Questions and Answers for FA9300-15-R-0004 Page 2 of 2 Research in Propulsion Sciences III (RPS III) Request For Proposal (RFP)

1. Why is the proposal due date not included on the first page of the Standard Form 33?

a. The proposal due date/time was posted on FBO and will be restated in amendment 0001 to the RFP.

2. When will the PPI tool be uploaded to FBO?

a. The tool will be uploaded with amendment 0001 to the RFP.

3. Is the base period of performance correct as written or is the correct period of performance 1 Oct 15 – 30 Sep 18?

a. The correct period of performance for CLINs 0001 & 0002 is 1 Oct 15 – 30 Sep 18. These CLINs will be updated in amendment 0001 to the RFP.

4. Are the last 3 pages of the RFP duplicate pages?

a. Yes they are duplicate pages. Amendment 0001 will provide instructions to remove them.

5. Reference Attachment L-3 (Cost Model and Attachment L-4 (Full Time Equivalents by Category). In the Cost Model, it appears that the Offerors are to price 60 total months (36 months during the base, 18 months during Option 1, and 6 months during FAR 52.217-8 Option). However, in Attachment L-4, the staffing level for GFY 20 is reduced by one-half of the preceding years. Is it the Government’s intent that only 6 months are to be priced in GFY 20 or that 12 months are to be priced in GFY 20 at a reduced staffing level?

a. GFY 20 should contain a full year of pricing. However, the pricing will be split between 1 Oct 19 – 31 Mar 20 for the Option 1 (using FAR clause 52.217-9 as the authority) and the FAR clause 52.217-8 Option. The FAR 52.217-8 clause has a NTE 6 months period of performance. Please note that the clause reads “The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor.”

6. Will the Government consider allotting some page count to allow offerors to present an Executive Summary?

a. Offerors may submit an executive summary; however, it will not be an evaluated. Therefore, page count can be determined by the contractor.

7. Will the Government consider establishing separate page limits for information that falls outside the PPI Tool, such as Organizational Structure Change History?

a. The documentation required to address Organizational Structure Change History will not count toward established page count limitations. Additional clarification will be provided in amendment 0001, Section L.

8. The statement of work, para 3.7.7, includes a technical area entitled High Energy Density Matter. However, no work load estimates are specified within Attachment L-4 of Section L. Can the government provide clarification regarding staffing for this technical area?

a. The government will provide an update to the R&D technology areas tables in Section L, attachment L-4 to more specifically account for SOW 3.7.7 in amendment 0001 to the RFP.

9. Will the government accept an Adobe PDF document for Volume IV – Contract Document information?

a. Yes, an Adobe PDF document is acceptable. L-III para. 2.3 is updated to reflect acceptance of an Adobe PDF document for Volume IV submissions.
