About this file
This document is a Solicitation Questions and Answers (Q&A) for RFQ FA940126Q0021 regarding maintenance and repair services for Nasatka active vehicle barrier systems at military gate locations.
The solicitation covers preventative maintenance (PM), routine and emergency call services, and corrective repairs for crash-rated active vehicle barriers. Key service requirements include: monthly PM scheduled during non-peak traffic hours (any day of the week acceptable; specific non-peak windows vary by gate location—0900-1200 general, after 0900 hours for Wyoming Gate, after 1100 hours for Maxwell Gate); emergency response within 1 hour via phone with 6-hour on-site response time; PMI (Preventative Maintenance Inspection) to be conducted prior to first scheduled PM service; and testing for compliance with product specifications per UFGS 34.75.13.13. Replacement parts identified during PM for corrective repairs require separate government approval via "Over and Above Work" modifications. The previous contractor was Global Grab under Contract #FA940123P0026 at $28,480 annually; the last PM was conducted April 24, 2026, and last corrective maintenance on February 25, 2025. Routine and emergency service CLINs will be added in an amended solicitation with fixed hour limits for vendor bidding. Support from NetCentric (contracted base maintenance provider handling civil engineering) will be provided at no cost; subcontracted electrical services for corrective repairs are compensable through Over and Above work modifications. Personnel must be qualified for Nasatka Barrier Systems. The project is not tax-exempt; applicable federal and state taxes will apply. Missing documents (Attachment 1 equipment list and UFGS 34.75.13.13 specification) will be provided in an amended solicitation.

If the intent is to have technician arrive onsite within two (2) hours of initial call, Vendor recommends, based upon long experience with AVB maintenance and repair contracts, to extend the onsite response time to at least four (4) hours and up to six (6) hours.
