Item # Reference Question Government Response

1 N/A (1) Is there a incumbent contractor currently providing these services?

(2) If so, who is that contractor?

(3) How many personnel are on the current contract?

(1 & 2) The current incumbent for the MARS III contract (FA9300-15- D-0001) is INQU, LLC.

(3) The Government will not provide this information.

2 N/A What will be the contract value for this opportunity? The Government will not provide this information.

3 N/A Can you please confirm the date and time by which Sources Sought/RFI #1 responses are due?

The due date/time for Sources Sought/RFI #1 information, as well as attendee information for Industry Day/Site Visit, was 4pm PST on 18 April 2019. However, The Government will remain open to receiving additional information through RFP release.

4 N/A Would the government allow a meeting with my company prior to Industry Day/Site Visit? Would the government allow follow on meetings after the Industry Day/Site Visit?

No. All introductions and gatherings took place at the Industry Day/Site Visit on 24 April 2019. It is the Government's view that any additional information provided in the Amendments to the Sources Sought/RFI #1 posting on FedBizOpps.gov will provide all required information needed to allow offerors to understand this requirement.

5 N/A Is there are a requirement to provide attachments with our response to this Sources Sought and Industry Day/Site Visit?

No. There was no requirement to provide the government any attachments. The only required information the Government needed was with regards to contractor information on employees who wished to attend the Industry Day/Site Visit. However, the Government welcomed/welcomes all information that potential offers feel would lead to a stronger RFP.

6 PWS 1.7 “Historical Data. The tasks described in Sections (Division & Safety) was not on the previous contract. It is estimated that this effort will require 2 FTEs if all services are ordered.” Does this mean that 2 full time employees are being used for each positions listed that would bring the total to 24 + a contract manager? Or does that mean the Division and Safety positions would require 2 people and there’s no information given for the other positions?

The Government will not provide this information. The FTE counts specified in the Draft PWS were incorrect, and the MARS IV requirement has changed since the Draft PWS which impacted the FTE count anyways. FTE proposed should be based on the finalized PWS (i.e workload estimates) that will be provided in the RFP.

7 PWS 1.7

Etc..

For the positions that do not state how many events should occur monthly or weekly, can we understand how many people they are supporting to ensure we properly man them.

A workload estimate will be provided in the finalized (PWS) released with the RFP.

8 PWS 3.4.1 Graphic Printer “The Contractor shall a new multi…” There is something missing, is the contractor expected to provide the graphics printer?

This section will be updated in the finalized PWS.

9 PWS 3.4.3

1.6.9

States the contractor will supply all supplies for graphics department and 1.6.9 describes a large range of projects to be provided/supported. These materials are expected to be covered by the Contractor. Do we set a cost and charge the customer for each item we produce (which means I’m only bidding the cost of labor? Or is this free support IAW the contract? If so, can we get an average usage rate or understand how we can predict supply costs and usage costs to properly bid this section?

Contractor supplies all equipment and supplies for this PWS section related to graphics. No separate reimbursement. Industry shall propose a solution with overall costs. Workload estimate and specific task requirements will be provided in the finalized PWS released with the

RFP.

10 N/A Do you require facility clearance? If so, will AF be open to sponsor? This contract will have a DD Form 254. Company has to obtain their facility clearance through Defense Security Service (DSS). The AF does not sponsor.

11 N/A How many FTE have been typically used to support the MARS III contract? Will the level of effort change for this requirement?

The Government will not provide this information. The FTE counts specified in the Draft PWS were incorrect, and the MARS IV requirement has changed since the Draft PWS which impacted the FTE count anyways. FTE proposed should be based on the finalized PWS (i.e. workload estimates) that will be provided in the RFP.

12 N/A Will AF be open to combination of remote work to support some of the task orders under this contract?

Workplace locations will be specified within the finalized PWS released with the RFP. The Air Force will not permit any routine remote work.

13 N/A Can you confirm what type of evaluation criteria will be used? LPTA, best value, etc.?

This information will be provided within the RFP.
