About this file

This is a Statement of Work (SOW) for Air Force Project AFP 42, dated 17 July 2026, defining the procurement and installation of a Drive-Thru 20' x 40' Heavy-Duty Auger Containment Island Wash Pad with a Closed-Loop Water Treatment System.

The Contractor shall deliver a fully integrated closed-loop wash water treatment and reclamation system housed within a 20-foot insulated Conex container. The wash water treatment system must feature biological remediation with fine bubble aeration and a minimum of 2,115 square feet of biological media, housed in a marine-grade aluminum tank with 1,834-gallon minimum capacity. The system shall include an integrated inclined plate solids clarifier, chemical injection system, extra 25-micron filter (minimum 47 SF), and 48" x 60" shallow drain sump with solids hopper, configured for 240 Volt, Single Phase, 80 Amps operation. The high-volume and high-pressure wash systems include one high-volume cannon delivering 26 GPM at 200 PSI with gun wand, 50 feet of hose, and remote hose station, plus one cold water pressure washer delivering 3,000 PSI at 4 GPM with timed shutdown and remote controls. The Conex enclosure must include internal lighting, heater, recessed mandoor with handle, dedicated microbe refrigerator, and pre-wired 150 AMP electrical panel for plug-and-play installation. The above-ground wash pad comprises five 20' x 8' heavy-duty polymer sections with 4-foot splash walls on two sides, eight 4' x 8' ramps for drive-thru capability, pump-out sump box with float switch, and a Parallel Path Double Auger System for automated solids handling. The Contractor shall provide comprehensive facility design drawings, all system piping labor and plumbing materials, complete on-site system start-up, and operational and maintenance training for designated personnel. All equipment shall be shipped Freight F.O.B. Factory with delivery timelines coordinated with the designated Government Point of Contact.

AFP 42 STATEMENT OF WORK

17 July 2026

Executive Summary (BLUF)

This Statement of Work (SOW) defines the technical requirements, deliverables, and installation support required for the procurement of a Drive-Thru 20' x 40' Heavy-Duty (HD) Auger Containment Island (CI) Wash Pad with a Closed-Loop Water Treatment System.

STATEMENT OF WORK (SOW)

Project: Drive-Thru HD Auger Wash Pad and Closed Loop System Procurement and Installation

1.0 Scope

The Contractor shall provide all equipment, materials, labor, facility design drawings, and training necessary to deliver, install, and successfully start up a completely integrated, closed-loop wash water treatment and reclamation system. The system must operate within a 20' insulated Conex container and include an above-ground automated wash pad designed for heavy vehicle and equipment cleaning.

2.0 Technical Requirements

The Contractor shall deliver a system that meets or exceeds the following specifications:

2.1 Wash Water Treatment and Filtration System (Left-Handed Combo System)

• The Contractor shall provide a biological remediation system featuring fine bubble aeration and a minimum of 2,115 square feet of biological media.

• The system tank shall be constructed of marine-grade aluminum with a minimum capacity of 1,834 gallons.

• The system shall include an integrated inclined plate solids clarifier and a chemical injection system for solids separation.

• The system shall include an extra 25-micron filter (minimum 47 SF) and a 48" x 60" shallow drain sump with a solids hopper.

• Electrical specification: The system must be configured for 240 Volt, Single Phase, 80 Amps operation, requiring a neutral wire.

2.2 High-Volume & High-Pressure Wash Systems

• High-Volume Cannon: The Contractor shall provide one (1) high-volume wash system capable of delivering 26 GPM at 200 PSI, equipped with a gun wand, 50 feet of hose, and one remote hose station with on/off remote controls.

• Pressure Washer: The Contractor shall provide one (1) cold water pressure washer delivering 3000 PSI at 4 GPM. It must feature timed shutdown, be pre-wired for remote on/off control, and include one remote hose station (with hose, gun, and wand).

2.3 Equipment Enclosure (Conex)

• The Contractor shall provide one (1) 20-foot insulated Conex container to house the wash water treatment equipment.

• The container must include internal lighting, a heater, a recessed mandoor with handle, and a dedicated microbe refrigerator.

• The container shall feature a pre-wired 150 AMP electrical panel designed for plug-and-play installation.

2.4 Wash Pad Structure and Solids Handling

• The Contractor shall provide a 20' x 40' above-ground wash pad assembled from five (5) 20' x 8' heavy-duty polymer construction sections.

• The pad must include 4-foot tall splash walls on two sides, eight (8) 4' x 8' ramps to enable drive-thru capability, and an above-ground pump-out sump box with a float switch.

• Solids Automation: The pad must integrate a Parallel Path Double Auger System for automated material handling, depositing into a provided solids handling hopper.

3.0 Installation, Integration, and Training

• Facility Design: The Contractor shall provide comprehensive facility design drawings prior to installation.

• Integration: The Contractor shall provide all system piping labor, plumbing materials, and execute final "plug and play" plumbing connections on site.

• Start-Up & Training: Following installation, the Contractor shall conduct a complete system start-up and provide on-site operational and maintenance training for designated personnel.

4.0 Delivery Requirements

• All equipment shall be shipped Freight F.O.B. Factory. The Contractor shall coordinate delivery timelines with the designated Government Point of Contact (POC).
