Question Answer
I saw in the notice and Solicitation document that offers due date and performance period are the same March 1, 2024. Can you confirm the correct dates?
The period of performance for the effort will be adjusted depending on the length of the source selection process and award date.
Can the government please clarify on how providing a signed LOI for key personnel impacts the evaluation criteria other than to favor the incumbent based solely on name recognition of personnel?
The RFP has been amended to remove LOI requirement.
Will the Government please delete (2) as competition is expected and not appropriate for inclusion into the initial Fixed Price Offer when competition is expected?
In the unlikely event of competition not achieved / only one Offer received, the
Government should add to this solicitation DFAR provision 252.215‐7008 Only
One Offer. And after Offerors' initial price proposal, if competition was not present, invoke 252.215‐7008, which would also allow cost or pricing data to be submitted, including the results of subcontractor cost / pricing.
The RFP has been amended to remove this requirement.
Will the Government please delete 6.13 in its entirety?
There should be no supporting documentation provided by any Offeror in its initial Fixed Price Offer when competition is expected. Recommend the
Government add DFARS provision 252.215‐7008 Only One Offer. Should competition not exist at the prime level after initial price submission, the
Government can call for supporting documentation / cost or pricing data afterwars.
Attch 16, 6.13 states that offerors may submit data that they consider to be essential to support their price position. This is not a requirement. The offeror is not required to submit any additional data if the offeror does not require it to support their pricing.
1. In regards to the CBA covered Labor Categories, is it the Government’s intent for the Offerors to bid the wage rates and H&W included in the CBA in support of this effort, or can the Offerors bid the applicable wage rates and H&W of the provided Wage Determination in support of these labor categories?
2. If it is the Government’s intent for the Offerors to bid the wage rates and
H&W included in the CBA, is it also the Government’s intent for the Offeror to bid the wage rates and H&W as outlined in the CBA, which includes increased rates effective on 4/1/24 and 4/1/25? Additionally, is it the Government’s intent for the rates to be flatlined using the 4/1/25 rates, throughout the remainder of the PoP?
3. If it is not the Government’s intent for the Offerors to bid the wage rates and
H&W included in the CBA, does the Government intend for the Offeror to escalate the applicable Wage Determination rates in the Contract out years?
Please refer to FAR 22.1002‐3.
Instructions in 2.1.2 say 12 point TNR text includes tables, charts, graphs, and figures. In 2.1.4, the instructions state that text in tables, charts, etc. shall be no smaller than 10 point font. Will the Government clarify the font size requirements?
