Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue. (2) The Offeror shall submit with its offer the IRS Form W-14. If the IRS Form W-14 is not submitted with the offer, exemptions will not be applied to any resulting contract and the Government will withhold a full 2 percent of each payment.
(f) If the Offeror selects "is" in paragraph (d)(1) and "partial or no exemption" in paragraph (d)(2) of this provision, the Offeror will be subject to withholding in accordance with the clause at FAR 52.229-12, Tax on Certain Foreign Procurements, in any resulting contract.
(g) A taxpayer may, for a fee, seek advice from the IRS as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. A revenue ruling is the conclusion of the IRS on how the law is applied to a specific set of facts. For questions relating to the interpretation of the IRS regulations go to https://www.irs.gov/help/tax-law-questions.

(2) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-

Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Evaluation Factors for Award Evaluation Criteria
I. Basis for Award: The Government will conduct a review of all quotes received in the designated time frame. Quotes received outside of the time frame will not be evaluated. The offeror's quote will be evaluated for award purposes in a rack and stack method based on total price, in order from the lowest to highest total price. The price will be evaluated based on the lowest price technically acceptable. Adequate price competition will satisfy the criteria of price reasonableness, but other methods include, but not limited to, historical prices paid and comparison to the Independent Government Estimate (IGE).
II. Quotes will be evaluated based on the factors described below:
A. Price: For award purposes, the Total Evaluated Price (TEP) is the total price proposed. Prices will be evaluated for reasonableness. Prices which are excessively high or low may be considered unreasonable and may receive no further consideration. Price will be evaluated based on Lowest Price Technically Acceptable.
B. Technical: Technical acceptability will be evaluated based upon the capability to perform work IAW the attached Performance Work Statement (PWS). Quotes shall include capability statements that will undergo evaluation based on their technical capabilities in alignment with the Performance Work Statement (PWS). Each quote will be assigned either an acceptable or unacceptable evaluation. An acceptable evaluation is achieved by meeting the minimum technical requirements for this solicitation, while those failing to do so receive an unacceptable evaluation. Quotes who fail to receive an acceptable technical evaluation, will have their entire quote deemed as not technically acceptable.
III. Past Performance: Offerors will be evaluated using SAM.gov. Offerors with derogatory information such as but not limited to, termination, will be deemed unacceptable.
ASSUMPTIONS, CONDITIONS & EXCEPTIONS
NOTE: Any exception to the RFQ may render a quote unacceptable.
If your company takes exception to any of the requirements of the PWS or terms/conditions of this contract, they must be clearly identified in your quote. These will be reviewed for potential impact on your ability to successfully meet the Government's requirements. Any assumptions, conditions or exceptions which may negatively impact performance of this requirement could render the quote ineligible for award.
