Sources Sought Synopsis – Request for Information

Command, Control, Communications, Computers, and Information (C4I) and Munitions Test Improvement Contract III (CIMTIC III)

Response Date: 10 February 2010 NAICS Code: 334511 This acquisition is to provide cost-effective C4I and Munitions test support for the 46th Test Wing's Range Group Eglin Air Force Base, Florida.

CIMTIC III provide for urgent development and modification of AAC C4I and munitions test and evaluation (T&E) systems and facilities under the responsibility of the 46th Test Wing's Range Group. The contract is intended to meet customer test requirements that cannot be timely met by a separate procurement action. The capabilities for rapid response, surge capacity and flexibility to unforeseen events are critical requirements to meet the short lead-time and dynamic test requirements inherent in the testing of modern weapon systems and rapidly changing defensive technologies and tactics. In support of this objective a high level of technical expertise is required in system analysis, system engineering, and in particular, continuous participation in the technological evolution of C4I, munitions, directed energy (DE), and other T&E systems, facilities, and infrastructures necessary to keep pace with corresponding technological advances in advanced state-of-the-art C4I, smart munitions, surveillance, reconnaissance, and Electronic Combat (EC) systems as required to satisfy future AAC customer needs and requirements. In addition, this contract will provide AAC with T&E systems, facilities, and infrastructure which support the implementation and realization of the C4I Test Process (AF Manual 99-111), Munitions Test Process (AF Manual 99-104), and EC Test Process (AF Manual 99-112). Thus, this contract will support development/ modification/upgrades to digital simulation models (DSMs), hardware in-the-loop (HITL) test facilities, measurement facilities, installed system test facilities (ISTFs), open-air range (OAR) facilities, and networked test facilities. Other areas requiring a high level of technical expertise include test engineering and analysis; test support hardware and software design, development, modification, fabrication, calibration, and integration and test transition support for sub-systems/systems/test facilities/infrastructure/networks, and supportability planning, installation, and training.

A DRAFT Statement of Work is included with this notice. It should be noted this document is strictly for acquisition planning purposes and should not be considered a final document for future procurement actions.

Interested sources who believe they can meet these requirements should provide a statement of capabilities that provides the following information related to their demonstrated experience and capabilities:

(a) Contract information and/or program information describing your experience in the past three years relative to the objectives and tasks identified below.

(b) Demonstrated capability in each of the following areas: Those listed in the Statement of Work to include, but not limited to: Design/redesign and fabrication of hardware, design/engineering analysis, prototype hardware, software/engineering development, instrumentation design/fabrication, test and evaluation support, field support, technical documentation packages, testing, and demonstration.

All interested organizations are encouraged to submit capabilities packages addressing the specific criteria identified in paragraph (b) above. The packages will be reviewed according to these criteria. Organizations which provide information which does not demonstrate their capabilities specifically associated with the criteria identified in paragraph (b) may be evaluated as not being capable of performing the required services. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The resulting evaluation of all organizations providing capabilities packages will be considered in determining the acquisition strategy, specifically in determining for which (if any) small-business concerns this acquisition will be set-aside in accordance with FAR 19.5.

The contract type anticipated by the Government is to be Firm Fixed Price (FFP). The anticipated period of performance is five years. The proposed North American Industry Classification System (NAICS) code for this acquisition is 334511, with a small business standard size of 750 employees. In the response, interested sources should identify company name, point of contact, e-mail address, telephone, Federal CAGE Code, Data Universal Numbering System (DUNS) number, facsimile numbers, and type and business size indicating whether you are a small or large business for the purposes of the assigned NAICS. Limit your response to this market survey to a maximum of five (10) pages to be received NLT 2:00 PM., Central Standard Time on 10 Feb 10.

Note: In accordance with FAR 52.219-14, Limitations on Subcontracting, a small business firm must be able to perform at least 50% of the total requirement by employees within its own company.

An Ombudsman has been appointed to address the concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
