About this file
This is a Questions and Answers document for a federal contract solicitation titled "Air Compressor and Maintenance Plan." The document addresses 19 inquiries submitted by potential offerors regarding the project requirements, specifications, and site conditions.
The project involves the replacement of a water-cooled air compressor in Hangar 1001 at Kirtland Air Force Base with an air-cooled unit capable of delivering 170 ACFM at the base's altitude. The new compressor(s) must maintain a 95% operational uptime rate and the contractor is responsible for both corrective and preventive maintenance of all equipment listed in Appendix A, including oil separators and desiccant dryers. Contractors must include all necessary rigging, offloading, and material-handling equipment in their proposals, as they are prohibited from operating government-owned equipment. The government will provide escorts in the restricted-access installation area. Pricing must cover both repair and preventive maintenance services, with preventive maintenance plans addressing quarterly or bi-annual service visits. The contractor may propose either individual compressors with integrated air dryers or a single centralized dryer servicing both units. Obsolete equipment with unavailable replacement elements may be substituted upon prior approval and quotation. No second site visit will be permitted, and no engineering services are required beyond standard trade practices. The compressor controller will not be connected to any government network. Work may commence immediately upon award execution, and long-lead items may be ordered at that time.

Project Title: Air Compressor and Maintenance Plan Contracting Officer: Anna Hartkopp / Contract Specialist: Karen Camacho Organization: 377 MSG/PKB Solicitation# FA940126Q0129
Offerors Consolidated Questions Answers 1 Facility numbers on Appendix A See the Appendix A updated posting
What size is the portable compressor currently suppling building 1001 and is it an adequate supply for continuous operations?
Hangar 1001's existing water-cooled air compressor met facility demands prior to its failure; however, due to its water-chilled configuration, it is incompatible with future requirements and must be replaced with an air-cooled air compressor.
3 Can you provide the horsepower for each compressor in appendix A?
Please use the make, model and serial number information from Appendix A to find each compressor horsepower if needed.
4 Is there any existing drawings for the existing equipment that we're trying to replace?
We do not have any historical engineering drawings of the equipment being replaced.
Are we looking to include replacement of the pipe and if so, how much of the pipe are you looking to get replaced?
We are not replacing the building's overall piping at this time. If general piping needs to be replaced or altered in the future, no action can be taken without coordination with the contracting officer. However, all piping work required to remove the old compressor and install the new configuration must be included as part of the Hangar 1001 air compressor replacement project.
lifting equipment will be required, Is there any limitations to the equipment we can bring into the area where we will be reaching and replacing the compressors?
There are no limitations on the machinery brought into the work area, as long as it physically fits inside Hangar 1001
7 Will you require any engineering from us?
No engineering services are required. This effort is strictly for the physical replacement and maintenance of the air compressor systems. Any future alterations will be basic in nature and executable within standard trade practices, without requiring specialized engineering or design services
Most of the equipment that require service does not have clear records of when they were serviced last, based on my observations some of these units require not only preventive service but also repairs, in the quote, would you like to see pricing for both repairs and preventive service?
Yes, the contractor will be responsible for both corrective and preventive maintenance for all air compressors to maintain a 95% operational uptime rate. All equipment troubleshooting will be performed post-award.
if possible to get a deadline date for this project ? (replacement compressor lead times)
After award is executed, contractors can immedietly begin working on the project. At that time any lond lead item orders can be placed noticed that some of the filters you were looking to have service done for our way too old, based on my experience for some of them, we won't find an element that fits, will you be open to have new filters quote for the filters that we cannot find a maintenance kit for?
Yes. If any existing filter housing or equipment is determined to be obsolete and replacement elements are completely unavailable, we will seek to replace the obsolete equipment. Any such replacements must be quoted and approved beforehand.
we do offer customer service agreements Which are proactive Maintenance plans or we propose 2 to 4 visits per year where we call you to let you know you're due for service and our technician shows up to your door with parts in hand To service equipment, will you be interested in seeing this type of service plan?
Yes, we are interested in preventive maintenance plans for all existing air compressors. However, the contractor must fully satisfy all requirements outlined in the PWS, to include both equipment replacements and corrective maintenance
12 Does the possibility of a second walk-through exist our contractors?
Because of the complex nature of the site, and time constraint the government cannot accommodate a second site visit. You are encouraged to submit a quote based off the solicitation documents provided and the answers to these questions.
The specification states that each air compressor must provide 170 CFM. Please confirm whether this requirement is SCFM or ACFM, and whether the capacity is based on sea-level output or delivered capacity at Kirtland AFB.
The flow rate requirement is 170 ACFM at Kirtland AFB’s altitude.
Please confirm whether separate refrigerated air dryers are acceptable instead of integrated dryers, and whether the system should include one dryer per compressor or one dryer sized for both compressors.
Separate configurations are acceptable. We will accept either individual air compressors with integrated air dryers, or a single, centralized air dryer that services both compressor units.
Is there a forklift or any material-handling equipment available on site for contractor use, or should the vendor include all rigging/offloading equipment in their quote?
Contractors are strictly prohibited from operating government-owned equipment. The contractor must include all necessary rigging, offloading, and material-handling equipment in their proposal.
Is the installation area open and easily accessible, or are there any access limitations such as narrow doors, stairs, low clearance, restricted loading areas, or special base access requirements?
The installation area is open and easily accessible, though the contractor will require a forklift to remove the legacy unit and install the new air compressor. The installation site is located within a restricted area; the government will provide necessary escorts for the duration of the work
Are any site photos, layout drawings, or equipment-room photos available for vendor review?
Contractors were encouraged to participate in the site to acquire any site photos needed. We do not have any historical engineering drawings of the equipment being replaced.
Should the quarterly service quote cover only the new replacement equipment, or all compressors, oil separators, and desiccant dryers listed in the equipment list?
The preventive maintenance program must cover all equipment detailed in Appendix A, to include the new replacement equipment.
For the controller communications/integration requirement, what current communication protocol is being used, such as Modbus, BACnet, Ethernet, or another system?
The compressor controller will not be connected to any government network. If the communication or integration feature requires a network connection to function, we will proceed without utilizing the controller communication capability.
