam jitter performance objective measured against the root mean squared (RMS) or peak value?
A: Peak
Q: Is the objective specified for each axis or radial? Relative to what datum is the HEL output beam jitter measured?
A: Radial from the principle axis of the laser output and measured from the laser output interface. Coordinates other than the radial will be similar to ISO 11670 (2003).
Q: The Cost Proposal Instructions, Page 2, Para 2. A. (2) (c) state: "If the subcontract exceeds the TINA threshold and no exception applies, the cost analysis should include, but not be limited to, an analysis of: materials, labor, travel, other direct costs and proposed profit or fee rates." Since this is a competitive acquisition, are offerors required to conduct a cost analysis on subs exceeding TINA?
A: Although competition is anticipated at the prime level, Adequate Price Competition (APC) may not be applicable at the subcontract level. If APC is not applicable and the subcontract exceeds the Truth in Negotiations Act (TINA) threshold, the subcontractor must submit certified cost and pricing data (to the prime), if no exception applies. The prime is required to provide a cost/price analysis of all subcontracts and any exceptions to TINA can be addressed in that analysis.
Q: Should the response to the Briefing for Industry (BFI) question on “the balance between innovative technology risk for LANCE versus long term technology reward,” be taken to mean the Government wants a low risk laser solution?
A: The Government is interested in all technical approaches that can meet the objectives of the effort.
Q: Is Predictive Avoidance (PA) part of the LANCE BAA?
A: No, PA is not part of the LANCE BAA.
