About this file

This is a Questions and Answers document for federal RFQ FA930226Q0096 regarding a Spectrum Analyzer procurement. The document clarifies technical specifications and requirements based on vendor inquiries during the solicitation period.

Key technical requirements specified include: instantaneous bandwidth of 150MHz–1.5GHz and analysis bandwidth of 150MHz–1.5GHz as two separate parameters; 100% probability of intercept with minimum signal duration of 4 microseconds at a 40MHz span for real-time spectrum analysis; minimum 200 million samples I&Q memory length for data recording; and DANL requirements of minimum -164 dBm/Hz at 1GHz with preamplifier ON, minimum -148 dBm/Hz with preamplifier OFF, and minimum -149 dBm/Hz with no preamplifier installed. Additional RF performance specifications include a signal-to-noise ratio minimum of 140 dBc/Hz dynamic range. The spectrum analyzer must have an installed WXGA resolution display screen and minimum HDMI output capability for external displays, with HDMI and Display port outputs desired. The RFQ is identified as a follow-up to a prior market survey (F1S0AX6168A002) released on July 20, 2026. The document indicates that additional RF performance parameters regarding TOI and phase noise are detailed in RFQ attachments, and specifies that no minimum requirements exist for streaming bandwidth, recording duration, or storage capacity.

Questions and Answers

FA930226Q0096 - Spectrum Analyzer

1. RFQ Alignment: Is this a follow-up RFQ to the market survey (F1S0AX6168A002) released on 7/20/2026, which specified a minimum 200MHz max analysis bandwidth?

a. Yes, it does look like this is a follow-up RFQ to the market survey. All requirements are specified within the requirements documents.

2. Bandwidth Clarification: Regarding Attachment 2, the "Instantaneous/analysis bandwidth" is listed as 150MHz – 1.5GHz. Could you please confirm if this implies two requirements: an instantaneous (real-time) bandwidth of 150MHz and an analysis bandwidth of 1.5GHz? We specify these as two different parameters.

a. They are specified as two parameters: Instantaneous bandwidth: 150MHz –

1.5GHz. Analysis bandwidth: 150MHz – 1.5GHz.

3. Real time spectrum analysis: Is there a specific Probability of Intercept (POI) requirement for the real-time measurements?

a. Yes, 100% probability intercept with minimum signal duration of 4us at a span of 40MHz.

4. Recording of I&Q data: Is there a specific record length requirement for the I&Q data capture?

a. Minimum 200 Million Samples I&Q memory length.

5. Additional Specs: Are there other critical technical requirements we should be aware of, such as Displayed Average Noise Level (DANL), phase noise and level accuracy?

a. Please refer to the RF performance parameters detailed in the RFQ attachments.

6. For the IQ recording and streaming requirement, is there a minimum required streaming bandwidth, recording duration, or storage capacity requirement?

a. There are no minimum requirements specified for streaming band with, recording duration, or storage capacity in the RFQ.

7. Is there a separate minimum requirement for the Real-Time Spectrum Analysis Band width?

a. Please refer to the bandwidth requirements as specified in the RFQ attachments.

8. Can you provide any required RF performance parameters such as:

a. DANL:

i. Minimum -164 dBm/Hz at 1GHz with installed preamplifier ON.

ii. Minimum –148 dBm/Hz at 1GHz with installed preamplifier OFF.

iii. Minimum -149 dBm/Hz at 1GHz with no preamplifier installed.

b. TOI:

i. All required RF performance parameters are detailed in the attachments of the RFQ.

c. Dynamic Range:

i. Signal to Noise Ratio minimum 140 dBc/Hz.

d. Phase Noise

i. All required RF performance parameters are detailed in the RFQ.

9. Regarding the WXGA display requirement, are you requesting external monitors to be included with each analyzer, or only the capability to drive external displays with the unit?

a. The Spectrum Analyzer must have a screen installed into the unit that is at minimum a WXGA resolution.

b. The Spectrum Analyzer must have at minimum an HDMI output capable of outputting a WXGA resolution to an external display. An HDMI and Display port output capable of outputting a WXGA resolution to an external display is desired.

10. Instantaneous / Analysis Bandwidth: 150 MHz – 1.5 GHz

11. Real time spectrum analysis of hopping and pulsed signals

a. I do not know the answer to this question. It appears as a basic requirement that the real time mode can measure those things. But it requires knowing the information of the signals they are measuring as to what specs they need.
