General Administrative Support Financial Management Science and Technical Information Office (STINFO) Small Business Innovation Research (SBIR) Force Development Manager Graphics Support Security Office Support Military Personnel Support – Unit Training Monitor Quality Assurance Support Records Management Support Non-Disclosure Agreements (NDAs)

MARS III Requirements Description of Work:

The contractor shall provide all personnel, supervision, equipment (except GFP Appendix A-5), tools, materials, vehicles, services and other items necessary to perform business reporting and management administration support of all functions as defined in the PWS tasks. (1.0) PWS – pages 80-100 Appendix A-4 (Projected Avg Workloads) Pages 107-119 The contractor shall maintain continuous performance regardless of reasons affecting personnel availability. (14.6) Non-Disclosure Agreements are required. (14.12)

Financial Support: Not a typical finance operation.

General All – As stated ROSS, ARES, and Division: PWS identifies special or “unique” support requirements.

STINFO: More than an editor and tracker.

Graphics Support: Point out contractor provides materials and Gov’t provides equipment/maintenance

MARS III Requirements Non-Disclosure Agreements (NDAs)

14.12 (CLIN 0011): The contractor must initiate a company-to-company NDA agreement for the entire contract period The number of NDAs can range up to 150 Contractor will be provided with a spreadsheet containing contact information and letter of introduction of need signed by the Contracting Officer Contractor has 10 business days to solicit NDAs and within 30 days thereafter.

Compile and maintain status report

SBIR 14.1 Solicitation and on, companies complete a declaration at time of proposal submittal whether an NDA is needed or not needed.

MARS III Requirements (14.2.1) Contract personnel must be able to obtain a National Agency Check with Inquiries within 90 days of employment to perform PWS tasks. An interim secret or completed NACI is required for access to AFRL Automated Information System Network.

Competent in Microsoft Office software products.

MARS III Requirements (14.4) Hours of operation 0730-1600 M-F.

Compressed Work Schedule (case by case basis) Proposed alternate work schedules outside of core hours must meet mission requirements.

Volume 1 – No limit Volume 2 - 10 pages Volume 3 - 10 pages Formatting Each volume shall have a detailed table of contents Each volume shall be written on a stand-alone basis Information not found in designated volume will be assumed to have been omitted from the proposal Media One certified virus free electronic copy in Adobe(.pdf) or Microsoft Word 2010 or earlier. Excel files must be Excel 2010 or newer.

FAR52.212.01: Volumes and Page Limitations Volume I – Price Proposal All cost/pricing information shall only be in Volume 1 Complete SF 1449:

block 12, Discount Terms 17a Contractor Name, Address, Cage Code, Telephone Number, Fax Number 30a, Signature of Offeror/Contractor 30b, Name and Title of Signer 30c, Date Signed In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation.

Volume II – Technical Proposal Transition Plan:

Includes methodology for transitioning new personnel with minimum disruption to current support requirements Includes methodology for obtaining Non-Disclosure Agreements (NDA’s). Offerors to thoroughly explain how they will process upwards of 150 NDA’s for entire contract length within 10 business days of contract award (PWS Sect 14.12)

Volume III – Past Performance No more than 3 recent or current contracts by prime No more than 3 recent or current contracts by subcontractor

Proposal Evaluation Criteria Performance Price Tradeoff (PPT) in Accordance with FAR 15.101-1 Evaluation Factors Price Technical Performance Order of Importance Past performance is approximately equal in importance to price when being evaluated.

Offerors shall be ranked according to price Evaluate Lowest-Priced Offeror Determine if technically acceptable (pass/fail) If technically acceptable > review Past Performance If not technically acceptable > go back to next Lowest-Price Offeror Past Performance reviewed to determine if Substantial Confidence exists:

If yes > continue to Source Selection Authority if no > the next lowest price offeror will be evaluated, and so forth.

[Past] Performance Confidence Assessments SUBSTANTIAL CONFIDENCE – high expectation that the offeror will successfully perform the required effort.

SATISFACTORY CONFIDENCE – a reasonable expectation that the offeror will successfully perform the required effort.

LIMITED CONFIDENCE – a low expectation that the offeror will successfully perform the required effort UNKNOWN CONFIDENCE – performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
