About this file

This is a Questions and Answers document for Request for Quote (RFQ) FA930126Q0030 issued by the Department of Defense for fire truck water tanker repair services at Edwards Air Force Base.

The solicitation requires repair and replacement of a water tanker on a 2011 International 7400 fire truck (VIN #1HTWGAZT4CJ605374) with a 4,000-gallon tank manufactured by Pro-Poly (model GSO 8307). All repair work must be completed at the contractor's facility, with transportation coordinated by DoD within reasonable operating distance. The replacement tank assembly and associated components must meet or exceed KME manufacturer specifications and satisfy functional and performance requirements including structural integrity under full load, leak-free system integration, exterior restoration, and post-repair testing to NFPA 1901/1911 standards. Formal KME service-center certification is not mandatory. The Government does not specify a particular manufacturer, supplier, vendor, part number, or model number for the replacement tank. The estimated period of performance is 240 days after receipt of order (ARO), which the Government considers achievable based on market research. Offerors must propose realistic delivery and completion schedules in their quotations, and any proposed extensions beyond 240 days will be evaluated as part of the best-value determination under the comparative evaluation factors: Technical Capability, Past Performance, Price, and Delivery and Warranty. The Q&A period closed on September 9, 2026 at 10:00 AM PST.

Q&A for Fire Truck Water Tanker Repair

1) Q - Are any additional details available for the water truck, such as the manufacturer model, model number, VIN, serial number, tank capacity, or pump information?

A - The Truck is a 2011 International 7400, VIN#1HTWGAZT4CJ605374. The tank is 4000 gallons, GSO 8307 (this number is from the manufacturer Pro-Poly and provides data on the specific tank required).

2) Q - Can the repairs be performed either on-site at Edwards AFB or at the contractor’s repair facility?

A - Repairs for this asset must be completed at the contractor’s facility

3) To obtain a technically accurate and fully compliant quotation, could you please provide, if available:

1. The tank manufacturer's name – Propoly America

2. Tank serial number / identification number – N/a

3. Any manufacturer identification plate, label, or sticker – N/a

4. A clear photograph of the tank identification/serial-number plate – N/a

5. A clear photograph of the vehicle VIN plate – see attached photo

6. The vehicle build number, if available – see attached photo

7. Any existing tank drawings, specifications, previous repair records, or manufacturer documentation identifying the tank – N/a

8. Any known tank capacity and dimensions – 4000 gallons

4) Can I bring the unit to my facility to perform the necessary repair and installation? of said tank?

A – Per the solicitation, work will be done at vendor facility. Transportation will be coordinated by Department of Defense within reasonable operating distance.

5) Is the Department of Defense open to receiving a bid for a retro fit stainless steel tank for this unit being that pro poly America is no longer making the tank and has no dimensions or any plans on taking orders to manufacture a direct replacement. If so I would need to know DoD's requires on baffle spacing. (Note this process would take only 1-2 months to complete once fabrication starts apparatus unit will be ready for immediate duty).

A - Our market research shows the tank is still available and approval for modification; however, it could potentially take more time to procure than available.

6) Since the Government's market research indicates that the replacement tank is still available, could you please provide the manufacturer, supplier/vendor, part number, model number, or other identifying information for the replacement tank identified during the Government's market research?

Answer: Please see Request for Quote (RFQ) FA930126Q0030 sections (ii) and (iii) and the attached Statement of Work. The Government does not call out a specific manufacturer, supplier/vendor, part number, or model number. The replacement tank assembly and associated components must meet or exceed KME manufacturer specifications and satisfy the functional and performance requirements (structural integrity under full load, leak-free system integration, exterior restoration, and post-repair testing to NFPA 1901/1911 standards). Formal KME service-center certification is not mandatory.

7) Does the Government's identified replacement tank have an anticipated lead time that would allow completion of the repairs within the required 240 days ARO?

Answer: Yes. The estimated period of performance of 240 days after receipt of order (ARO) stated in RFQ section (iv) is based on the Government’s market research and is considered achievable. Offerors shall propose a realistic schedule that meets or improves upon this period. The Government will entertain extended lead times where justified by manufacturer availability or other documented factors; any proposed extension will be evaluated under the Delivery factor as part of the comparative evaluation process.

8) If the identified replacement tank cannot be procured within the 240-day period due to manufacturer lead times, please advise how offerors should address the required completion schedule in their quotations.

Answer: The estimated period of performance is 240 days ARO (RFQ section (iv)).

Offerors shall propose a realistic delivery/completion schedule in their quotation, including any assumptions regarding part lead times or manufacturer availability.

Any proposed extension beyond 240 days ARO will be reviewed as part of the Government’s best-value determination under the comparative evaluation process. The quotation determined to represent the best value to the Government will be selected based on the evaluation factors listed in the RFQ (Technical Capability, Past Performance, Price, and Delivery and warranty). Offerors should clearly state in their technical quotation the full proposed timeline from award/notice to proceed through completion of all work (removal and disposal of the existing tank assembly, installation of the new tank and components, system integration, exterior restoration/painting/decals, and post-repair operational inspection and testing to meet or exceed NFPA 1901/1911 standards).
