Amendment #3 to the 27 Mar 2019 Sources Sought/Request for Information #1 is forthcoming (on or before 17 May 2019), and will consist of the questions from industry and the government’s response to those questions. All questions to the government shall be submitted by 4pm PST on 10 May 2019 in order to be included in the Questions & Answers document that will be provided within that future Amendment #3.

MARS IV Industry Day Tour Script – FA9300‐19‐R‐0001 – 24 April 2019
Beginning of tour: This is a scripted windshield tour. No deviations are allowed. All questions must be submitted to contracting. We will stop at the facilities, but we will not be getting out of the vehicle. Photography is not allowed. Descriptions are for current occupents and may change in the future. PWS sections called out below correlate to the PWS posted Sources-Sought- Synopsis Request For Iniformation No 1 for MARS IV FA9300-19-R-0003
Rocket Science Center (RSC)
This facility and specifically the Saturn Conference Center is where most of our large site gatherings take place: Commander’s Call, Meetings, Briefings, Training, Social Events, etc. In addition to this large conference room, we are surrounded by offices of scientific research, research laboratories and our site fabrication and machine shop. No routine work by MARS IV contractors is anticipated to be performed in this building.
Physical Sciences Laboratory & Combustion Devices Branch (Chem Lab)
The Chem Lab is where most of the small scale propellant and combustion research is conducted. This facility includes 97 laboratories and storage rooms, four Experiment Cells and seven Test Cells used for energetics testing. It is also the location of the Field library described in MARS IV PWS 1.6.12. and highlighted in more detail in PWS 1.6.12.1 and 1.6.12.15.
Logistics Material Control Activity (LMCA)
The Logistics Material Control Activity or LMCA is the central shipping and receiving point for the site. UPS, FedEx and other agencies may deliver material to LMCA up to 5 times a day and the Base Inter-Transit System or BITS delivers twice a week. MARS IV Science and Technical Information Office (STINFO) support will occationally be required to retrieve reports from this location. No routine work by MARS IV contractors is anticipated to be performed in this building.
Safety
This office building will sometimes host new comer’s orientation training covering Desert Tortoise awareness and hands on fire extinguisher training. No routine work by MARS IV contractors is anticipated to be performed in this building.
Security
This office building is the location for site security office and PWS section 1.6.10. is anticiapated to be performed within this building.
Head Shed Area contains buildings 8354-8349
Building 8354
This office building is the location of a training room where up to 12 personnel can login to a networked computers for updates to downward directed items such as forecasting budget execution and electronic workflows. The primary purpose of this building is housing the Logisics functions and 412th Media Fusion contracted support. No routine work by MARS IV contractors is anticipated to be performed in this builing.
Building 8353
This office building is the location for site leadership to include the Site Commander, Technical Division Chief with their support staff and Financial Support Branch. This building also houses many of the the MARS IV PWS efforts to include PWS sections: 1.6.7 (STINFO Support); 1.6.8 (STINFO S&P Review Editor); 1.6.9 (Graphics Design Support); 1.6.11 (Military Personnel Support-Unit Training Monitor); and potentionally PWS Section 1.6.6./1.6.13/1.6.14 (These sections are anticipated to go though additional requirements definition as discussed during the briefing. Updated PWS version will reflect these changes.)
Building 8352
This building is the location for the site Information Technology Support Branch to include the Service Desk where site personnel can obtain specialized IT support services. This building is a potential location for MARS IV PWS 1.6.6./1.6.13/1.6.14 (These sections are anticipated to go though additional requirements definition as discussed during the briefing. Updated PWS version will reflect these changes.)
Building 8351
This building holds the offices for the Liquid Rocket Engine Branch, RQRE and Solid Rocket Motor Branch, RQRM and the Engineering Services RTES Contractor (ESC). It is anticiaptaed that the ESC MARS IV PWS 1.6.5. would be performed within this building.
Building 8350
This building holds the offices for the Test Operations and Demonstrations Branch, RQRO and the Facility Support ASTROS Contractor (FSC). It is anticiaptaed that the FSC MARS IV PWS
1.6.4. would be performed within this building.
Building 8349
This building is the location for the site’s Technical Libray. It is anticipated when PWS 1.6.12.
for Library Technician support is ordered the support would be provided from this building.
AFRL Vistor Control Center
This small building is the location for obtaining site visitor badges. All badges must be turned in before leaving the site at this same location. This is the location described in PWS section
1.6.10.16 for daily log delivery.
