2.1. Quality Control.
The contractor will develop and maintain a quality control program to ensure custodial services are performed in accordance with commonly accepted commercial practices and services identified in this PWS. The contractor will develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. As a minimum, the contractor will develop quality control procedures addressing and identifying the areas identified in Section 2, Service Summary. The contractor will provide a corrective action report on deficiencies monthly to COR.
2.2. Quality Assurance.
The Government will inspect and evaluate the contractor's performance to ensure services are received in accordance with requirements set forth in this contract. The COR will use the contractor's work schedule to record validation results. Results of the validation then become the official Air Force record of the contractor's performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the CO a Corrective Action Report (CAR) for issuance to the contractor.
The contractor will respond to the CAR in accordance with instructions provided and return it to the CO within 10 calendar working days of receipt.
2.3. Performance Assessment.
2.3.1. Periodic Validations. This method requires the COR to employ a "spot check" style of evaluation based on the contractor's incorporated Cleaning Frequency Schedule (CFS, PWS Section 4.18). Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends. The CFS will be used for COR scheduled inspections and results documentation.
2.3.1.1. All inspections will be recorded and provided to contractor as a notification of awareness. Any unsatisfactory inspection result will be recorded, and the contractor may or may not be required to re-perform the service within 2 hours after notification.
2.3.1.2. Exceeding the performance threshold of these performance objectives, in any combination for any two, or more consecutive months during a contract period will constitute cause to hold a performance meeting. All remedies will be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.
2.3.2. Customer Complaints. The COR will receive and investigate complaints. The COR will be responsible for initially validating customer complaints. If the contractor challenges the validity of the complaint and the COR and contractor cannot come to agreement, the customer complaint will be re-performed at that time and forwarded to the CO for future resolution.
Validated customer complaints will be re-performed as soon as possible after notification and within 2 hours.
2.4. Quarterly Performance Meetings. The CO, COR, other Government personnel as appropriate, and the contractor will periodically meet to discuss the contractor's performance. The following issues will be discussed; opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and valid customer complaints against each performance objective observed and steps taken by the contractor to prevent occurrences in the future. The contractor will provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends.
2.4.1. Five (5) business days after these meetings, the minutes will be reduced to writing, signed by the CO and any other signatures as deemed appropriate, distributed to the functional area and the contractor. Should the contractor not concur with the minutes, the contractor will provide a written notification to the CO identifying areas of non-concurrence for resolution within three (3) working days after receiving writing minutes.
