“The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.”
ADDENDA TO 52.212-1, OFFER PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of the offer, the Offeror shall follow the instructions contained herein. The offer must be complete, self-sufficient, and respond directly to the requirements of this combined synopsis/solicitation. Offeror’s offer shall consist of a cover letter and three (3) separate parts: Part I – Technical, Part II - Price, and Part III – Past Performance. The Cover Letter shall include the following: Small Business Status/Categories, as appropriate; Offeror point of contact with email, phone and facsimile number; Cage Code & DUNS number; a statement that the Offeror understands the requirements specified in the PWS and will meet the performance standards and requirements therein; and a statement that the Offeror does or does not take exception to any of the requirements of the Performance Work Statement (PWS) or terms/conditions of the resulting contract. The Offeror shall confine submissions to essential matters sufficient to define the proposal and provide adequate basis for evaluation.
B. Page Limitation: If the page limits are exceeded, the pages in excess of the limit will be removed and not evaluated. The Government will not accept any changes to the Contractor’s proposal after the closing date of the combined synopsis/solicitation. Page limitations are as follows:
Part and Page Limitation
Part Page Limit
I. Technical (to include all subfactors) 40 pages*
II. Price No page limitation
III. Past Performance 15 pages
*The following items do not count against the 40 page limitation for Part 1, Technical: Title Pages; Table of Contents; Glossaries; Cross Reference Matrix, and Resumes.
C. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists, no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, Offerors may be required to submit cost data to the extent necessary for the contracting officer to determine whether the price is reasonable, affordable, and balanced.
D. General Instructions:
Interested parties capable of providing the specified services must submit a written offer via e-mail to the Points of Contact following the instructions provided in the combined synopsis/solicitation document.
The Offeror shall submit the offer using a word processing and spreadsheet program compatible with Microsoft ® Word 2010 ® and Microsoft ® Excel 2010 ®. PDF is Adobe ® Portable Document Format. Do not send as an executable, .exe, or .zip file. E-mail size shall not exceed five (5) megabytes. Any corrupted file or media containing a virus could result in the offer not being considered for award.
Offeror font type shall be limited to Arial, Courier or Times New Roman equal or larger than 12 font size. Graphics, photos, and charts may use color; however, Offerors are cautioned to use colors that are legible if printed in black and white. Font size in tables, graphs, and charts is at the discretion of the Offeror; however, information must be legible even when printed. Margins shall be at least 1 inch on the top and bottom and 3/4 inch on the side. The Offeror shall number each page in order to eliminate any confusion. In the event Offeror creates an ambiguity in their numbering of pages, the Government may exercise its own discretion in counting pages.
The Offeror’s offer shall include all data and information requested and shall be submitted in accordance with these instructions. Failure to submit offers as outlined herein may render an offer ineligible for award.
The offer shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements.
Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror’s proposal. The Offeror’s proposal must convey to the Government that the Offeror is capable; possesses sufficient technical expertise and experience; possesses sufficient resources; and is able to plan, organize, and use those resources in a coordinated and timely fashion such that technical requirements will be achieved.

ADDENDUM TO 52.212-2 -- EVALUATION -- COMMERCIAL ITEMS
(JAN 1999) (IAW 12.602(a))
THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE
PHYSICALLY REMOVED FROM ANY RESULTANT AWARD, BUT WILL BE DEEMED
INCORPORATED BY REFERENCE.
1. BASIS FOR CONTRACT AWARD: This is a Lowest Price Technically Acceptable (LPTA) with Acceptable Past Performance source selection conducted in accordance with Federal Acquisition Regulation (FAR) 12.6 in conjunction with FAR 13.1 and FAR 15 negotiation procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, Appendix A, 04 March 2011 and Air Force Mandatory Procedures 5315.3 04 May 2011. These regulations are available electronically at the Air Force (AF) FARSite, http://farsite.hill.af.mil. The Government will select the proposal with the lowest evaluated price from among those meeting the acceptability standards for non-price factors. A contract may be awarded to the offeror who is deemed responsible in accordance with FAR Part 9.1, as supplemented, whose offer conforms to the combined synopsis/solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by 52.212-1 of this combined synopsis/solicitation) and is judged, based on the evaluation factors and subfactors, to represent the lowest price technically acceptable proposal with acceptable past performance. While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.
The Government will award a single contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be on an “all or none” basis.
Offerors are put on notice that:
(1) The non-price factors will be evaluated on an “acceptable/unacceptable” basis
(2) The non-price factors are evaluated for acceptability and NOT ranked.
(3) Offers are NOT compared to each other.
(4) Tradeoffs are NOT permitted.
(5) The Offerors must provide all required information or the offer may not be considered.
2. It is the Government’s intention to award without discussions. Offerors are encouraged to present their best technical proposal and prices in their initial proposal submission. However, should discussions become necessary, the Government reserves the right to enter into discussions. If this occurs, a competitive range may be determined and Offerors notified accordingly.
3. REQUIREMENTS, TERMS AND CONDITIONS: Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.
4. EVALUATION FACTORS:
a. Evaluation Factors and Subfactors The following evaluation factors and subfactors will be used to evaluate each proposal. The Government will evaluate proposals for acceptability, but will not rank the proposals by the non-price factors or subfactors.
Factor 1: Technical
Subfactor 1: Technical Approach Subfactor 2: Key Personnel Subfactor 3: Management Plan Subfactor 4: Quality Control Plan Subfactor 5: Transition Plan
Factor 2: Past Performance
Factor 3: Price
b. Technical Factor The Government’s technical evaluation team shall evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, unawardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
The proposals shall be evaluated against the following technical subfactors:
TABLE 1 - TECHNICAL RATINGS
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.

This requirement is met when the Offeror submits a Transition Plan which clearly and adequately demonstrates it understands the requirements of PWS paragraph 4.2, demonstrating its ability to conduct a smooth transition from the previous contractor.
c. Past Performance Factor
The Offeror shall provide a detailed description of three (3) prime offeror and three (3) joint venture partner efforts similar in scope, magnitude and complexity to the requirements as outlined in the PWS. To be considered recent, the relevant past performance must have been performed in the last three (3) years from the date of issuance of this combined synopsis/solicitation. The Offeror must also identify whether their role in the project was as prime or subcontractor and the extent of support provided. The Past Performance evaluation will be accomplished by reviewing aspects of the Offeror’s recent and relevant past performance, focusing on and targeting performance which is relevant in terms of scope, complexity, and magnitude as it directly relates to the work being procured under this solicitation.
Evaluation Process. The Past Performance evaluation considers each Offeror’s demonstrated recent and relevant record of performance in supplying products and services that meet the solicitation requirements. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the Offeror’s Past Performance proposal and information obtained from other sources available to the Government, to include, but not limited to: the Past Performance Information Retrieval System (PPIRS); Federal Awardee Performance and Integrity Information System (FAPIIS); Electronic Subcontract Reporting System (eSRS), or other databases; and interviews/questionnaires with Program Managers, Contracting Officers and Fee Determining Officials, the Defense Contract Management Agency (DCMA), and commercial sources. Past performance will be evaluated based on the following:
a. Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of this combined synopsis/solicitation. Past performance information that fails this condition will not be evaluated.
b. Relevancy Assessment. The Government will conduct an evaluation of all recent performance information obtained to determine whether the products provided/services performed under those contracts relate to the Technical factor and Price factor. For each recent past performance citation reviewed, the relevance of the work performed will generally be assessed for the Technical factor and Price factor (however, all aspects of performance that relate to this acquisition may be considered). A relevancy determination of the Offeror’s past performance will be made based upon the aforementioned considerations, including joint venture partner(s) and major and critical subcontractor(s). In determining the relevancy of effort performed under individual past performance contracts, the Government will only consider the specific effort or portion consistent with that proposed by the prime, subcontractor or teaming partner. Attachment 5 Relevant Contract Reference Sheet(s) and information obtained from other sources will be used to establish the relevancy of past performance. The Government will use the following relevancy definitions when assessing recent, relevant contracts:
TABLE 2 – PAST PERFORMANCE RELEVANCY RATINGS
Rating Definition
RELEVANT Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
NOT RELEVANT Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
TABLE 3- PAST PERFORMANCE EVALUATION RATINGS
Rating Description
Acceptable Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown. (See note below.)
Unacceptable Based on the Offeror’s performance record, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.
Note: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/15.htm
d. Price Factor
Offerors whose price is determined to be reasonable and balanced may be considered for award.
(1) The Offeror’s Price proposal will be evaluated for award purposes, based upon the total price proposed for basic requirements (basic award) and all options. Evaluation of options shall not obligate the Government to exercise such options.
(2) Reasonable: The Offeror’s Price will be evaluated to ensure it is fair and reasonable, pursuant to FAR 15.404. For additional information see FAR 31.201-3.
(3) Balanced: The Government will analyze Offers to determine whether they are balanced with respect to prices and separately priced line items in accordance with FAR 15.404-
1. An offer may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
(4) Total Compensation Plan for Professional Employees. The Government will evaluate the Offeror’s total compensation plan for professional employees to assure that it reflects a sound management approach and understanding of the contract requirements. The professional compensation proposed will be considered in terms of its impact upon recruiting and retention, its realism, and its consistency with a total plan for compensation. The compensation levels proposed should reflect a clear understanding of work to be performed and should indicate the capability of the proposed compensation structure to obtain and keep suitably qualified personnel to meet mission objectives. Professional compensation that is unrealistically low or not in reasonable relationship to the various job categories, since it may impair the Contractor’s ability to attract and retain competent professional service employees, may be viewed as evidence of failure to comprehend the complexity of the contract requirements. Plans indicating unrealistically low professional employee compensation may be assessed adversely as one of the factors considered in making an award.
