28. This project may generate empty containers and/or produce trash previously containing or contacting hazardous materials. Some empty containers may not be placed in solid waste dumpsters and must be managed and shipped as hazardous waste. The contractor shall contact 95 ABW/EMC’s J-TECH contractor at (661) 277-3681, 277-4940 or 95 ABW/EMC at 277-1475 for instructions on how to properly classify and manage these wastes.

29. The contractor shall ensure that all hazardous waste management on this project complies with all applicable sections of AFI 32-7042, Solid and Hazardous Waste Compliance, and the Edwards Air Force Base Hazardous Waste Management Plan Number 32-7042 (HWMP). Contact AFFTC/EMC’s J-TECH contractor, JT3/CH2M HILL, at (661) 277-7081 or 277-7167 for questions and guidance.

30. If this project will involve the onsite management and/or offsite shipment of waste classified as non-hazardous waste, including, but not limited to, contaminated soil, project and process reinstates, wastes generated by pollution control/filtration devices, or contaminated production trash; there may be special testing, marking, and documentation requirements. The contractor shall contact 95 ABW/EMC’s J-TECH contractor at (661) 277-3681, 277-4940, or 95 ABW/EMC at 277-1475 for instructions on how to properly classify and manage these wastes.

31. If this project will generate construction/demolition and other solid waste, the contractor shall be responsible for transporting solid waste to a state-licensed solid waste facility. Contact 95 ABW/CEOES at (661) 277-1161 for information on solid waste and the segregation of recyclables for disposal. Contact 95 ABW/EMC at 277-1426 for solid waste disposal and recycling permit issues.

32. Concrete reinstate (waste) generated from concrete trucks during project activities shall be discharged in a designated area within the project site. At project completion, disposal of concrete waste in an approved off base landfill shall be the responsibility of the contractor.

33. The contractor selected to perform construction will be responsible for complying with all federal and applicable state environmental laws. This would include but not limited to a Section 7 Consultation with the United States Fish and Wildlife Service to obtain a biological opinion for the desert tortoise a threatened species found on Edwards. If solar system is attached to the state energy grid the contractor would also be responsible for complying with the California Endangered Species Act as well as any other state environmental laws.

34. At this time these requirements are based on the following information:

· There are four site locations, North Base switch station, AFRL substation, Main Base switch station, and SCE Corum substation

· All four sites are 5 to 8 acres in size or less and would be located adjacent to or near the substation

· All four sites shall not require any water system

· No additional power lines will be required beyond 500 feet.

35. Additional natural resource requirements maybe required as additional information comes available or if scope of project changes.

36. Herbicides must be applied in accordance with the Integrated Pest Management Plan. Contact Pest Management at (661) 277-1169. Physical, mechanical, or other measures must be used to remove or control weeds. Least hazardous, but effective, herbicides are used as a last resort.

37. Project activities that would result in the removal of any vegetation in an area that was previously undisturbed (includes areas that were once disturbed and now contain vegetation) may require revegetation/restoration in accordance with the Edwards Air Force Base Revegetation Plan (AFFTC 1994). Please coordinate with 95 ABW/EMX’s J-TECH contractor at (661) 277-1401 for additional information.

38. Design and construction of the proposed facility should minimize potential nesting sites for birds. Migratory birds nest in the area yearly (nesting season is typically February to August, but some birds can nest year round) and are protected under the Migratory Bird Treaty Act. Nests may occur on the ground, in burrows or culverts, in vegetation (such as cattails), or on manmade structures (such as buildings, radar towers, static plane displays, catwalks, rafters, etc.). Anti-perching devices shall be installed to deter birds from perching on the structure.

39. This project has the potential to impact historic properties and/or archaeological resources. The contractor shall coordinate project activities with the Base Historic Preservation Officer for areas to avoid, monitoring requirements, and project scheduling by contacting 95 ABW/EMX’s J-TECH contractor at (661) 277-9144 or 277-1401 48 hours prior to the start of the project for specific requirements.

· There is a cultural resource located in the southeast corner of the North Base Switch Station 1 Area of Potential Effect (APE). The site will need to be evaluated for the National Register of Historic Places prior to construction or the APE will need to be reconfigured to avoid impacts to the cultural resource.

40. The AFRL substation site is located in close proximity to ERP equipment, monitoring wells, and underground lines. Prior to starting work on the project, the contractor shall contact 95 ABW/EMR’s J-TECH contractor at (661) 277-1401 so the location of the ERP equipment can be clearly identified to the contractor. Damage to ERP field equipment must be avoided.

41. The use of fill material from an on-base borrow pit shall come from an approved borrow site as described in the Environmental Assessment for Borrow Sites at Edwards Air Force Base, California (USACE and AFFTC 1996). A desert tortoise presurvey is required at least 48 hours prior to activity commencing at an on-base borrow pit. Fill material from an off-base borrow source shall be obtained from a state-licensed borrow area that has appropriate environmental clearances under the California Environmental Quality Act. Contact 95 ABW/EMX's J-TECH contractor at (661) 277-1401 or 275-2435 for coordination to determine appropriate borrow areas and applicable operating requirements to ensure compliance with natural and cultural resource regulations.

42. This project will require an AFFTC IMT 5926, Edwards AFB Civil Engineering Work Clearance Request (digging permit). The contractor shall coordinate the digging permit. Contact the Base Civil Engineer Infrastructure Controller (95 ABW/CEOU) at (661) 277-2936 for specific requirements.

43. Project activities involving welding, torching, cutting and brazing require an AF Form 592, Welding, Cutting and Brazing Permit (Hot Work Permit) from the Base Fire Department. For further information on hot work permits, contact the Base Fire Department at (661) 277-3124.

44. The contractor shall include the Environmental Planning Infrastructure Coordinator (EPIC) on all project meetings regarding this project to ensure that the NEPA analysis stays current and that all environmental issues are addressed. Contact 95 ABW/EMX’s J-TECH contractor, at (661) 277-1405 or 277-1401 for more information.
