About this file

This document is a Questions and Answers (Q&A) file for a NAFB Water Tower Treatment project. The Q&A addresses five key inquiries about the contract, including past performance submission procedures, equipment specifications, and water source details. Specifically, the document reveals that the project involves government-owned equipment with 60-ton cooling towers, a 300-liter closed chill and hot loop, and will use local city water as the make-up water source. The government encourages offerors to submit Past Performance Questionnaires (PPQs) to past points of contact, with a recommendation to carbon copy two specific government email addresses when doing so.

NAFB Water Tower Treatment – Q&A

Question 1: The "Evaluation" section of the SAM.gov description states:

Past Performance: Each offeror’s PPIF will be reviewed and a Past Performance Questionnaire (PPQ), found at Attachment 4, will be sent to the identified POC/s found on each contractor or subcontractor’s PPIF. Using the information included in the returned PPQs, the Government will evaluate the quality of the performance of the contractor or subcontractor on each effort and will consider each past contract’s quality when evaluating overall past performance.

Is it acceptable for offerors to submit these questionnaires directly to past POCs and in advance of the submission deadline?

Answer 1: Yes, it is not required for the offeror to send the PPQ to the POCs listed on the PPIF, however it is highly encouraged. If the offeror chooses to send the PPQ to the POCs listed on the PPIF, please Cc both Jenna Jacobson (jenna.jacobson@us.af.mil) and Denina Hudson (denina.hudson@us.af.mil).

Question 4: Please confirm if the equipment is owned by the government and will be available to utilize by a different vendor.
