If the gate wait time at the Contractor Gate (off Gibson Blvd, west of the Carlisle Gate) exceeds 1 to 2 hrs, which is not uncommon, will the Government allow the contractor to submit an REA?

If not, can the contractor use another gate that doesn't have such extensive wait times?

This will be a firm‐fixed price contract. Per FAR 16.201‐1, "A firm‐fixed‐price contract provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract. This contract type places upon the contractor maximum risk and full responsibility for all costs and resulting profit or loss. It provides maximum incentive for the contractor to control costs and perform effectively and imposes a minimum administrative burden upon the contracting parties."

Information about gate wait times, based on recent data, is disclosed in Part C ‐ Requirement Information , Section 4 ‐ Other Information of the Combined Synopsis/Solicitation Document. Vendors should also reference paragraphs 1.1.5 and 4.4 of the PWS (Attachment 1) for further information about gates wait times. Vendors should use their best business judgement to account for this in their firm‐fixed price.

Commercial vehicles are required to use the contractor gate off Gibson Boulevard. This is a requirement of Kirtland AFB Security Forces, and there is no alternative at this time.
