Sources Sought Synopsis – Request for Information Command, Control, Communications, Computers, and Information (C4I) and Munitions Test Improvement Contract III (CIMTIC III)
Response Date: 15 August 2008 NAICS Code: 334511 This acquisition is to provide cost-effective C4I and Munitions test support for the 46th Test Wing's Range Group Eglin Air Force Base, Florida.
This contract acquires specialized hardware and software and/or prototype systems to develop/modify the facilities and infrastructure urgently required for test/training and evaluation of C4I and Munitions systems. C4I testing includes tests of the hardware and software systems used for C4I including “System of Systems” and hardware and software systems used on aircraft platforms involved with the C2 test process. Munitions testing includes tests of ground based, airborne, and space borne ordnance/armament systems and supporting guidance and control, seeker/sensor, navigation systems. Munitions testing also includes high energy lasers, and high power microwave systems. The general areas of work include design, development, test, modification, installation, training, and/or transition to production support, all as related to the Air Armament Center (AAC) Range Complex, test hardware and software systems, facilities, and infrastructure improvements. Specific tasking will be provided on an as required basis by delivery order. A secondary requirement for this acquisition is to develop/modify the systems, facilities, and infrastructure required to provide electronic combat test, training, and evaluation support for the Air Force Special Operations Command (AFSOC) and Air Combat Command (ACC). A tertiary requirement may involve providing these enhancements in testing capability at other facilities in the C4I and Munitions test community.
A DRAFT Statement of Work is included with this notice. It should be noted this document is strictly for acquisition planning purposes and should not be considered a final document for future procurement actions.
Interested sources who believe they can meet these requirements should provide a statement of capabilities that provides the following information related to their demonstrated experience and capabilities:
(a) Contract information and/or program information describing your experience in the past three years relative to the objectives and tasks identified below.
(b) Demonstrated capability in each of the following areas: Those listed in the Statement of Work to include, but not limited to: Design/redesign and fabrication of hardware, design/engineering analysis, prototype hardware, software/engineering development, instrumentation design/fabrication, test and evaluation support, field support, technical documentation packages, testing, and demonstration.
All interested organizations are encouraged to submit capabilities packages addressing the specific criteria identified in paragraph (b) above. The packages will be reviewed according to these criteria. Organizations which provide information which does not demonstrate their capabilities specifically associated with the criteria identified in paragraph (b) may be evaluated as not being capable of performing the required services. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The resulting evaluation of all organizations providing capabilities packages will be considered in determining the acquisition strategy, specifically in determining for which (if any) small-business concerns this acquisition will be set-aside in accordance with FAR 19.5.
The contract type anticipated by the Government is to be determined (TBD). The anticipated period of performance is five years. The proposed North American Industry Classification System (NAICS) code for this acquisition is 334511, with a small business standard size of 750 employees. In the response, interested sources should identify company name, point of contact, e-mail address, telephone, Federal CAGE Code, Data Universal Numbering System (DUNS) number, facsimile numbers, and type and business size indicating whether you are a small or large business for the purposes of the assigned NAICS. Limit your response to this market survey to a maximum of five (5) pages to be received NLT 2:00 PM., Central Standard Time on 15 August 2008. Submission can be e-mailed to Jason.barnes@eglin.af.mil.
Note: In accordance with FAR 52.219-14, Limitations on Subcontracting, a small business firm must be able to perform at least 50% of the total requirement by employees within its own company.
An Ombudsman has been appointed to address the concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
