About this file

This is a Questions and Answers document for federal contract FA930226Q0035 regarding an NLDS 90'X90' Pad Sunshade project. The document addresses contractor inquiries about project specifications and delivery timeline requirements.

The primary specification detail provided concerns the existing concrete pad structure, which is 6 inches thick with footings measuring 18 inches thick by 3 feet wide, with detailed footing dimensions referenced in an attached PDF. Regarding the delivery timeline, the government maintains a firm 12-week deadline measured from receipt of order for project completion. The government rejected two contractor requests to extend the period of performance from 12 weeks to 24 weeks, despite the contractor's concern that seismic requirements specific to Edwards Air Force Base would necessitate approximately 16-20 weeks to complete all phases including design/engineering (3 weeks), approvals (2 weeks), stamped calculations and drawings (1 week), procurement and fabrication (4-6 weeks), delivery (1 week), erection (2-3 weeks), lightning protection (1 week), and testing and inspection (1 week). The government's position emphasizes that the 12-week deadline is non-negotiable and constitutes a hard deadline following contract award.

FA930226Q0035 - NLDS 90’X90’ PAD SUNSHADE

QUESTIONS and ANSWERS

1. What is type, thickness, and condition of the slab material of the existing structure?

The concrete pad is 6 inches thick. The footings are 18 inches thick x 3 feet wide. (see NLDS 90x90 Pad Sunshade footings PDF in Attachments)

2. The seismic requirements dictate a robust structurally designed sunshade compared to a sunshade being installed in other regions where seismic requirements are less than EAFB. This will require additional manufacturing time therefore extending the period of performance. Can the period of performance be extended from 12 weeks to 24 weeks?

We are firm on the deadline being 12 weeks after receipt of order. Also, I have attached the dimensions of the footings on the pad.

3. Is the 12 weeks a hard deadline once awarded? I believe we are the right contractor for the job, but have a feeling that this will be more like ~16-20 weeks based on how we can get approvals.

1. Design/engineering (3 weeks)

2. Approvals (2 weeks)

3. Stamped Calculations & Drawings (1 week)

4. Procurement/fabrication (4-6 weeks)

5. Delivery (1 week)

6. Erection (2-3 weeks)

7. Lightning Protection (1 week)

8. Testing & Inspection (1 week)

We are firm on the deadline being 12 weeks after receipt of order. Also, I have attached the dimensions of the footings on the pad.
